The Cult of Bend Claims Another Victim

An interesting week, we saw what is The Beginning Of End of the private financing of home mortgages.

Fannie Mae and Freddie Mac both began a collapse similar to the Bear Stearns debacle, although far grander in scale. There again will be a familiar sucking sound from the South, that is if you live directly North of D.C.

Look closely at these charts; there should be some instructive lessons to be learned about these two hugely leveraged levithans.

First, almost ALL bubbles have some sort of leverage available to the participants, and the Ultimate Fatalities will be those that lent to the masses. Why? Because when you lend to speculators (de rigueur in Bubble Times), and the loan is secured against the Bubble Goods, YOU are on the hook for any large scale losses, while the speculator WISELY plays the equity side, a call option without any real prospect of loss.

Second, leveraged institutions ALMOST ALWAYS are pulled into the maelstrom of what appears to be sound, prudent lines of business. Remember Lending To Brazil? Sure, sounds good, all they have to do is print whatever the hell sort of loser ass currency they have down there to pay us Wall St bigwigs off, right? Uh huh. That one didn't go well.

Finally, there will always exist the extremely remote chance of some sort of catastrophe completely destroying a otherwise prudent loan portfolio. It just happens. Small mid-west banks learned this during the floods of 1993. It just goes beyond their thinking that there will be a 1,000 Year Event during their lifetime.

It is the nature of banks to go broke. It is in their genome to go bust.

It's probably hard to remember now, but a year ago the idea of Freddie or Fannie going broke was so patently ridiculous, it was hardly even discussed in polite company. I remember I thought the sky was falling, but when Jimmy Rogers brought up the collapse of Fannie & Freddie, I thought he'd pretty much gone off his nut.

But look: Both institutions have wiped out a lifetime of gains, and will be summarily shot when the US Government takes over & begins operations under New Management.

And not to scare anyone, but these are the same people who INVADED IRAQ TO CONTROL OIL PRICES. THESE ARE THE SAME MOTHERFUCKERS WHO BOUGHT BEAR STEARNS DEBT. THESE FUCKERS RUN THE IRS.

The US Government is possibly the Worst Investor of All Time.

FNM & FRE securitized over half the mortgages in this country. What happens now that they are gone & Uncle Sam is now in the house? I honestly don't know, but I have a bad feeling that their track record speaks ill of what will befall all of us.

The Costs To Entry seemed low. The rewards seemed high. And they were. Shortly.

But now comes the Exit Costs. And they're higher than you thought. In fact, they are barriers in your mind, because you can't, nay you WILL NOT, give up the other aspect of The Good Life, no matter what has to be sacrificed, no matter the cum buckets.

Why does this happen to people here? Why is this less a town, than a Meth Den where the Zombie Fucking Inhabitants seem to be robbed of all self-awareness & are completely oblivious to the catastrophe around them? Why?

No bids on Forest Service land

The clock ticked past 3 p.m. on Friday, August 15, and there was no sound of a gavel coming down.

The approximately 62-acre parcel of land (50 acres net) the U.S. Forest Service put on the block in Sisters with a minimum bid of $14 million failed to attract any bids during an auction that closed last Friday.

"It's a big disappointment," said Sisters District Ranger Bill Anthony, "and it's going to create some challenges for us."

The no-bid means the Forest Service cannot move forward with plans for a new Sisters headquarters. Perhaps more distressing to the agency is the fact that proceeds won't be available to put into new facilities for the Bend-Fort Rock District, where lease costs are running the agency about $1 million per year.

"We were dependent on the receipts from that sale to fund construction of those projects," Anthony said.

The parcel, which lies along Pine Street in Sisters, was the focus of intense public interest as the possibility emerged that it could be sold to a private developer. Citizens were active in describing amenities they would like to see on the land, from more affordable housing to a public swimming pool.

The City of Sisters summarized community input as a kind of guideline for prospective developers as to how the city would likely want to see the property developed.

According to Anthony, there will be considerable discussion of options at the regional and probably at the national level. It is possible that the property could be put out for bid again in a better economic climate, but that's entirely speculative at this point, Anthony indicated.

For now, what is certain is that the Sisters Ranger District will not be moving and that large parcel of land will not be redeveloped any time soon.

"Fortunately, we have a home in Sisters," Anthony said. "It's a great location. It's not the kind of facility we need for the long term, but we can stay there for a while."

More people leaving Sisters area

Economic hard times are sending some local residents packing.

Sisters Rental, which also operates the local U-Haul distributorship, has tracked a trend in their U-Haul customers this summer:

"Although our U-Haul business is pretty close to what it was last year, we're seeing more people this year leaving the area than arriving," said Gilbert Porraz.

Porraz noted that it seems to be certain types of people moving on.

"I'm seeing people who've lived here for 5-7 years now moving on, mainly headed south, and most say it was just too hard to try to make a living in Sisters," added Porraz.

But he's also seen a number of "newcomers" leave the area, particularly following a hard winter and lack of employment.

"I know of several people, who arrived here all excited about a year ago, who had to move on for the same reasons. Mainly, no jobs," said Porraz.

Nancy Lynch at United Van Lines in Bend has been writing a number of quotations recently for Sisters families.

"We're definitely seeing more people leaving Sisters than moving in, several have said they have to go where the work is," said Lynch.

Lynch notes that this trend is not confined to Sisters.

"I can tell you that, in Bend, there are a lot of people wanting to leave - but can't until their homes sell," she said.

A July 25 "homes for sale" report showed 239 Sisters-area homes on the market.

"The cost of living in Central Oregon versus the pay in this area makes it very tough for people," said Lynch.

Jason Taroli with Prestige Moving & Storage in Bend, the local Allied Van Lines agent, is seeing the same trends across Central Oregon.

"There are definitely more people leaving than coming right now. We see this more in Bend, of course, due to Bend's population but it's happening everywhere," said Taroli.

Wow. Imagine that. Fucking houses in Sisters cost about 6 trillion times more than anyone makes there. And people are leaving. Is that true? They leaving?

Tall hotel may be in Sisters' future

An upscale hotel rising as much as 50 feet could be on the horizon for Sisters’ Western-themed downtown.

Under plans submitted to the city in April, the 98-room, three-story Sisters Village Hotel at the west end of Sisters would give the city its tallest building and would be evaluated based on Deschutes County planning guidelines, according to Eric Porter, the city’s community development director.

That’s due to an agreement made in 1998 between Pine Meadow Village LLC, the city of Sisters and the county that gave owners of the property 10 years to submit an application and fall under the county’s less-restrictive code for the Sisters area.

Representatives of the project’s developer, Celia Hung, of Bend, turned in the hotel project application April 4, a day before the 10-year agreement expired, Porter said.

U.S. Economy: Housing, Prices Raise Stagflation Risk

Aug. 19 (Bloomberg) -- U.S. builders broke ground on the fewest new homes in 17 years and producer prices climbed the most since 1981, providing no sign of an economic recovery or easing inflation.

Housing starts fell 11 percent in July to an annual rate of 965,000, the Commerce Department said today in Washington. The Labor Department reported the producer price index jumped 9.8 percent from a year before.

``There's no doubt we're in a period of stagflation now,'' said Peter Kretzmer, a senior economist at Bank of America Corp. in New York who formerly worked at both the Federal Reserve Bank of New York and the Fed Board in Washington.

Stock indexes posted their biggest two-day loss since June. The Standard & Poor's 500 Stock Index dropped 0.9 percent to close at 1,266.69, with the S&P Supercomposite Homebuilding Index down 3.5 percent. Treasuries were little changed, with 10-year notes yielding 3.83 percent.

``We are still in a fairly risky situation'' on the inflation front, Fed Bank of Richmond President Jeffrey Lacker, said in an interview on Bloomberg Television. He said that higher interest rates may be needed to curtail prices even before growth and financial markets return to normal.

Compared with July 2007, work began on 30 percent fewer homes. Building permits, a sign of future construction, also fell in July, the Commerce Department reported. They were down 18 percent to a 937,000 annual pace.

Starts were projected to fall to a 960,000 annual pace, according to the median forecast of 77 economists polled by Bloomberg News. The median estimate for permits was 970,000.

`Pull Back'

``A recovery will not happen this year,'' said Russell Price, a senior economist at H&R Block Financial Advisors Inc. in Detroit. ``Not only are mortgage rates creeping up, but financing is becoming more difficult for a lot of people. Builders will continue to pull back.''

The 1.2 percent increase in producer prices from the previous month followed a 1.8 percent increase in June, the Labor Department said. So-called core prices that exclude fuel and food rose 0.7 percent after a 0.2 percent gain in June.

Prices paid to factories, farmers and other producers were forecast to rise 0.6 percent, according to the median of 77 forecasts. The core index was projected to advance 0.2 percent.

Fed's Fisher

``The recent burst of cost-push inflation is giving the beast digestion problems that might manifest themselves in the form of a lingering inflationary fever,'' Dallas Fed President Richard Fisher said in a speech in Aspen, Colorado, today.

Fed Chairman Ben S. Bernanke told U.S. lawmakers last month that officials ``continue to expect inflation to moderate in 2009 and 2010, as slower global growth leads to a cooling of commodity markets,'' while viewing the outlook ``as unusually uncertain.''

The jump in the producer price index reflected a surge in commodity costs that has since waned. At the same time, the acceleration in costs excluding food and fuel raises concern about a pass-through to consumer prices.

Producer prices are one of three monthly inflation gauges reported by the Labor Department. Import prices rose 1.7 percent in July and consumer prices increased 0.8 percent for the same period, the Labor Department said last week. Both figures were higher than estimated.

Construction of single-family homes fell 2.9 percent to a 641,000 rate, the fewest since January 1991, today's report showed. Work on multifamily homes, such as townhouses and apartment buildings, dropped 24 percent from the prior month to an annual rate of 324,000.

`Bad' News

``The news ahead for housing remains bad,'' Joshua Shapiro, chief U.S. economist at Maria Fiorini Ramirez Inc. in New York, said in a Bloomberg Radio interview. ``There's a corrective process we have to get through here.''

The decrease in starts was led by a 30 percent decline in the Northeast. Construction fell 8.2 percent in both the South and West. Starts in the West slumped to a 26-year low. The Midwest showed a 10 percent gain.

The magnitude of the July drop in the Northeast reflected, in part, a payback from an unexpected surge the prior month. Starts and permits jumped in June as builders hurried to break ground ahead of new regulations in New York City's building code that took effect July 1.

Underneath the gyrations, demand is weakening. Sales of existing homes fell to a 10-year low in the second quarter, according to the National Association of Realtors. A third of all sales were foreclosures or ``short sales,'' in which lenders take a loss on a property.

Financing is also becoming tougher, a quarterly survey of banks by the Federal Reserve showed. Compared with the April survey, more of the loan officers polled reported they tightened standards on prime mortgage loans and on non-traditional loans.

Toll on Retailers

The slumping U.S. economy is taking its toll on retailers from luxury chain Saks Inc. to discounter Target Corp., reports showed today. Saks reported its largest quarterly loss in two years, while profit dropped for a fourth straight quarter at Target. Home Depot Inc., the biggest home improvement chain, posted its seventh sales decline in eight quarters.

Falling retailer earnings may signal that the U.S. economy will deteriorate further as consumers rein in spending to cope with rising unemployment and inflation. Home Depot Chief Executive Officer Frank Blake told analysts today he was ``cautious'' about consumer spending through mid-2009.

The five largest U.S. homebuilders reported a combined $1.08 billion in losses in their most recent quarters.

Builders are pessimistic as losses mount. The National Association of Home Builders/Wells Fargo's sentiment index yesterday showed optimism held at a record low in August for a second month.

I've said this for many moons that the final upshot of printing TRILLIONS to "bail out" the housing mess would be STAGFLATION. Growth is coming to a halt anyway, but our government in its infinite wisdom, has decided to liquify (think throw-in-blender) the US economy.

And another theme that I think will become even more important is The Marginalizing of The United States on the World platform. We will still be important. But we'll be like Great Britain. Flash in the Pan fuck-ups who royally screwed themselves.

The next credit crunch
Our easy access to plastic is about to dry up - and with it our ability to fake living the good life.

(Fortune Magazine) -- We made it through the bursting of the Internet bubble and now the bursting of the real estate bubble. Next we may be approaching the end of the most worrisome bubble of all: the standard-of-living bubble.

That conclusion comes from the latest data on credit card debt. It's growing fast, but the problem is bigger than that - and to understand what it means, we have to take a few steps back.

For the past several years, the average inflation-adjusted total pay of American workers hasn't been increasing. That means we haven't been building a foundation for increases in our living standard. You might be tempted to say that by definition our living standard couldn't have increased, but that's not quite right. Even with stagnant real incomes, we can always live a little better every year through borrowing and pretending that our living standard is still rising, just as it was for decades.

So the Great Bull Market made us feel rich, and we felt justified in saving less and borrowing - and spending - more.

After stocks collapsed, home prices took off, making us feel rich all over again. So we continued saving less and spending more, creating the illusion that our living standard was still rising. In 2005 our personal savings rate went negative, but even that didn't slow us down, because our homes were still appreciating - and rising home values meant that household net worths weren't declining. (Don't be fooled by that saving-rate spike in this year's second quarter; it was probably a one-time event resulting from the federal stimulus payments.)

Of course, we don't hear those assurances anymore. Stocks are back where they were eight years ago, and home prices are where they were five years ago. But personal debt is much higher than ever before, and average pay is still going nowhere in real terms. So now how do we live as if our living standard is still rising?
End of easy money

That's where the credit card reports come in. Last year, just as the subprime crisis happened, credit card debt took off. The home-equity ATM had been shut down, so people turned to the last source of easy money they had left, the most expensive debt on the menu, credit card borrowing.

Since credit card debt has been growing much faster than the economy - more than 8% in last year's third and fourth quarters and over 7% in May (the most recent month reported)- people are apparently using it as a substitute for income. Thus, for the past year or so we have still maintained the standard-of-living illusion.

But a big crunch is coming - and here's why. Credit card debt, like mortgage debt, gets bundled, securitized, and sold off by banks. Citigroup (C, Fortune 500), one of America's largest credit card lenders, just reported that it lost $176 million in the second quarter through securitizing such debt. That happens when the buyers of those securities observe rising delinquency rates and rising interest rates, and decide the debt is worth less than Citi thought. More generally, the amount of credit card debt that is securitized nationwide has plunged by more than half in the past five months because it's getting riskier. That means credit card issuers will be charging customers higher interest rates, and since the banks can't offload as much of the debt as before, they'll have less money to lend to cardholders.

The squeeze has already started, which is why Congress is in the process of passing the Credit Cardholders' Bill of Rights, which would prevent issuers from changing rates and terms without warning, among many other provisions. But bottom line, the credit card money window is going to start closing - and soon.

So now what? It's hard to see where consumers can turn next. Home prices seem highly unlikely to start rising again soon. Stocks? You never know, but the Great Bull Market looks like a once-in-a-lifetime event. Homes and stocks are households' biggest asset classes by far. There isn't much else to borrow against.

It may be that the standard-of-living bubble finally has to deflate. Sustainable increases in living standards have to be earned, not borrowed, and that means performing ever higher value work that can't be outsourced. We haven't been meeting that challenge very well; doing so will probably require much more and better education for millions of Americans, which takes time and money.

The result may feel like deprivation, but I don't see it that way. Who knows - we might even find that living within our means and saving a little money actually isn't so bad.

I love that saying: FAKE LIVING THE GOOD LIFE.

Who does that remind you of? I know, "America". But WHICH AMERICANS?

As US public attention shifts from the Olympics to running mates and the celebrity "news" de jour, the infrastructure beneath your house is termite-infested. Just beneath the nicely painted exterior and behind all the new appliances, doubt is boring through the beams, gnawing at the studs.

Alongside falling prices, rising mortgage rates, stricter credit conditions and general malaise, the structure that supports American home ownership is being condemned by market valuation. Fannie Mae and Freddie Mac have nose dived and been downgraded toward a smaller future - and these are more important names for your future than Joe, Sam, Kathy, Mitt, Meg ...

Fannie Mae was created in the depths of the Great Depression to
decrease foreclosure and increase home ownership. In 1968, it was re-chartered as a public company, removed from within official government agency status. Freddie Mac, since its inception in 1970, has financed 50 million homes.

Fannie and Freddie mission statements make clear, they exist to facilitate, ease and cheapen home ownership. They do this by acting as liaisons between international capital markets and mortgage seekers. They borrow at preferential rates - based on the implicit/explicit - assurance of the US government. Borrowed funds are used to buy mortgages and bundles of mortgages. They provide credit guidelines and purchase mortgage issued by banks. This reduces banks' risk and provides banks with more cash, more quickly to make more loans at lower costs. These firms, then, exist to facilitate, ease and accelerate bank lending for home purchase.

Fannie and Freddie form a central hub between lenders and investors. After they buy American mortgages, they bundle sell and guarantee repayment. This transforms mortgages into investments for banks, corporations and governments all over the world. Your home mortgage, bundled with many other folks' mortgages, is sold, repackaged and assured by Fannie and Freddie. This reduces risk and assures global savings flow in to support American purchases of homes. International investment is the foundation on which our home ownership was built.

Well over US$1 trillion of our mortgages have been sold to foreign investors this way in the recent past. As you sit down and read this, your mortgage may well be "owned" by a firm, individual or central bank thousands of miles away. This relationship is neither healthy nor sustainable in its present form. Rising defaults, falling dollars and the sheer size of past borrowing are turning people off to American mortgages. The foundation below our houses is shifting.

What we are witnessing is the breakdown of the link between middle-class America and the global financial markets it has over-tapped across the last several decades. Fannie and Freddie were the support infrastructure connecting houses to capital market access. They have been caught with weak financials, swollen balance sheets and escalating default, just like the home owners they assist. The size of their retained mortgage portfolios is truly gigantic.

The extent of the firms' guarantee commitments is global in scope. Sixty-six global central banks buy loans bundled and or backed with Freddie Mac and Fannie Mae involvement. As of June 30, 2007 foreign entities and individuals held over $1.4 trillion in securities of US agencies such as Freddie and Fannie.

Fannie Mae's June 2008 statement declares a gross mortgage portfolio of $750 billion and guarantees of mortgage backed securities and loans of $2.6 trillion. Freddie Mac's June statement details a retained portfolio balance of $792 billion and a total mortgage portfolio balance of $2.2 trillion. These two giants have retained interest in over $1.5 trillion and guaranteed over $4.5 trillion in mortgages, mortgage backed securities and loans. There are $11 trillion in outstanding mortgage liabilities in the US.

The US housing market continues to melt down with dire consequence. In the seven years from 2001 through late 2007, household real estate value increased by $8.873 trillion to $22.495 trillion. It has since fallen by $426 billion. Many claim we are at or a near a bottom. These claims should be viewed with extreme weariness. The housing downturn is not over and it will take a while after it is over to judge the damage.

The search for parallels with today yields little. The closest one finds is the interesting decline in home ownership across the period 1905-1920 followed by a surging rise across the '20s and then collapse across the 1930s. Fannie was born of this collapse, the ideology of The New Deal and sense that government-driven market interventions could broaden home ownership in America. This was a success. Home ownership did grow spectacularly across the period from 1938-2007. It is falling now as Fannie and Freddie flounder.

In 1940, US home ownership stood just below 44%. At the start of 2008 68% of Americans owned their home. Over the decades, Fannie and Freddie changed, middle-class America changed and the global financial realm underwent several revolutions. The last and most transformative revolution involved the rise of securitization and integration of global financial markets.

Securitization involves transforming assets and promises of future payment into financial products for sale to investors. International financial integration tears down the walls between national banking systems and allows savings, loans and payments to be gathered and transferred across international boundaries.

A world of wealth poured into US real estate through securitization and deregulation. This flow was channeled and molded by the actions of Fannie Mae and Freddie Mac. The decline of these firms will have dramatic and long-lasting implications for home mortgage finance. This will impact the price of American homes, the cost and ease of borrowing for home ownership.

Housing prices have further to fall and global savings will likely never be lent to American consumers at recent percentage levels. Across the past few years America has been borrowing over 50% of the world's internationally available savings. The diminishing role of Fannie and Freddie will impact more people, for far longer than presidential running-mate selections. Policy makers and managements in Fannie and Freddie are stuck. Today's consumer strength, their missions and international financial realities no longer align.

We face a housing finance future different from the recent past. Fannie and Freddie will not be able to function in the same way, or to the same extent. The debates about and plans for these firms will touch millions of families through housing prices, finance terms and cost. Fannie and Freddie are much more important than Joe, Sam, Kathy, Mitt, Meg .

Sure, China will TRY to deploy some of that money in Europe and other places, but the bulk of it really has to come here. There's no other place for it to go.

YOU are BOASTING. You are BOASTING FOR a group that you are NOT a part of, and a group that cannot really collectively BOAST, and a group you do not represent.

THIS is what bothers me about the Bulletin. It is these little tidbits, this stealthy use of language by the BULLETIN that is completely misleading.

No one could have or did BOAST in this story, only the Bulletin.

Here's some "big picture" numbers on the state of the world's financial system. According to ING, the total value of assets written down by Planet Earth's big banks is $502bn. The total value of capital raised by the same: $351bn. That deficit, of $151bn could easily get much much bigger. No wonder the Deputy Governor of the Bank of England, Charlie Bean, said the other day that the slowdown may "drag on for some considerable time", while the IMF has called it "the largest financial shock since the Great Depression".

Now, shortly after the unhappy first birthday of the credit crunch we are at what we might call "the end of the beginning". Even though Ken Rogoff, a former chief economist at the IMF, has chillingly warned that a "whopper" major bank will go under in the next few months, at least we know the rough parameters of the sub-prime problem – usually neatly and memorably rounded to about $1 trillion ($1,000bn). It may even be a little better than that: house prices are still falling in the United States, but mostly at a gentler pace. So some of the gloom may be lifting over there.

What's next? Well, there are two new looming threats to keep us awake at night. First, the certainty that what one might term the "normal" writedowns and losses associated with an economic downturn will add to the strains on banks' balance sheets just when they are at their weakest.

In the UK, we know these are on the rise because some banks have already declared such difficulties; because of the rising trend of redundancies, arrears and repossessions; because of the collapse in sentiment in the housing market and because the first-round effects of the credit crunch are now creating their own second-round effects, through the "mortgage famine" for first-time buyers, the main source of new funding to the residential property market.

That, by the way, is now being exacerbated by a fall in demand for new mortgages from those same first-time buyers, who judge that a falling market is one where they can afford to rent, wait and see. No matter, though; the picture is one where more people will find it more difficult to service their debts, from credit cards to car loans and mortgages, the banks will have to wait longer for their money and may see some of it lost for good.

Which brings us to the second nightmare. Will the banks be able to raise the capital required for them to regain their strength as losses mount? Now for the banks what we've seen is rather like suffering from a bad case of flu (sub-prime) and then catching a cold (normal downturn losses) on top. Result: financial pneumonia. For which the well-known cure is plenty of liquidity fed to the system by assiduous central banks (see the Bank of England's patent Special Liquidity Scheme among other miracle cures) and a strong course of capital injections.

The latter is proving steadily more tricky to administer, as we see from those big numbers I quoted at the beginning and from the rights issue flops at HBOS and Bradford & Bingley, among others. It has been a laborious task even to raise the £20bn the British banks have now garnered for their balance sheets. The team at Capital Economics calculates that £65bn more is needed in the way of fresh capital, that is if the banks are to carry on functioning at their current rates of lending and to sort out the remaining damage from the credit crunch.

Alternatively, the banks could simply reduce their lending. But that would mean an even bigger brake on growth than we have seen so far. Capital Economics says that for the banks to correct their balance sheets in this manner would imply a reduction in lending of £440bn (17 per cent of the balance sheet), a truly terrifying sum. Some mixture of the two seems more likely, but even that has some nasty consequences.

If the banks manage to raise another £20bn from disposals, conventional rights issues, Sovereign Wealth Funds in China and the Gulf subscribing for equity, and stake building and takeovers by foreign banks relatively unscathed from the mess (e.g., Banco Santander/Alliance & Leicester), this would still mean a contraction in balance sheets of £180bn, or 7 per cent – equivalent to 13 per cent of the UK's GDP. I mention that just to illustrate the scale of the phenomenon, and is not meant to be a read off for the wider economic effects. Much of the contraction in lending will hit foreign entities, and bank credit is not the only source of spending in the economy. That is, despite appearances in recent years; some rebalancing away from our reliance on debt to fund growth is overdue and welcome, though it will be painful.

However, if UK bank lending drops by just 5 per cent, that will easily be enough to tip the economy into recession. Capital Economics says that it would mean business investment also down by 7 per cent, that housing market activity would "grind to a halt" with a 50 per cent drop in prices, and consumer spending down by 1.4 per cent, shaving 0.6 per cent off growth per annum, where it is already expected to be stagnant. We last saw real terms lending by the banks go negative in the mid 1970s – not a happy precedent. So recession here we come.

Is there a way out? Well, things may not turn out to be as bad as the pessimists anticipate. But a third option, not up to the banks but available to the regulators, internationally, would be to ease the banks' capital requirements, altering the ratios to allow them to lend more on thinner capital, so-called "counter cyclical" regulatory action. Risky, perhaps, but maybe more welcome than their fourth option, of direct state intervention to support lending. That, we can confidently say might well be the beginning of the end.

Obama picked Biden because he himself lacked experience and needed to shore up the ticket in that dept.

A jury will decide if China Arnold should face the death penalty

A Deschutes County court in Bend, Oregon, has convicted a mother of murdering her one-month-old daughter by burning her to death in a microwave oven.

China Arnold, 28, showed no emotion when the jury announced its guilty verdict, only lowering her head.

The prosecution said that Arnold had killed her daughter, Paris Talley, in 2005 after a fight with her boyfriend.

The jury will reassemble next Tuesday to decide if Arnold, convicted of aggravated murder, should face death.

Officials investigating the case said Paris Talley had suffered high-heat internal burns but had no external marks.

Prosecutors said that the baby's DNA had been found inside the microwave in Arnold's apartment.

Arnold's cellmate told the court that she had confessed to putting her daughter in the microwave and switching it on, because she was afraid that her boyfriend would leave her if he discovered that he was not the baby's father.

The defence team said that there was evidence that somebody else was responsible for Paris Talley's death.

An eight-year-old boy told the court he had seen another boy walk into the kitchen of a nearby apartment, heard the microwave being switched on and had later seen the burned baby in the oven.

However, the boy's mother said they lived some distance away and that they were not in Arnold's apartment complex when Paris Talley died.

Interesting. You may be right. McCain is unpredictable. The danger to Obama is that he starts to look boring.

Biden is actually a lot more interesting and likable to me than Obama because he shoots off his mouth enough to get himself into trouble. I'd rather have Biden/Obama.

Obama's running against Bush, which is the wise move for him, because Bush is easier to beat than McCain. Even though McCain is much different in personality and temperament than Bush, the Democrats game plan will be to tie them together (thus "McSame").

That will work everywhere but the debates. Obama should try for as few debates as possible, because he's a much better speaker than debater. With McCain it's the other way around.

God damned politics. Spreading like Bill Joy's gray nanobots. Just hope there's no more politics on this board in December.

I'm assuming all the praise of Sarah Palin is a joke -- or hoping so, anyway. She's the most woefully unqualified vice presidential candidate of my lifetime -- maybe of ALL time. Her sole experience in public office is a couple of years as mayor of a town of 8,000 people and 18 months as governor of Alaska (total population 630,000, smaller than the city of Columbus, OH, among many others). She has no knowledge whatsoever of foreign policy or military affairs, two things the McCain campaign (until now) has been claiming to be of utmost importance.

When you put a 73-year-old man with a history of cancer in the Oval Office, you have to think seriously about whether the vice president is ready to take over the job. Sarah Palin is totally unready. Do you really want to wake up some morning in 2009, turn on the news and learn that Sarah Palin is president of the United States?

As a voter I feel personally insulted by John McCain's reckless and irresponsible choice.

McCain picked Palin as a sop to the religious right and in the hope of winning over Hillary supporters. That's a vain hope; you have to be a fucking idiot to think Hilary Democrats are gonna vote for a fundamentalist, social conservative, anti-choice Republican just because she has a pair of ovaries. And in fact the early polls indicate the Palin selection has turned off more Hillary supporters than it has attracted.

She later clarified her stance in an interview with The Anchorage Daily News, saying that she doesn't think creationism needed to be part of the curriculum and that she would not push the state Board of Education to add such alternatives to the state's required curriculum.

Not only does Palin oppose abortion as a matter of policy, but she chose to give birth to her youngest child, a son, after a prenatal exam indicated Down syndrome. Studies show that about nine in 10 pregnant women who are given a Down syndrome diagnosis have chosen to have an abortion.

"That will resonate in a big way," said Quin Monson, a Brigham Young University professor who studies religion and politics.

Focus on the Family founder James Dobson, who initially said he could not vote for McCain but has since opened the door to an endorsement, called Palin "an outstanding choice that should be extremely reassuring to the conservative base" of the GOP. Dobson added that the ticket "gives us confidence he will keep his pledges to voters regarding the kinds of justices he would nominate to the Supreme Court."

"It's an absolutely brilliant choice," said Mathew Staver, dean of Liberty University School of Law.

"This will absolutely energize McCain's campaign and energize conservatives."

Staver called Palin a "a woman of faith who has a strong position on life, a consistent opinion on judges. ... She's the complete package."

A Pew poll last week showed McCain leading Democrat Barack Obama 68 percent to 24 percent among white evangelical Protestants. But there was little enthusiasm: Only 28 percent of white evangelicals call themselves "strong" supporters of McCain, far short of President Bush's numbers four years ago.

Many evangelical leaders said McCain helped himself with a solid performance at Pastor Rick Warren's Saddleback Church, where McCain proclaimed, "I will be a pro-life president."

Mark Silk, who specializes in religion and politics at Trinity College in Hartford, Conn., cautioned that while evangelical leaders are praising the Palin pick, it might not necessarily trickle down.

"The question is how this will be received by a lot of rank-and-file evangelicals who are just Americans struggling along, going to their megachurches, and care about values," Silk said.

Some question whether old-guard traditional leaders, like Dobson, hold as much influence as in the past. The evangelical establishment never warmed to former Arkansas Gov. Mike Huckabee's candidacy, but grass-roots evangelicals contributed to his big win in the Iowa primaries.

Evangelical leaders got worried when McCain floated the possibility of a vice presidential candidate who supports abortion rights, including Sen. Joe Lieberman or former Homeland Security chief Tom Ridge.

By choosing Palin, "McCain is saying to social and religious conservatives, 'I'm taking your views incredibly seriously,'" said Michael Cromartie, director of the evangelical studies program at the Ethics and Public Policy Center in Washington.


She's vigorously pro-life (including opposing abortion in rape and incest cases), pro-death penalty, pro-gun, pro drilling in ANWR, doesn't believe climate change is manmade, etc. The anti-thesis of all things Hillary.

As far as Obama's executive experience, it started when he led an 80-person staff at the Harvard Law Review. And it's on great display in his half-trillion dollar campaign, which has broken new ground in fundraising from individuals, in the innovative use of the net and other new technologies (which is also seen in his successful legislation, with troglodyte Tom Coburn, to implement USASpending.gov, a database of all federal contract and grant awards), and, especially, in his practice of surrounding himself with smart, strong individuals.

There will be large differences between future Obama and McCain administrations, especially in tax policy, health care efforts, appointment of judges, energy policy, etc.

However, in no way does her year-and-a-half as governor of Alaska qualify her to be vice president or president of the United States.

One of the strange things Friday was that so many commentators and politicians did not know how to pronounce her name and had no clue about what she has actually done in Alaska.

Some claimed that she has gotten a gas pipeline going after three decades of inaction, which is far from the truth, while others said she is the most popular governor in the nation, so she must be doing something right.

What the national pundits didn’t say was that Palin has served as governor of Alaska during a time of unprecedented oil wealth, which has helped preserve her popularity.

She has not had to make difficult budget and tax decisions of the sort that cost Murkowski at the polls.

Perhaps the strangest claim repeated endlessly on the news channels is that she has proven she can cut taxes and reduce the size of government in Alaska. She may have cut taxes as mayor of Wasilla, but that's not the same as cutting taxes as governor of Alaska, where there is no state income tax or sales tax to cut.

When he was governor, faced with a growing gap between oil income and expenses, Murkowski proposed a series of budget cuts and tax increases that—along with the selection of his daughter Lisa to replace him in the Senate—made him the most unpopular governor in Alaska history.

By contrast, record oil prices since her election have helped Palin avoid anything as sensitive as cutting off the Longevity Bonus or proposing a tire tax or wildlife viewing tax.

The comments from GOP politicians about how she championed budget cuts, reduced spending and “stood up” to Sen. Ted Stevens on the “bridge to nowhere” are a distortion. The Alaska budget is growing, not shrinking. To claim that the $1,200 payouts due to Alaskans in September have anything to do with restraining government growth, as McCain supporters are doing, is false.

It's true that she deserves credit for collecting much of the excess cash rolling into the state treasury. She championed a multi-billion-dollar oil tax increase, against great opposition from the oil industry and leading power brokers in the GOP, at a time when oil prices were rising and the previous tax law had become suspect.

The old law was at the center of the political corruption scandal that continues to ensnare politicians other than Palin.

The tax increase proposed by the governor and approved by the Legislature has temporarily taken all pressure off the state government to reduce spending.

With her selection by McCain, Palin will be subjected to intense scrutiny by the national news media for the first time. It will be unlike anything she has seen in Alaska.

I may be proven wrong, but the decision announced by McCain strikes me as reckless. She is not prepared to be the next president should something happen to McCain.

The main charge against Democrat Barack Obama is that he does not have the track record to be president. The choice of Palin effectively removes that from the GOP arsenal.

Palin said Friday, in an exchange carried on CNN, that her 13 years as a member of the Wasilla City Council from 1992-96, mayor of Wasilla from 1996-2002 and governor for a year-and-a-half add up to “good experience” for the vice presidency.

McCain and Palin will have to prove that to the American people before November.


As for everyone who is championing her integrity and backbone, her nice girl next door status, just check out "Troopergate", invlolving her sister's bitter divorce from an Alaskan State Trooper. As the divorce court judge said, "It appears for the world that Ms. McCann and her family have decided to take off for the guy's livelihood -- that the bitterness of whatever who did what to whom has overridden good judgment."

With an open investigation expected to report in the fall, multiple email records and recorded phone calls all over the Alaskan press, and a pissed off former Public Saftey Commissioner that was fired by Palin, this is going to get more than embarrassing.

On August 13 she stated, "I do now have to tell Alaskans that such pressure could have been perceived to exist although I have only now become aware of it," acknowledging "about two dozen contacts" with public safety officials concerning the ex-husband.

Remember, this is Alaska, which could be another planet at times when compared to the rest of the US, especially during the long, dark winters.

Surprise? First Two National Polls Find Palin Gains LESS Support from Women

NEW YORK The first national polls on John McCain's pick of Sarah Palin yesterday came out today from Rasmussen and Gallup -- and contrary to what the GOP probably hoped, she scored less well with women than men.

Here's a finding from Gallup: Among Democratic women -- including those who may be disappointed that Hillary Clinton did not win the Democratic nomination -- 9% say Palin makes them more likely to support McCain, 15% less likely.

From Rasmussen: Some 38% of men said they were more likely to vote for McCain now, but only 32% of women. By a narrow 41% to 35% margin, men said she was not ready to be president -- but women soundly rejected her, 48% to 25%.

Only 9% of Obama supporters said they might be more likely to vote for McCain.

Overall, voters expressed a favorable impression of her by a 53/26 margin, but there was a severe gender gap on this: Men embraced her at 58% to 23%, while for women it was 48/30.

And by a 29/44 margin, men and women together, they do not believe that she is ready to be President.

As for voters not affiliated with either major party, 37% are more likely to vote for McCain and 28% less likely to do so.

Gallup is now out with its own initial poll. It also shows women with a slightly less favorable view of Palin. An excerpt from USA Today:

There is wide uncertainty about whether she's qualified to be president. In the poll, taken Friday, 39% say she is ready to serve as president if needed, 33% say she isn't and 29% have no opinion.

That's the lowest vote of confidence in a running mate since the elder George Bush chose then-Indiana senator Dan Quayle to join his ticket in 1988. In comparison, Delaware Sen. Joe Biden was seen as qualified by 57%-18% after Democrat Barack Obama chose him as a running mate last week... -- Editor & Publisher


I really think McCain has wounded himself badly, maybe fatally, with this decision. It will play well with the fundies but when the rest of the electorate finds out what an empty pantsuit Palin is, they will realize that McCain does not have the good judgment to be president.

After just over a week walking his beat in downtown Bend, parking enforcement agent Travis Lambert has already seen it all.

He’s spotted vehicles parked improperly across two spaces or in areas designated for motorcycles.

He’s ticketed cars and trucks parked for too long in two-hour zones, and been yelled at by drivers unhappy with the tickets he places on their windshields.

And every day, he’s dealt with one of the city’s biggest downtown headaches: business owners and employees who spend their days trying to skirt the system by moving their cars every few hours, racking up hundreds — even thousands — of dollars’ worth of fines by taking up spaces intended for customers.

More than two years after Bend opened its $9.7 million parking garage in an attempt to open up more prime downtown parking spots, many downtown employees haven’t changed their ways — even after having their cars ticketed, fitted with an immobilizing clamp called a “boot” and towed on a regular basis.

Now, some city officials are talking about tackling the problem with a graduated fee schedule that would hit repeat offenders with higher fines — a system they say could be the only solution to the growing problem.

“A good example is one downtown business owner who is about to be booted. Since January, she has received 53 citations and probably received close to $5,000 in fines,” said Todd Clifford, the operations manager for Diamond Parking Services, the company contracted by the city to enforce downtown parking.

“They think it’s OK to do that as long as they pay the citations, but it’s not. What’s happening is they’re taking up valuable customer space — it’s almost like they’re cutting off their nose to spite their face.”

Repeat offenders

Every day, parking enforcement agents like Lambert make between six and eight laps up and down some of the city’s biggest parking enforcement hot spots like Wall and Bond streets and Minnesota and Oregon avenues. And every day, they spot the same vehicles in the same places, cars and trucks they can match with owners and businesses by memory.

By 11:15 Thursday morning, on his second lap through his beat, Lambert stopped at each car, entering license plate numbers into a small, hand-held computer that checks for earlier violations and unpaid fines.

On Minnesota Avenue, he pointed out a frequent offender — a Nissan Pathfinder he’d already clocked in three times that morning, twice in the parking lot at Greenwood Avenue and Wall Street and once before on Minnesota.

Lambert said the car’s short move — just over 500 feet past its original location — was no accident. If officials find a car that’s been moved repeatedly within a 500-foot area — a technique called “moving to evade” — the driver is subject to fines that start at $32 and increase each time the offense happens.

“If he was one more block over, he would have gotten a ticket,” Lambert said, shaking his head. “Come back after lunch — I’ll show you the car back in the lot.”

On a typical day, the Diamond Parking team issues between 60 and 90 tickets downtown, said Aaron Elliott, an area supervisor with the company. A few are $190 tickets for cars parked illegally in spots designated for disabled drivers. Some are $50 tickets for taking up too many spots or parking against the flow of traffic, but most are $22 tickets for staying too long in two-hour spots.

And most of the tickets — an estimated 80 percent to 90 percent — go to downtown business owners and employees with parking rap sheets that stretch back years.

Currently, Diamond has a list of 62 repeat offenders who have received more than 15 citations in the past year. And the stories get worse. Many people have had their cars towed or booted several times but have continued to park illegally, and one driver has received enough tickets to pay more than $10,000 in fines in the past four years alone, Clifford said. Diamond boots cars with four or more unpaid tickets.

Bigger tickets

Eventually, most of those tickets, however, bring in money. In the past eight months, the city has collected nearly $183,000 from parking tickets issued downtown and in other Americans With Disabilities Act-designated spaces owned by the city in other locations, said Jeff Datwyler, the city’s downtown manager. He said funds generated by the fines are used for maintenance of parking surfaces and the city parking garage.

But for many city officials, the extra cash isn’t worth the ongoing battle to keep spaces free for customers.

Datwyler said he and others, including City Councilor Mark Capell, are studying parking enforcement systems in other cities that impose higher penalties for drivers who get multiple tickets. If Bend created a similar plan, he said frequent offenders could have to pay $100 or more for each ticket they receive.

Capell said he hopes the council will consider such a proposal within the next few months.

“I want to make it so that for those 25 people who are messing with the system and taking customer spaces, their next ticket is so expensive that they think twice about it,” he said.

Officials said the people who rack up multiple tickets in a day or week represent just a small group of the dozens of business owners and employees who work downtown. Most workers, they said, make an effort to park in the garage or in designated employee permit areas, or walk or bike from other locations.

And those employees are just as fed up with the situation as the city, said Chuck Arnold, the executive director of the Downtown Bend Business Association. He said having parking spots available for customers can make a big difference for the success of downtown businesses.

“One of our biggest challenges is kind of fighting back the sense of entitlement. Some business owners and employees have this feeling that they should just be able to park right in front of where they’re working,” Arnold said.

“All the data we have from National Main Street Institute show that downtown parking areas … can be valued up to $30,000 a year, and someone sitting their car there when they go work their shift for eight hours — we’re talking about real money.”

Other options

Clifford, the parking manager, said he’s excited about the prospect of setting fines higher and getting a few more people off the repeat offender list. But he said he’s sorry that more people don’t take the simpler route of parking in other nearby locations, like the parking garage, which costs $48 per month, or designated on-street parking areas east of the garage, which cost $21 per month, or less than $1 per day. Parking in a two-hour spot all day, on the other hand, could cost up to $88.

But some employees say those prices aren’t affordable for everyone — and the available spaces aren’t always convenient, especially in the winter or at night. Laura Moor, an employee at a downtown business, said she’s received dozens of tickets over the past five years and has had her car towed. She said she understands the city’s concerns about employees taking up customer spots but is unhappy that it hasn’t offered any kind of discount for people who have to be downtown every day.

“Walking to the parking garage is great but unfortunately there’s nothing provided to employees like a discount, no effort to make a compromise,” she said. “(City officials) know we’re there, parking all over the place in their spots, so where’s the compromise?”

Back on the street, Elliott, the parking supervisor, said he hopes the city will be able to solve the problem with downtown employees and that other visitors will remember to make good decisions when it comes to parking. Though Elliott said he and other parking agents often take abuse from drivers — including one that screamed at him after receiving a ticket Thursday — they aren’t out to get anybody.

“If you’re just a normal customer coming in to shop, you’re probably not going to get a ticket,” he said. “Most people know the rules before they even come here.”

And at the end of the day, Elliott said all of the tickets are about one thing: keeping the downtown open and inviting for visitors and shoppers.

“There are a lot of good business owners, and they watch out for us most of the time,” he said. “They know we’re just trying to get them customer parking.”

If the frame were made of lightweight material, a motor might not be needed, since the weight would be reduced.

A: I get this question way too often: The idea, unfortunately, is impossible.

The energy required to turn the generators in the hubs exceeds the amount of energy you would recover. You can’t use a battery to turn a motor to turn a generator to charge the battery — or, rather, you can, but it will exhaust the battery faster than it would without the generators. Really.

If such a system could be realized, it would constitute perpetual motion. And perpetual motion is conceptually impossible because it violates Newton’s Second Law of Thermodynamics, one of the central theoretical underpinnings of classical physics.
