A Look Back on our 2008 hero's: Hollern, Smith, Denton and Osama.

Wow.

I can't believe this crazy-ass blog has survived over 2 years! My first post was Dec 17, 2006:

And to explictly state what this blog is about: Bend Oregon Real Estate, whether it is or has been in a bubble or not, whether this bubble is/has burst, implications for residents, businesses and others, and just about any topic relevant to the Bend Oregon economy and the surrounding region, and housing in general. With unmoderated discussion, I suppose anything goes though. Hopefully, people will realize the value of staying on topic, and will minimize personal "flame-wars".

I was so much younger then. And naive. In fact here is a picture of me eating breakfast right after that first post:

That's when I knew I had found my true calling: Inflicting pain on strangers via real estate blogging. Judging from the number of gouged out eyes I've seen in Bend, I would have to say: Mission Accomplished:

So there were humble beginnings. And most of the initial postings & comments were of a "defensive" nature: Even the idea that Bend was in a Bubble was widely derided as Insane. And there were some people who even denied (Bubble deniers) that a nationwide Bubble existed. Remember that?

Cuz, if you really remember that time, and contrast it with today, and what has transpired since, it just seems unbelievable. Bend was still caught in just an endless euphoria about the future. Bend is Immune was the mantra.

  • deep, now closed, hadn't even opened way back then.
  • Sally Heatherton had not yet been "born".
  • Forum Meadows owner turned down ALL auction "offers" for his sacred Bend homes, before going broke.
  • Brooks resources blew out their River Wild condos at Mt Bach Village.
  • Yarrow & Ironhorse hadn't begun sales.
  • The collapse of the home builders stock prices was as bad as anyone thought it'd get.
  • No Bend developers had committed suicide.
  • At the time Columbia Aircraft was alive & well.
  • No layoffs at Brightwood.
  • Seaswirl still alive.
  • No firings at City Hall.
  • Fannie & Freddie in the in the $70's.
  • The DJIA had yet to hit 14,000, and fall to the 7,000's.
  • CACB hit $32 in the last week on 2006. Now $6 and change.
  • The Shire was still the proud brainchild of The Hatchery.
  • Becky Breeze still owned The Plaza.
  • Residential sales in Bend were in the hundreds per month.
  • Medians hit $396,250 in May 2007.
  • BendBB had not yet stricken any of my comments.
  • Buster had not called any of us Stincking Smelly Cunts.
  • I had not yet uttered, "It will get worse than you can possibly imagine."
  • People actually Raised their asking prices back then. Really!
  • That Olive & Nut store had yet to open & close.
  • I had not yet voted Dunc for Mayor.
  • We barely knew what SubPrime is, and no one knew what Alt-A was.
  • Citicorp was still the largest financial org the World had ever seen.
  • No bailouts of banks, automakers, or anyone else.
  • Lehamn was still alive & kicking. Smith Barney too.
  • No Cessna layoff's locally yet. The buyout was a "huge success".
  • Unemployment was below 4% in Bend.
  • Not a one Single Family Home was below $100/sf in Bend. No a single one.
  • I had not yet lost my bet to BendBB that medians would go below $300K.
  • Renaissance Homes was still smitten with Randy Sebastians flesh-eating AIDS.
  • Holtz-Tek had not yet blackmailed our fair city out of Millions for JR "Master Plan".
  • BEM had not yet penned his "cure" for Broken Bend.
  • I had yet to post my first Picto-Plummet.
  • I had yet to introduce into our lexicon the terms "Cali-Banger", "STD's" or "Flipper Bait".
  • The Oregonian had yet to run "Death and Specualtion in Bend".
  • Pronghorn & Brasada were still above the fray, and "selling out" on Day 1.
  • Volo was still a glimmer in Bledsoe's donkey-cum-encrusted eye.
  • The WSJ had yet to expose man-birthing or clothesline propoganda to the World.
  • The ferris wheel blackmail of Broken Top had yet to occur.
  • Bend was still in the grips of Tuscan mania.
  • The Redmond water park would save us all from Central Oregons terrible seasonality with high-paying lifeguard jobs.
  • We did not yet know that NOW is "The best time to buy in 20 years".
  • Bend was still the most overvalued city in the country.
  • Baby Jeebus had not yet smited us.
  • I had not yet declared Bend the Best 3rd World City ever.
  • Trono's Mercato had it's Australian financing All Lined Up.
  • Norma DuBois had sold out Franklin Crossing for the 18th time.
  • Measure 37 made every hillbilly Oregonian farmer a land baron.
  • Tiny Ashwood OR took the prize for most ambitious housing development: 5,500 homes in a town of 120 people.
  • NAR economist David Lereah still encouraged the financial merits of home ownership.
  • Crook County had not yet approved resort properties that would saddle the area with 75 years of inventory.
  • We didn't have a fleet of busted BAT buses.
  • The city hadn't lost multi-million dollar lawsuits regarding water systems and whatnot.
  • The August 2006 inventory top was still "temporary".
  • We still hadn't been shown how to get rich losing millions by Don Bauhofer (aka Bauhumper).
  • The Incredible Hulce continued to pander to RE developers in her completely discredited rag.
  • We were yet to be introduced to the merits of Capstone Turbine Buttplugs.
  • We were yet to receive a lesson in thermodynamics by a dude who dragged a tire behind his car to power his car, a guy who turned water into gas, and a company that turned trash into fuel.
  • I had yet to recommend Rent & Invest The Difference as The Only Investment Plan you could be sure of in a place like Bend.
  • There were many, Many businesses, largely invisible, that were still open, that have vanished in the meantime. Most mortgage brokers are in this category.
  • Re/Max was still open. So was Sunriver Realty.
  • COBA, COVA & the rest hadn't BOUGHT our City Councilors election for pennies on the dollar.
  • My prediction of a collapse in California RE was still widely ridiculed: "California is Immune."
  • 1031, Merenda, deep and other accessories of wealth for Bend's elite still held their glistening facade.
  • NOD's were not measured in the THOUSANDS here.
  • We had yet to have our first 1,000+ comment week.
  • The City was not perilously close to bankruptcy.
  • Black dudes were known for beatin' they wives, smokin the cracker, fuckin, and shootin whitey, not being President.

And there is probably more. Much more. The point?

It's been a hell of an eventful couple of years. Most of the real crazy shit has happened in the last 6 months. I mean The Giants of The Financial Universe have been hobbled.
Cathy Bates administer Good Olde Fashioned Hobbling. Feels so good.

I guess my main point is this: Having seen how far we've come, how people like Jody Denton's business eyes were too big for their stomach, you might want to exercise some restraint. Because this thing is, AT MOST, about half over.

We have gone from $396K medians to $239K, that's down 40% from top to bottom. Another 40% down is Very, Very Easily possible, which would take us down to $143K.

Folks, when we hit medians in the $140's, and it will happen, Bend is not going to be a place that about 70-75% of the population even recognizes. The old codgers will, but it will be the 4 Bees that rule the roost: Butter, Beans, Bullets, and Bullion.

This place will be like a hyper-magnified version of much of the US. We aren't going to sink back into the Stone Age, like some have posted here (IMO), but we will NEVER return to the hyper-consumption-fueled prosperity of the past 3 decades. That time is over.

But you'd do well to read into Denton's comments about What He Is Doing Now.

He's Leaving Bend, and He's Leaving Oregon.

“I had a very long and prosperous career before I came to Bend,” he said, “and I’ll do what’s best for me and my family. It will definitely be outside of the state of Oregon.”

He's telling us something.

When all is said and done, Bend, In The Best Of Times, left this very talented & decent person, completely broken. Broken financially yes, but worse, just broken from the experience.

“Getting to this point has been stressful and difficult,” the chef said. “For my wife and myself, there was a sense of relief once the decision was made.”

Once you make the decision, once you realize that you can stop fighting the impossible battle, there is a Huge Sense Of Relief. Denton is a talented guy, a guy with resources, a guy with a plan & the ability to execute: And this place broke him.

And I have to give him credit for one of The Best Lines Ever from a Bend Businessman quoted in The Bulletin:

“But the question became: How wise is it to keep feeding this thing when all it does is eat?”

I will leave it at that.

This is one area where I agree with N. Taleb -- he does a good job in his book of making fun of those who find false patterns or spurious correlations, instead of just accepting the idea that we live in a rather random, chaotic world.

The MORE I study the current 1031 the more I realize why Neuman gave so much money to the RNC. A recurring question is WHY BEND? Why are we #1 in GAIN, we at the 11th HR of BEND collapse was S-1031 using good money to BUY BEND RE, ... The use of Tenant-in-Common (TIC) real estate investments in conjunction with IRS 1031 exchanges greatly increased after the 2002 issuance of IRS Rev. Proc. 2002-22 which clarified issues related to the uses of TICs in like-kind exchanges.

TICs since that time have been typically sold as securities by securities salespersons registered with FINRA (formerly the NASD) which is a self-regulatory organization overseeing the securities industry. These salespersons (registered representatives) are required to be registered with a Broker-Dealer (brokerage firm) also regulated by FINRA.

The failure of securities salespersons and their firms to perform due diligence on the TIC deals they recommend, and on the sponsors of the TIC deals, can result in disastrous outcomes for their customers who follow their advice if the sponsor of the deal ultimately fails or goes bankrupt.

In addition, salespersons must engage in a suitability analysis prior to recommending TIC deals to their customers to ensure that these illiquid investments are suitable for the customer’s financial situation.

Federal and State Securities laws also prohibit the misrepresentation or omission of material facts in conjunction with the sale of a security. Many state Acts provide for the recovery of losses, attorneys fees, and interest.

The duties of a securities Broker-Dealer and its salesperson to perform due diligence on a TIC investment prior to its recommendation and sale is well-established by both NASD/FINRA guidance and federal caselaw. When performing this due diligence, the Broker-Dealer and representative may not rely upon documents from the issuer/sponsor, but instead must perform independent due diligence to follow up on red flags or irregularities.

NASD Notice to Members 03-71 was issued in November, 2003 and it set out members’ obligations when selling “non-conventional investments,” which included TIC private placements. The NASD stated that in the sale of such products, members were required to:

“(1) conduct appropriate due diligence with respect to these products; (2) perform a reasonable-basis suitability analysis; (3) perform customer-specific suitability analysis for recommended transactions; (4) ensure that promotional materials used by the member are fair, accurate, and balanced; (5) implement appropriate internal controls; and (6) provide appropriate training to registered representatives that sell these products.”

With regard to the required “due diligence,” Notice 03-71 further requires Broker-Dealers to “ensure that their written procedures for supervisory and compliance personnel require that (1) the appropriate due diligence/reasonable-basis suitability is completed before products are offered for sale.” Furthermore, “members also must document the steps they have taken to ensure adherence to these procedures.”

NASD Notice to Members 05-18 confirmed that TIC investment interests were “non-conventional investments” as described in Notice 03-71, and further stated that TIC investments generally “would constitute investment contracts and thus securities under the federal securities laws.”

Notice 05-18 detailed a Broker-Dealer and representative’s duties with regard to obtaining a clear understanding of the customer’s investment goals and financial status for the purposes of making a suitability determination. The representative must also take into account the illiquid nature of the TIC interest, the risks from over-concentration, and the “investment potential of the underlying real estate asset(s).”

Pursuant to federal caselaw on the issue of due diligence for securities sales, securities salespersons cannot “rely blindly on the issuer of the security for information concerning a company…” Hanley v. S.E.C., 415 F.2d 589, 597 (2nd Cir. 1969). The Hanley court further stated that “securities issued by smaller companies of recent origin obviously require more thorough investigation.” supra.

Subsequent U.S. Circuit cases further explained this duty to investigate, and stated that “red flags and suggestions of irregularities demand inquiry as well as adequate follow-up and review.” Graham v. S.E.C., 222 F.3d 994, 1006 (D.C. Cir. 2000) (citing Frederick H. Joseph, 51 S.E.C. 431, 438 (1993). Securities professionals must “investigate the securities he or she offers to customers,” and must and further obtain a “reasonable basis” through investigation that “key representations in the statements provided to investors were truthful and complete.” S.E.C. v. GLT Dain Rauscher, Incl. et al., 254 F.3d 852, 857 (9th Cir. 2001).

See also Sorrell v. S.E.C., 679 F.2d 1323 (9th Cir. 1982) where the court stated at 1327: “When a broker ignores the obvious need for further inquiry, even in reliance on assurances from other brokers or attorneys, he violates the act… Nor could Sorrell reasonably rely on advice from White, attorney for Cherokee Coal Company. A broker may not rely on counsel’s advice when the attorney is an interested party.”

Bend was one of the last places to see the 1031 biz collapse, but what's interesting is from the beginning S-1031 lobbied the BUSH administration for lax IRS regulation of the 1031 business post 2002.

Which just coincided with the beginning of the real bend bubble acceleration.

We have asked HB Miller of the Source to formally and publicly ask that client money from S-1031 given to the RNC ( republican party ) be returned, to date there has been no formal request.

Mt Bachey update

Carrousel, Sunrise, Skyliner and Sunshine are all open! Rainbow is opening at 2pm. We are seeing some unbelievable stuff on the westside of the ski area. Blue ice feet thick.


Ice was unlike anything I've seen on the Skyliner side of the mtn. Anyone who has a helmet should wear it skiing that shit. It's hard as concrete and knocking your melon may leave you with shit for brains...if you're lucky.

What's amazing, truly fucking amazing, is that TODAY we had as many NODs as in the entire first eight days of 2008. Were up to 103 from 80 yesterday. Including that $16M whopper to Proterra. Today might be the all-time record for value of NODs in Deschutes County.

Man, the wheels are fucking coming off, whether people want to believe it or not. There is going to be an absolute tsunami of REO on top of the regular inventory this summer.

This structure explains a lot about the various trust deeds I've read around the Summit case.

Anyway, that's the way it seems all of a sudden. Layoffs at places like St.Charles, and Epic Air, and other places I've been told not to talk about. Suddenly, no one's job is secure. People are saying things like, "They let go of the person next to me, and they've been there longer than me!"

I was told in confidence, that two MAJOR local employers were either going to lay off, or actually close.

This is the kind of post where I wish I could be anonymous, because it sounds so alarmist.

Really, most people still have their job. Most people aren't broke.

But still, it is slightly alarming how I keep hearing things that I thought might place out over a few months all happening within a couple of weeks. I wonder if this is just bandwagon effect: if you've thought about laying anyone off, you see everyone else doing it, and you pull the trigger. It isn't easy for anyone with a soul to let people go unless they have to. This sort of gives everyone cover.

And if you don't have a soul but you want to ring your company of any excess, this gives everyone cover.

Weather keeps dealing a bad hand to skiers in Central Oregon. This morning's Bend Bulletin reports on Friday's closure of western runs at Mt. Bachelor, and the hopes of ski resort operators that the worst of the seasons weather is behind them.

The western side of the mountain, served by Outback Express, Northwest Express and Pine Marten Express chairlifts, bore the brunt of a 48-hour ice storm Tuesday and Wednesday that ripped safety bars off chairlifts, encased lift terminals in ice, broke communication lines and downed hundreds of trees.

Ski area visitors should expect crowded conditions today, with blue skies expected to draw snow-hungry skiers and snowboarders, and at least three chairlifts expected to be closed, said Dave Rathbun, the ski area's president and general manager.

Big, attention-grabbing news this week of some major layoffs going on in Bend, as three different job sectors confirm things aren't going well in today's tough economy.

Nobody needs a reminder about how bad it is out there, but all this news at once really shows the scope of what many employers are dealing with.

"They were very supportive about it, it was just so we know it could be coming," Jeld-Wen employee Adam Herglund said Friday, talking about the meeting supervisors called Thursday.

After eight years, Herglund is hoping he's not one of the 20 to 35 temporary layoffs the company confirmed is coming Jan. 21.

Jeld-Wen Communication Director Terri Cline told NewsChanel 21 the laid-off workers will still be considered employees and have benefits, but no hours possibly until the spring.

"Kind of leaves a cold feeling in the pit of your stomach, knowing the economy is going the way it's going," Herglund said. "Plus you hear about all your friends getting laid off - it's rough."

New home building dropped almost 19 percent nationally just in November. No new homes equal no new windows from Jeld-Wen, which just cut 20 percent of its workforce in Illinois.

Blaine Sorrels has worked at the Bend plant for12 years, but got a second job just in case.

"It's slowing down, and you've got to start saving your money for the hard times," he said.

More hard times also at Bend's Epic Aircraft, which let go of 20 workers Wednesday, leaving 150 in place.

Sales for 2008 were great, said General Manager Dave Hice. He anticipated an even better 2009, so he hired for it.

But in a statement to NewsChannel 21 Friday, he said: "It's a very difficult decision. It's a large investment, training people in anticipation for increased sales, but that didn't happen. Sales haven't fallen off, but the increase hasn't happened."

And the latest big employer to feel the pain - Central Oregon's biggest, in fact, at close to 2,000 employees.

Cascade Healthcare Community, which operates St. Charles Medical Center Bend and Redmond and Pioneer Memorial Hospital in Prineville, will be saving $4.6-million with a hiring freeze, eliminating all temporary and consultant positions, and cutting pay 5 percent for salaried workers, with a "requested day off" each month for hourly positions.

It's a double-whammy for St. Charles: This souring economy has produced fewer paying patients, and also more people who qualify for charity or free care.

When people lose their jobs, they lose health insurance; when they get sick, they're now not going to the hospital as much, because they can't pay for it.

"This is incredibly hard for me to do," said Jim Diegel, president and CEO of Cascade Healthcare. "I think no one in leadership enjoys making decisions that impact caregivers, knowing you impact families."

Cascade Healthcare says in the long term, there will be more positions cut, and open jobs will be filled internally.

For Epic Aircraft, this is the company's first layoff since they started five years ago. And Jeld-Wen employees say in 2008, there were three rounds of layoffs.

A federal grand jury and the FBI are looking into the demise of Bend-based Summit 1031 Exchange, according to a report Friday in The Oregonian.

Ron Hoevet, a Portland criminal defense attorney, divulged the information Thursday in U.S. Bankruptcy Court in Portland while arguing that Summit should be allowed to hire him in order to defend the company during criminal investigations, The Oregonian reported. U.S. Bankruptcy Judge Randall Dunn agreed.

Summit filed for Chapter 11 bankruptcy protection last month after it admitted in a letter posted on its Web site that it owes more than $14 million to its customers.

Summit specialized in 1031 exchanges, a real estate transaction named for a provision of the federal tax code that allows the seller of an investment property to postpone capital gains taxes if the sale proceeds are used to purchase another investment property of equal or greater value within 180 days.

Summit, like other 1031 firms, arranges the transactions so the seller never touches the proceeds, which is a caveat of the law.

The letter on the company’s Web site said money received by Summit was loaned to various entities and individuals for real estate investments.

Calls to Summit’s founding partners, Mark Neuman and Brian Stevens, were not returned Friday. Additional calls to the company’s president, Tim Larkin, and chief counsel, Lane Lyons, also were not returned.

Details: Bend’s bus system, Bend Area Transit, will have a new home this spring with the completion of an operations center that will house all of its administrative and maintenance support.

The roughly $5 million project is being constructed on the southwest corner of the city campus at Northeast U.S. Highway 20 and Northeast 15th Street that also houses the city Police Department, Municipal Court and Public Works Department.

The new BAT center will feature six, 22-foot-high bays and a ground lift to perform maintenance on the city’s bus fleet, as well as space for administrative staff. The one-story building measures roughly 19,000 square feet, said Brad Emerson, the city’s facilities manager.

“It’s going to alleviate pressure on the public works portion of campus and free up some parking for the public works employees, as well as provide overflow (parking) for the Municipal Court — so that will help out a lot,” Emerson said.

Construction began in April 2008 and is slated to finish in mid-May, Emerson said. The project is being financed by a $4 million ConnectOregon grant authorized by the Oregon Legislature and the balance is being covered by the city.

The problem here is that the "how to buy a broken bus" fiasco showed that the city can't be trusted to do ANYTHING right. It became a symbol of incompetence.

I was all for the bus. We were one of the biggest cities in the country without a bus system. But now I'm against it, because it looks like yet another sinkhole for money. It's a matter of trust, and I don't trust the city to do anything right anymore.

Given that all were developers yesterday, I don't see how tomorrow its going to be different.

The fact is these builders love the BUS, it means tons of make work projects for knife-river, new buildings for the bus.

Like building all these new schools with plummeting enrollment, ... got to keep contractors making money, its only city money.

Oh, you want the use the BUS or ride the BUS ( laugh ) that's like want to use MT-B, we have a ski-resort, its on the check-list, but that doens't mean its usable.

Everything in BEND is image, the bus is a check-list item, ... but nobody has any intention of making it operable.

To date the CITY has spent $24M on Juniper-Ridge and the outcome was Suterra & LesSchwab with NET-ZERO job gain to region. This is just in the last two years to date.

All this money went to Knife-River, and MOSS got paid well by MDU ( knife-river parent ) $200k/yr, and MOSS runs JRMB. Might add that MOSS runs a certain texas-ratio bank in BEND.

The $5M bus-barn will happen for no other reason to keep the white-elephant buses out of sight.

This is the city that can & will continue to spend tens of millions per year on projects. It's always easy to get money to build, the hard part is to budget money for maintenance & use, but every US city has the same scam. Those that run city-hall, are those control projects. City's can use their credit to grab endless MUNI-DEBT for big projects. It's win-win for everyone.

1) The new council considers buses a waste of money. It's a dead man walking.

2) The fed grants pay half of the operating costs and 80% of the bus barn cost. City cost: $1.5M year operating, $1M bus barn.

3) Since that initial fuckup (which is very suspicious to me--somebody might have gotten some kickback money under the table on that) things have run pretty good with the smaller buses being used now.

Taxi costs for operating expenses would be on the order of 30000 x $20 x 12 = $7.2M/year. Bus is cheaper.

As for one thing Abernethy has presided over that worked well?

Good question.

But then I'm a newbie.

But I do know bringing back Kathie Eckman, former mayor in the early 90's, is going to be real interesting. Especially since she fought so hard to be mayor. She has an agenda.

I find it astounding that the council reportedly went through multiple votes on Capell v. Eckman, until Telfer finally switched her vote to Eckman. Capell wasn't right wing/pro-growth enough, I guess.

MY MESSAGE

My name is Kathie Eckman and I want you to know a little bit about me because I think it is important that any person that we elect to the City Council has significant experience in the dealings with city government and the difficulties that they present. I have been involved in the city government since 1973 with the City of Burns, Oregon with four years as administrator. My duties included overseeing a 4.5 million dollar budget, the water and sewer departments, the municipal court system, the planning department, the city owned cemetery, the street department and every thing else it took to run a small city.

I subsequently moved to Bend with my family in 1978 and became involved immediately in the community after my appointment to the Bend Urban Area Planning Commission. I was elected to the City Commission (it wasn't called a Council at that time) for the first time in 1980 and again five more times over the ensuing years. In 1991 I served as Mayor.

I found my time working on the City Council very rewarding but I felt it was time I moved on and went to work for US Senator Ron Wyden as his Deschutes County Field Representative and worked with him in the Bend office for over two years.

During this period of time I was working for the Bend-LaPine School District and the years before my early retirement in 2001 I was the district's Licensed Staff Specialist in Human Resources.

At the present time I am actively engaged with the Rotary Club of Bend and presently the President-Elect of the club for 2009-2010. I was recently elected "Rotarian of the Year" which I consider a great honor. I have been involved in a number of other non-profits including COCAAN (now Neighbor Impact), COBRA (Saving Grace), and Quota International. I have also started and initiated an investment group (the Money Mommas) involving over a dozen women making investments in our economy. This required a certain amount of knowledge and information regarding the economics of our country and the future. This club is not only active, but it continually outperforms the market in terms of the DOW Jones and Russell 5000.

As part of my continuation of being involved with the City of Bend, when the City celebrated it's 100th Birthday, having been an avid quilter, I instigated the creation and participated in the making of the Bend Centennial Quilt that has been pictured in national and international quilting magazines.

Along with my husband, Dr. Paul Eckman, a neurological consultant, we continue to be active participants in multiple organizations within the community. One of our prime activities however is that of being the primary caregiver of our four year old grandson, Brandon. And, you should realize that becoming parents again at this time in our life has again been our greatest challenge and our greatest joy. Oregon City Grapples With Growing Pains

Moving to this city in the shadow of the snow-covered Cascades gives newcomers the rare opportunity to ski in the morning, play golf in the afternoon and still find time for swimming and snowboarding.

But at one time, for those arriving from big cities, the allure was the pace. They figured this outpost would give them a chance to slow down and manage their hectic lives.

They may have slowed, but growth came to central Oregon’s high desert. And it arrived in a hurry.

Oregon’s new census figures confirm what residents already know: Deschutes County, a magnet for small high-tech companies, the resort industry and retirees, was the state’s fastest-growing over the last decade. The county population increased from 74,958 in 1990 to 115,367 last year–up nearly 54%.

Bend, the county’s largest city, more than doubled in size, from 20,000 in 1990 to more than 50,000 today.

Within 10 years, some city officials predict that this city that doesn’t ring a bell with most Americans might just reach a population of 75,000 to 100,000 people, further clogging roads, increasing housing prices and straining the school system.

“I promised myself when I moved to really slow down, but it seems like this place has speeded up too,” said Tami Stayner, who returned to Bend in 1998 after more than 30 years in Portland and California.

“It makes me sad to walk out to a street corner and suddenly realize there are no familiar faces here anymore.”

Much of the growth is happening in mostly white subdivisions, where new homes are being added to multiplying cul-de-sacs. Many of the new residents come from Portland, Seattle, California. Some are baby boomers retiring early or buying a second house as a status symbol and retreat.

Many have been lured here by Bend’s climate and recreational opportunities, seduced into chasing a nature lover’s dream of hiking the more than 1.6-million-acre Deschutes National Forest and fly-fishing on the Deschutes River, which flows south to north through the city.

But their fears are as recognizable as the pine-covered Cascade Mountains, with uncontrolled growth, increased traffic congestion and an expanding population topping the list. Some residents even say they would like the city’s population in 2010 to drop to an unlikely 46,000.

Even those who benefit from growth believe it’s time to slow down.

“The builders are defining who we are, and it should be the other way around,” said Rich Petersen, a foreman on a construction project in the Old Mill District, so named for a defunct timber mill that once was the city’s lifeblood.

In last year’s election, voters changed the makeup of the City Council by choosing a slate of slow-growth candidates. The winners quickly fired the city manager because of his unwavering advocacy of economic development. They ordered an audit of existing zoning laws and might revamp the building permit process.

“We are going to grow, there’s no stopping it. But it’s a matter of how we grow,” Councilwoman Kyla Merwin said.

Pro-growth council members say the new majority’s overzealousness might lead to broken development laws, and business interests fear Bend’s boom could go bust.

“If we start messing around with slow growth, it might slow down the economy as well,” Councilwoman Kathie Eckman said.

Eckman also worries that housing costs will rise if increased fees are placed on developers. Houses worth $100,000 were rare a decade ago. The average price today is $168,000. Cheap compared to Los Angeles, San Francisco or Seattle, it is nonetheless shocking to Eckman and other longtime residents.

The rapid growth seems unreal to those who lived here during the economic slump of the 1980s, when unemployment was in double digits and bored teenagers couldn’t wait to leave Bend behind.

Even ardent complainers say growth has been more good than bad. There are better stores, better restaurants, more art galleries and now more people to date. A posting on Bend.com noted some of the newcomers are cute.

“What’s growth meant? It’s meant my two sons graduated from college, came back to Bend and got good jobs. That was pretty rare in the old days,” said Ed Doorn, a community college instructor who moved here in 1967 when Bend had one stoplight and 11,000 people.

The concern is that too much growth will make things worse, or at least make Bend look like the places people fled.

Although there’s still some small-town friendliness–the manager at Burger King actually comes to your table to ask if you’re enjoying the food–residents say the influx of city people is changing all of that.

Diane Robertson, who co-owns a catering business, said the discourteousness is mostly found on the roads, where frustrated commuters drive on the shoulder and run red lights, even honking their horns.

Her business partner, Eileen Donat, a New Yorker who moved here 25 years ago, agrees: “I think they’ve brought bad habits from the big city in which everyone has lost their patience and sense of humor.”

The traffic jams alone are exasperating to a laid-back 21-year-old snowboarder.

“I’ve never had road rage in my life, but a five-minute drive from north to south takes me 20 minutes,” said Kelly Wolf.

To some transplants, the traffic concerns are overrated. While they acknowledge it is a hassle to sit in idle traffic for three or four minutes, this is nothing like the gridlock they faced back home. There’s endless talk about establishing a transit system, but even those strongly in favor question how successful it would be.

“I try not to slam the Californians, but I think they’re in love with their cars,” said Jeff Modray, a house painter who moved here from South Dakota in the 1980s.

The signs of growth go beyond the traffic congestion.

When motorists enter town on Highway 97, they see giant nets that catch golf balls at the driving range, a project that galvanized anti-growth groups. Halfway down the road are taco eateries, tanning salons, golf stores and carwashes. On the way out of town, Wal-Mart and Costco stand as sentries to super-size.

Heavy machinery waits ready to plant more buildings on the dotted landscape. Unfinished stores sit on unfinished streets.

“My friend calls it the attack of the killer backhoes,” Modray said.

Merwin says roads like Highway 97 place Bend in danger of becoming Anytown, USA. And still people continue to pour into Deschutes and other counties east of the Cascades.

They’ve read glowing reviews about Bend in bicycling and outdoor magazines, and come to find a place where the air and water are clean and the forests, mountains and streams are still untarnished. And that gridlock? To some, it’s a matter of perspective.

“Is growth good or bad? It’s inevitable,” said John Kieffer, 60, who moved here from Alaska after retirement. “Especially in nice places like this.”

I can tell you this. It's cruel to take people out of pensions and put them into 401ks when they can't even exercise any self control in their own lives. I've seen this happen. People who had pensions got an "equivalent" sum rolled over into a 401k.

We don't teach them shit about asset allocation or diversification. We don't teach them anything about wealth. We just teach them how to spend and how to use credit and how to borrow. It's nuts. Absolutely nuts.

This has been all over the papers. They don't save enough. They don't rebalance. They don't know what the hell they are doing.

I don't even know what's a good solution anymore. All I know is that people are woefully, almost deliberately, ignorant about money, no matter what.

There was a generation that had it made. The people who retired 10 years ago. All the benefits of pensions plus 401ks plus stock purchase plans plus social security. Those fuckers are living off the rest of us.

"I've lived in Bend previously & now I try to make it out here every year to check out the snow and scenery. I was staying at the Marriott off Century Dr. with a couple friends & we wanted to go bar hopping on a Sunday night. Our first stop was going to be Corey's bar downtown, about a mile from the hotel. First I called the Bend Cab company. I asked for a price estimate, and he told me it would be $10-$15.....hmmmm....first of all I know the cab ride should not be any more than $10, second of all why can't he give me a more precise estimate?? I told him exactly where we were & where we wanted to go. At this point I felt like the driver was trying to jack up the rate because he assumed we were all from out of town.
So then I called the Owl Taxi. The estimated fare would be $8.80. Now that's more like it. We were picked up fairly quickly and the fare actually ended up being around $7.50...props to them for charging an appropriate fare. The driver was named Mike & he seemed like a pretty chill guy. He picked us up 2 more times in the night and the 2nd time he was okay with waiting a bit while we finished our drinks. Bottom line, go with the Owl and not Bend Cab Co. The Owl was flexible, on-time, and most importantly they were reasonable."

That's still more than the $1.5M we currently are spending out of the general fund.

But, hey, it would create more jobs for the taxi drivers. Of course they would only be minimum wage jobs, but then that seems to be all anyone wants to pay to hire anybody by themselves and their family.

The collapse of housing. The implosion of the auto industry. The meltdown of financial services. The exodus of manufacturing.

All states are feeling the pain, but the worst are getting hammered on multiple fronts:

-- The rotten housing market has punished California lenders and builders, taken an ax to Oregon's timber industry and soured the prospects for construction workers in Rhode Island, where buyers from neighboring states helped drive up home prices.

-- The steady decline of the manufacturing sector has punished Rhode Island and South Carolina, where laid-off factory workers lack the training and job opportunities in an increasingly high-tech economy.

-- The auto industry's pain is Michigan's above all. But it is also being felt in states like South Carolina, where German automaker BMW has cut 500 temporary workers, and in California, where many of dealerships have shut down.

"What makes this a different recession," said Rebecca Blank, an economist at the Brookings Institution, "is that it is so widespread."

During the 2001 recession, which was largely tied to the dot-com collapse, the West had a disproportionate amount of the jobless burden: Oregon, Washington, Alaska and California had the highest unemployment rates. (Mississippi and Washington, D.C. were tied with California.)

There is one region of the country that has largely avoided the country's real estate and manufacturing woes, and as a result has been spared the worst of the recession's pain.

A contiguous cluster of rural states -- Wyoming, North Dakota, South Dakota, Nebraska and Utah -- had the lowest unemployment rates in November, ranging from 3.2 percent to 3.7 percent. The Labor Department on Friday said the national jobless rate in December was 7.2 percent.

Historically high prices for energy and grains have been a boon to their economies, although recent declines in commodity prices are beginning to bite, economists said.

For the majority of the country, the air has come out of a decade-long housing bubble, with home prices falling an average of 20 percent in the past year and almost one in ten mortgages either overdue or in foreclosure. A wide swath of industries is feeling the pain, including real estate agents, bankers, builders, lumber companies and furniture makers.

The real estate bust is at the heart of mounting job losses in California, which has seen its unemployment rate reach 8.4 percent, the third-highest in the nation. In the year ending in November, 71 percent of the nonfarm jobs lost in California were housing-related.

Many of the nation's leading mortgage lenders -- Countrywide Financial, New Century Financial, IndyMac Bancorp, and Fremont General Corp. -- were based in California and have since been bought by larger banks or gone bankrupt.

The recently unemployed in California include Filemon Galvan, 41, of Buena Park, Calif., who was laid off from his job as a carpenter for a housing subcontractor in August.

"It's been a long time since we had a nice family outing," Galvan said in Spanish.

As the country's leading lumber producer, Oregon has also taken a direct hit from housing, with sawmills producing sharply less than a year ago. The slump has cost Oregon about 1,000 logging jobs in the past two years and more than 7,000 jobs in wood manufacturing, which includes plywood mills and the production of door and window frames, said David Cooke, an economist in Oregon's employment department.

Not even tiny Rhode Island, which has the nation's second-highest unemployment rate at 9.3 percent, has been exempt from the housing bust.

The slide has cost Rhode Island more than 3,000 construction jobs in the past year, according to the U.S. Labor Department.

Due to a combination of high energy prices, a strong dollar and competition from overseas, manufacturers have been manhandled for most of this decade -- and ground zero for the loss of factory jobs is Michigan. Its crumbling auto industry explains a large part of the state's nation-leading unemployment rate of 9.6 percent. Around the state, and across the country, the state's automakers have had to close plants and showrooms, cut back workers' hours and reduce wages as consumers' appetite for new cars dwindles along with their job security.

But the manufacturing slowdown has gone far beyond the industrial Midwest. South Carolina's jobless rate has reached 8.4 percent, the third-highest, as it struggles to replace lost textile and apparel manufacturing jobs with the type of high-tech industries that North Carolina has been able to attract.

And Rhode Island, not generally known as a manufacturing hub, has suffered. The industrial conglomerate Textron Inc., which is based in Providence and makes Cessna jets and Bell helicopters, laid off 2,200 of its 43,000 workers last year.

Most of the state's manufacturers are small, however, and have had a tough time weathering the credit crunch.

Lincoln, R.I. resident Larry Miller believed he would retire from the auto parts manufacturer where he first got a job as a newly married 26-year-old. That was two factory closings ago, the most recent being a plant owned by KIK Custom Products, which also had employed his wife.

"The word loyalty is gone," said Miller, shaking his head while sitting at his kitchen table. He found a new job in Massachusetts, but his wife is still looking.

Like South Carolina, the state hasn't yet made a successful transformation from manufacturing to newer-economy industries such as biotech or computing.

"I would summarize Rhode Island's economy as information age, hold the information," said Leonard Lardaro, an economist at the University of Rhode Island.

Kids alone for days after Oregon murder-suicide

Madras, Oregon, (AP) 1-09

It had been two days since anyone had seen or heard from Hannah Crowe and Julian Wallulatum.

Three of Crowe’s children had been playing outside Jan. 1 and 2nd, so nothing seemed wrong, said Andrew Smith, a neighbor.

But on Jan 3, the kids knocked on his door, Smith said. The eldest, an 8-year-old girl, did the talking.

“The oldest one said, I can’t wake my mom up. I can’t wake my mom and dad up, ‘cause I think they’re still passed out, but I can see blood on my mom’s leg, under the door,” Smith said in an interview with KTVZ-TV of Bend.


Smith walked over to his neighbor’s apartment. He smelled something terrible and heard Crowe and Wallulatum’s 9-month-old girl crying. He kicked down the locked bedroom door to discover the couple dead in the same clothes they were wearing New Year’s Eve. The baby was beside them; her shirt stained with their blood.

“My knees, they wobbled,” Smith said. “It just took it out of me. I almost fainted.”

Officers were called to the apartment at about 6 p.m. Jan. 3.

Madras police Sgt. Dennis Schneider said Crowe, 26, and Wallulatum, 21, were fatally shot. Schneider declined to release more information about the apparent murder-suicide until the investigation is further along.

He said both victims were members of the Warm Springs tribe.

Smith said the state Department of Human Services took the baby into protective custody, and the other children are with relatives.

I can tell you this. It's cruel to take people out of pensions and put them into 401ks when they can't even exercise any self control in their own lives. I've seen this happen. People who had pensions got an "equivalent" sum rolled over into a 401k.

There was a generation that had it made. The people who retired 10 years ago. All the benefits of pensions plus 401ks plus stock purchase plans plus social security. Those fuckers are living off the rest of us.

They call that a ponzi scheme, the first generation that got social-security got it all and paid nothing, and every gen since, has paid more and gotten less. Todays kids will pay over 10% of their gross, and never get back parity.

It's funny when I go out all I hear the old people bitch about is how the young don't work, why should they work? To feed the old.

The builder/developer/realtor axis is going to blame the collapse of the Bend economy on the "slow-growth" previous council (even though we had rampant growth throughout their tenure) just as the Rethuglicans try to blame the collapse of the national economy on the Democrats in Congress (who didn't gain a majority until 2007).

The case I know about directly is that nurses who have an actual pension plan (defined benefit) were actually cashed out of that and given a replacement defined contributions plan (in this case maybe a 403(b)--not sure).

What did these nurses, who thought they had a pension that would last the rest of their lives know about a shitty defined contributions plan with a lousy set of choices and a bunch of high fees. They SHOULD have been given an annuity in the pension was shutting down, given their career-long expectation that they had a pension.
