Bend -- Closed for Business

Welp, if you can't tell, I'm pressed for time, and people seem to want to talk about McPAIN no matter what I post, so this will be just a short weekly placeholder.

I noticed something on Wall St that I haven't seen in a long, long while: 9, count 'em, NINE empty parking spaces in a row. Nine! I the middle of the day. Last year at this time, on a nice sunny day, you just started rounding Bond & Wall, and finally settled on something way off the beaten path.

I can SEE Bend slowing VISIBLY. Which is bad. Cuz once you can SEE it on the streets, it's pretty damn bad.

The Pita Pit, which opened with such fan-fair & crowds, similar to Sonic, was DEAD EMPTY. I mean, the half life of The Big Bang Openings, has gotten down to 1 week. It's just one week, and the honeymoon is over.

And Bend's Beautiful People, you know, the people with 278 non-profits started in the past 3 months... you know, people with morals, looks, titties and MONEY so superior to you and me, that you & me make THEM wanna VOMIT.... well, those people have started engaging in the lowest, most VILE activity known to man:

AHHHHHHHHHHHHH! NOOOOOOOOOO!!!! MY GOD!!!!!!! NORMALCY IS FOR LOSERS!!! ONLY THE START-UP & ABANDONMENT OF NON-PROFITS IS GOOD ENOUGH FOR ME!!!!! AHHHHHHHHHHHHHHH!!!!

Yeah. These people are applying for jobs. OK, this is like The Yankees putting a penguin on first base or something. It's so alien to these people to engage in NORMAL LIFE, even they don't know how to do it well, if at all.

Well, if you have 2 cents to rub together this should all be obvious. Hard times are here to stay. If you're looking for The Turn, don't look in Bend. We're 18 months behind, and twice as deep in the shitter.

We're supposedly 3X the exposure to RE as the rest of the state. Bullshit. We're 5-6X MINIMUM. 150% MINIMUM of this regoins growth over the past 10-12 years is due to RE. Without it, we'd have SHRUNK.

This "Credit Crunch" is the End of Days for us. We're dead meat. $120K medians may look Way The Hell Too Optimistic at the end. Why? Bend was purposefully BILKED FOR EVERY FUCKING CENT by RE INTERESTS. And they were enabled by our beloved City Council. Realize that these positions have NO PURPOSE but dispensing influence.

TOM GREENE is the PRESIDENT of the Central Oregon Realtors Association, and I'm sorry, but we DO NOT NEED yet another BOUGHT & PAID FOR WHORE RUNNING THIS TOWN. We have FAR MORE than enough. My God.

These people got us HERE. This is the "Who could have possibly predicted THIS would have happened?" types. They literally cannot predict the sunrise.

Bend council candidates all over map in fundraising

The second-highest fundraiser, attorney Jeff Eager, has brought in $17,563 in his bid for the seat currently held by Mayor Bruce Abernethy, who is not seeking re-election. About $4,000 of Eager’s money comes from Central Oregonians for Affordable Housing and the Central Oregon Association of Realtors’ PAC.

In the three races with an incumbent seeking re-election, the challengers all have raised more money. Former Mayor Kathie Eckman, who is trying to unseat Councilor Linda Johnson, has raised the most of any candidate: $19,446. More than a third of that money has come from Eckman and her husband, Paul, but a large amount has also come from a handful of political action committees, including the Bend Firefighters Association, Deschutes County Republican Central Committee, Central Oregon Association of Realtors and Central Oregonians for Affordable Housing, a builders’ group.

Eckman said this election is the first time she’s received money from political action groups. She said the builders and real estate agents are supportive of her because of her earlier work in city government.

Fundraising efforts in the race between Councilor Peter Gramlich and Tom Greene, the president of the Central Oregon Association of Realtors, are more evenly matched. To date, Gramlich has raised $9,329 and spent $4,007, while Greene has raised $10,034 and spent $8,899.

Gramlich has not received any contributions from organized PACs. Greene has received $3,000 from the Realtor’s association’s PAC and $1,000 from the builder’s group.

In the race between Councilor Jim Clinton and propane company owner Don Leonard, Clinton has raised $5,149 — including $500 from the Bend Firefighters Association’s PAC — and spent $1,279. Leonard has raised $9,100 and spent $6,171. About half of Leonard’s bank account has come from the Realtor’s and builder’s PACs. He has also received $250 from the Deschutes County Republican Central Committee.

Because politics is the industry of SELLING OUT EVERYONE ELSE. Get as close to The Honey Pot as you can, and then FUCK EVERYONE.

This country is doomed. They're starting to raise the idea of AmeriKKKa as a second-rate power in mainline media. That means it's really already here. And believe me, it IS inevitable.

Don't vote for these City Council fuckers. Write in someone. Write in Dunc. Write me in, I Hate To Baste Your BUTTERBALL. Write in someone. This town is going to shit, and COAR has their hands firmly on the rudder, which is planted in the asshole of EVERY SINGLE CANDIDATE. COBA too.

We're losing this place. To the worst fucking bunch of thieves on EARTH. read the above article and DO NOT VOTE FOR A SINGLE FUCKER that is either:

1) Supported by RE or builder PAC's, or

2) Won't disclose their funding sources. Dallas Brown comes to mind.

Send a message folks. Write in someone you know. This town is LOST cuz of these fuckers. They have put us on the road to OBLIVION. Go look around downtown. It's a fucking GHOSTTOWN.

THAT is what RE has gotten us. We put ALL our eggs in ONE BASKET, because RE PAC's have bought every election for a generation in this town. You CAN SEE they are trying to buy this one. They will probably succeed.

No. Looks like Chambliss(R) will take GA. Minnesota is 450 votes apart with Coleman(R) ahead and will require a recount.

Friggen AK currently has Stevens ahead by 3500 votes but I hear there are still quite a few left to be counted.

With GA going R, us going D, and two up in the air the most the Dems can have is 59. I'm gussing it will be 57.

Under an unusually-warm November sky, hundreds of thousands of people had flocked into the downtown Chicago streets, where street vendors sold Obama trinkets and T-shirts to celebrate the election results. Tens of thousands of them lined up along block after block of Michigan Avenue, waiting to gain access to the closed-off and heavily-secured Grant Park along Lake Michigan.

Most striking was the diversity of the people who came. There were Muslim women wearing hijab headscarves, Jews with kippot, and, of course, throngs of excited African-Americans.

The outpouring of emotion when Barack Obama clinched his presidential victory Tuesday night was thrilling. Little more than a decade ago, when O.J. Simpson was found innocent of two murders, cameras recorded cheering blacks and morose whites, illustrating a split-screen America.

On this extraordinary night of national reconciliation, the cameras showed blacks and whites crying together, laughing together, celebrating together, and hoping together in a tableau of healing. You would need a heart of stone not to be moved by watching the joy that swept America - but you need a head of straw not to worry about just how Obama will succeed. His calls for unity will only last if he understands that he must govern using the same expansive and moderate tone his speech set. Barack Obama's stance on Israel will be one of many test cases to see just what kind of president this eloquent, talented, but still untested and inexperienced young man will be.

While exit polls confirmed that Obama's victory was driven by what Bill Clinton's people in 1992 called "the economy, stupid," a range of foreign policy challenges will haunt the administration. The top priorities, of course, are the two wars in Iraq and Afghanistan along with the possible nuclear threat from Iran.

In addition to having to walk gently but firmly in these hornets' nests, Obama is going to have to walk gingerly around his various campaign statements - and the intense desires of many of his supporters.

In Iraq his promises may prove to be a particular albatross. Calls for pullouts and exit timetables are effective counterpunches in a campaign, especially when the situation looks disastrous. But such specific vows become straitjackets when governing, especially when the situation has improved so dramatically - thanks to that surge that someone named John McCain pushed so effectively.

Obama's Israel policy will also present interesting dilemmas for the rookie president between politics and governance. Fears that Barack Obama will sell Israel down the river in an expression of fealty to Rashid Khalidi or other Palestinians he befriended over the years are exaggerated.

Obama has made too many strong, sincere, pro-Israel statements, and has too many pro-Israel supporters, donors, and aides for this to be a serious issue. Among many others, the man who helped Bill Clinton coin the phrase "Shalom Chaver," Rahm Emanuel, will be Obama's Chief of Staff. Moreover, it would take more than a first-term president with his eye on re-election to shatter the rock-solid relationship between Israel and the United States.

A more valid concern, especially for those from the center and right, is that Obama, like Bill Clinton, may risk killing Israel - or too many Israelis - with kindness. Obama may have a bit too much of a naïve, "We are the world" view of foreign policy for the brutal, dishonest, realpolitik of the Middle East. His closest foreign policy advisers seem to be a mix of "even-handed" Zbigniew Brzezinski types and Oslo-architect Dennis Ross types.

Moreover, one of the demands Iran has made as a precondition for negotiations will be an abandonment of America's support for Israel. Whether this stiffens Obama's spine, as it should, or leads to a cooling toward the Jewish state, may be a first, relatively early test, of Obama's direction.

Still, for now, all this is in the realm of speculation. As the records of George W. Bush, Bill Clinton, and all of their predecessors show, the presidency one imagines or promises is rarely the presidency one experiences or provides. Remember how George W. Bush was going to focus mostly on domestic policy, governing as a compassionate conservative? Remember how Bill Clinton was going to be a Mr. Clean restoring faith in government and avoiding the insider politics of the Beltway?

For now, then, let us all join the great Barack Obama love-in. Let us celebrate the kind of country America is - a country that can correct its mistakes, heal its wounds, and elect a black man president. Let us honor the impressive talents that brought this self-described skinny guy with a funny name to the heights of American politics, defeating first the formidable Clinton machine then the Republican juggernaut. And let the people inspired by HaTikvah not be cynical about this new harbinger of hope. Let us hope that the hope unleashed last night can be converted into a powerful governing force that revitalizes the United States of America - for America's sake, for Israel's sake, and for the world's sake.

So the most racist thing I saw and felt on election night was the crowd at the Biltmore. Pretty fucking stark contrast between the white country club fucks in the McCain crowd and the people in Grant Park. As McCain was giving the speech of his life I couldn't help shake the idea that the motherfuckers just don't get it. No wonder you lost the election. Just look at your crowd. It may work for white Bend or the Biltmore crowd but it's just not what I see out in the real world anymore. The pictures of all white mostly males versus the multitude of color and ages between the crowd told the whole story. “No matter how they cast their ballot, all Americans can be proud of the history that was made yesterday,” President Bush said from the White House on Wednesday.

“I announce this appointment first because the chief of staff is central to the ability of a president and administration to accomplish an agenda,” Mr. Obama said in a statement. “And no one I know is better at getting things done than Rahm Emanuel.”

A veteran of the Clinton administration and a fellow member of Congress from Illinois, Mr. Emanuel has been a close adviser to Mr. Obama. He informed Mr. Obama of his decision on Thursday morning, saying he would step down as the fourth-ranking Democrat in the House of Representatives to help guide the Obama administration.

“Now is a time for unity,” Mr. Emanuel said. “I will do everything in my power to help you stitch together the frayed fabric of our politics, and help summon Americans of both parties to unite in common purpose.”

In a statement, he added: “Like the record amount of voters who cast their ballot over the last month, I want to do everything I can to help deliver the change America needs. We have work to do, and Tuesday Americans sent Washington a clear message — get the job done.”

Mr. Obama will make his first post-election visit to the White House on Monday, accepting an invitation that President Bush and First Lady Laura Bush extended to him and his family after he won election as the nation’s 44th president on Tuesday.

“Michelle and I look forward to meeting with President Bush and the First Lady on Monday to begin the process of a smooth, effective transition,” Mr. Obama said in a statement. “I thank him for reaching out in the spirit of bipartisanship.”

In a day that saw several developments related to the transition, it was announced that Mr. Obama would hold his first post-election news conference Friday morning, following a meeting with his top economic advisers in Chicago. He is not expected to announce any cabinet appointments during the session, aides said, though he is eager to keep the focus on the economy during the first days of his transition.

Mr. Obama himself remained largely out of public view on Thursday. He went for a morning workout about 9:30 a.m., returning to his home about 90 minutes later. In the afternoon, he received his first intelligence briefing as the president-elect.

Even as Mr. Obama moved toward assuming power, he was still building on Tuesday’s commanding victory. According to a New York Times analysis, he added North Carolina to his column, capping an extraordinary campaign in a state that had not voted for a Democrat for president since 1976.

Vote totals there show 49.9 percent for Mr. Obama and 49.5 percent for Senator John McCain. Counting North Carolina, Mr. Obama now has 364 electoral votes to Mr. McCain’s 162, with 12 still to be decided — 11 in Missouri and one in Nebraska.

Across the country, Senator Gordon Smith of Oregon, among the most moderate Republicans in the Senate, conceded defeat on Thursday to his Democratic rival, Jeff Merkley.

Vote-counting in Oregon, where people cast ballots exclusively by mail, has not been completed. But so far, the challenger has about 48.7 percent of the counted ballots, to Mr. Smith’s 46.1 percent.

The victory in Oregon marks the sixth seat taken by a Democrat that had been held by a Republican, and will give the Democrats and the two independents who usually caucus with them a 57 to 40 edge in the Senate, with three not yet settled. In Alaska, Ted Stevens holds a narrow lead despite his recent conviction on seven felony counts of failing to disclose $250,000 in gifts and services he received; the race in Georgia is headed for a runoff, and a recount will be conducted in Minnesota.

In addition to the Democrats’ gains of at least 6 seats in the Senate, they have also picked up at least 19 in the House, though Mr. Emanuel’s seat will now have to be filled in a special election.

Representative Emanuel, a close friend of Mr. Obama’s from Chicago, was said to have been concerned about the effects of becoming White House chief of staff on his family and giving up his influential role on Capitol Hill.

On Wednesday, Mr. Obama named John D. Podesta, a former Clinton White House chief of staff, to lead his transition team, along with Valerie Jarrett, a longtime adviser, and Pete Rouse, his Senate chief of staff.

In turning to Mr. Emanuel and Mr. Podesta, Mr. Obama sought out two of the hardest-hitting veterans of President Bill Clinton’s administration, known for their deep Washington experience, savvy and no-holds-barred approach to politics. Neither is considered a practitioner of the “new politics” that Mr. Obama promised on the campaign trail to bring Republicans and Democrats together, suggesting that the cool and conciliatory new president is determined to demonstrate toughness from the beginning.

The selection of Mr. Emanuel, known by some as “Rahmbo” because of his toughness, was met with criticism by some Republican lawmakers. The House minority leader, John A. Boehner of Ohio, said in a statement, “This is an ironic choice for a president-elect who has promised to change Washington, make politics more civil and govern from the center.”

But Senator Lindsey Graham, a South Carolina Republican who campaigned strenuously for his close friend Senator McCain called it “a wise choice.”

“Rahm knows Capitol Hill and has great political skills,” Senator Graham said in a statement.

He added: “He’s tough but fair. Honest, direct, and candid. These qualities will serve President-elect Obama well.”

Fully aware of his reputation among his Republican colleagues, Mr. Emanuel noted in his statement: “I want to say a special word about my Republican colleagues, who serve with dignity, decency and a deep sense of patriotism. We often disagree, but I respect their motives. Now is a time for unity, and Mr. President-elect, I will do everything in my power to help you stitch together the frayed fabric of our politics, and help summon Americans of both parties to unite in common purpose.”

At the White House, President Bush said in remarks on Thursday morning that next week he and Mr. Obama would discuss the challenges facing the country. He said Mr. Obama’s staff was receiving intelligence briefings, and that the Department of Justice had given security clearance to Mr. Obama’s transition team.

Given the economic crisis and ongoing wars in Iraq and Afghanistan, Mr. Bush said, the White House was making an “unprecedented effort” to ensure a smooth transition in the first handover since the terrorist attacks of Sept. 11, 2001.

“We face economic challenges that will not pause to let a new president settle in,” Mr. Bush said. “This will also be America’s first wartime transition in four decades.”

Indeed, Mr. Obama’s triumph on Tuesday was met with fresh signs of the daunting burdens to come.

President Dmitri A. Medvedev of Russia warned that he would deploy missiles if Mr. Obama built Mr. Bush’s planned missile defense system in Eastern Europe. In Afghanistan, President Hamid Karzai pleaded with Mr. Obama to halt air strikes that have been killing civilians. And in the United States, stock markets plunged on Wednesday and again on Thursday amid more dark economic news.

Beyond choosing staff members, Mr. Obama must decide how active he intends to be in asserting leadership during the transition. He has conferred with Congressional leaders about passing a $100 billion economic stimulus package the week of Nov. 17 to pay for public works projects, aid to cities and states, and unemployment, food stamp and heating benefits.

But Congressional aides said that if Mr. Obama could not win agreement from Mr. Bush and Senate Republicans, they might scale the package back to about $60 billion, then return in January with a broader plan.

Bend City Councilor Bill Friedman remained in critical condition Wednesday at St. Charles Medical Center-Bend after complications arose during recent back surgery.

Following is a statement released Tuesday by Friedman's family:

We can confirm that Bill Friedman, long-time city councilor and former
mayor, is hospitalized at St. Charles Medical Center in Bend. Bill went in for back surgery last Friday (Oct. 31) and suffered complications during the surgery. According to his medical team, his condition is now listed as guarded.


The family asks that no flowers or cards be sent, and please no phone calls to the hospital or to the family. They are focused on caring for Bill and working through what's best for him with his medical team.

They do appreciate people's concern, but ask that the public and media respect their privacy. The family will be posting updates on Bill's condition on www.caringbridge.org, so please go there for current

Private companies wanting to help manage the bailout were given just two days to apply for massive, multiyear contracts. Since it was such a mad rush — after all, the entire economy was about to implode — there was no time for an open bidding process. Nor was there time to draft rigorous rules to make sure that those applying don't have serious conflicts of interest. Instead, applicants were asked to disclose their conflicts and to explain — and this is not a joke — their "philosophy in fulfilling your duty to the Treasury and the U.S. taxpayer in light of your proprietary interests and those of other clients." In other words, an open invitation to bullshit about how much they love their country and how they can be trusted to regulate themselves.

Oregon lawmakers call for federal money for roads to boost economy

Facing a gloomy economic outlook, local and state agencies are pushing for hundreds of millions of dollars from the federal government to spend in coming months on roads and sewers and other infrastructure projects.

Portland Mayor-elect Sam Adams said the effort would reverse several years of the federal government's shortchanging of urban infrastructure.

"We have been struggling with bailing wire and used dental floss and some gum to keep the local transportation system together, in addition to our sewers and water systems," Adams said at a news conference Thursday.

In light of the $700 billion Wall Street bailout and other spending approved by the federal government in recent months, some in Congress have pushed for quick funding for public works projects as a way to prompt hiring in the construction sector.

Aside from being a potential economic shot in the arm, the effort also dovetails with long-standing interest by state and local officials and Democrats in Congress to boost spending on road and bridge repairs that have been deferred for years.

U.S. Sen. Ron Wyden said he and newly elected colleague Jeff Merkley will examine every issue before Congress for its impact on the economy.

"Nothing meets that litmus test of stimulating the economy like fixing roads and our transportation systems," Wyden said. "The election is over, and Jeff and I are going to work on the proposals that will put Oregonians back to work."

Congress is expected to convene later this month for one last session before the year ends and before new members take office. The economy and an economic stimulus package akin to the tax rebate checks mailed earlier this year are believed to be a top priority.

Just minutes after accepting the results of the election Thursday morning, Merkley raced to the news conference arranged by Wyden and Adams. Transportation construction can generate "family-wage jobs," he said.

If Congress doesn't add money for a stimulus this month, Merkley said, he'd be keen to work for it when he takes office in January.

"This sort of stimulus is the type that we need in America and we need in Oregon," he said.

Some in Washington have called for more tax rebates, assistance for homeowners facing foreclosure and other strategies. But local officials have busily drafted wish lists just in case billions become available for transportation and other infrastructure.

The Portland City Council drafted a list of $847 million in projects that could be started in the next 18 months and generate 8,800 jobs. The projects include $428 million for replacement of century-old water reservoirs, $75 million for a Portland Streetcar eastside extension, $65 million in street paving, $22 million in bridge repairs, and $19 million for an emergency coordination center.

"These are not make-work projects. They have to be done," City Commissioner Randy Leonard said.

The Oregon Department of Transportation has its own slate of $564 million in more than 100 road, bridge and safety projects across the state.

"There is tremendous need for highway investments in Oregon, and there are many opportunities to invest federal money in projects that would produce thousands of living-wage jobs quickly," said Travis Brouwer, federal affairs adviser for the Transportation Department.

The politicians argued that federal spending could provide work for construction contractors, who would hire local workers who would then spend more money at stores, adding to the local economy. If they're building projects that reduce traffic, there could be an even greater long-term economic boost, they argue.

But not all stimuli have the same economic impact.

Heavy construction projects would probably not hire from the homebuilding trades such as plumbing and carpentry, which have been hardest hit in the economic downturn, said Portland economist Joe Cortright.

"With fiscal stimulus, timing is very important," Cortright said. "If a project happens 18 months from now, that's too late."

Small-scale maintenance projects would provide the best stimulus, Cortright said, because they would employ workers from the housing industry and could be stopped quickly once the economy recovers. Larger projects concentrate jobs in one area, can take too long to start, and can lead to hiring workers from out of state.

Gov. Ted Kulongoski on Monday will unveil a transportation package for the Legislature to consider in the session that starts in January.

On Thursday, a committee advising the governor finalized recommendations for the long term and short term intended to address the state's $1.3 billion transportation maintenance shortfall.

The committee called for a gas tax increase of 2 cents a gallon, doubling the vehicle titling fee to $110, raising the registration fee from $27 a year to $81 a year and creating a $100-a-year fee for titling cars new to the state.

In the long term, the committee wants transportation to be funded as needs arise, as utilities are funded, said Pat Reiten, president of Pacific Power and chairman of the committee.

"We need to find sustained ways to fund the operations and maintenance of the system," Reiten said, "and invest in new infrastructure in a way that reduces congestion and increases choice for transportation users."

Another Bad Deal At Juniper Ridge

In Thursday, October 23rd Bulletin I was surprised to read “Suterra likely to relocate to Juniper Ridge”. Suterra is a pesticide/biochemical company who plans to build a new factory in Bend. Their most well known product, Checkmate, is a genetically modified product they refer to as a pheromone. This is the chemical that was aerially sprayed over Monterey and Santa Cruz Counties in 2007. The ingredients include “tricaprylyl, methyl ammonium chloride and polymethylene polyphenyl isocyanate.

In Monterey and Santa Cruz counties more than 600 families filled out illness reports. Respiratory, reactive airway disease, asthma type illness, and eczema were most commonly noted. Their watershed fouled, many birds died, many songbirds disappeared. Pets, including dogs, cats, rabbits and fish in landscaping ponds died. Beekeepers reported massive die offs.

In short, our inhabitants, wildlife, domestic animals and our environment are at risk. Aren’t Lava Ridge and Skyline schools just south of this site? Usually sites such as this are targeted for communities in the lower socio economic level. Just imagine what impact this will have on housing prices. They will never recover.

The City Council should stop Suterra from turning our beautiful town into a private pesticide laboratory, not facilitate its move here behind closed doors. As troubling as this may seem it is also important to note the secrecy surrounding the transaction. The purchase and sale agreement were not available to the public before, during, or after the agreement. There was no public hearing held before the agreement. According to Juniper Ridge Info, Juniper Partners will receive a $146,000 fee for this deal. Our city councilors have failed us.

New study reveals more violations of the law by CDFA

Environmental groups, citizen advocates react to results of environmental monitoring during aerial spraying for Light Brown Apple Moth (LBAM)


Santa Cruz, CA. (November 6, 2008) Just a few days before the one-year anniversary of the aerial spraying for Light Brown Apple Moth (LBAM) in Santa Cruz, the California Department of Food and Agriculture (CDFA) released a report by the Department for Pesticide Regulations (DPR) about the results of environmental monitoring during pesticide applications in Monterey and Santa Cruz counties.

While CDFA claims that this study proves the safety of the chemicals used, environmental groups and citizen advocates say that statement is misleading and point out fundamental shortcomings of the report. Rather, they argue, the report reveals another breach of the law by CDFA as it states that considerable drift occurred during aerial spraying in 2007. The study also confirms observations made by affected residents of inconsistencies in the dosage of the pesticides, creating whole clusters of illness. Detailed reactions follow.

1. The study is inadequate in determining toxicity of the chemicals sprayed, as it takes into account only the active ingredient of the pesticides, a synthetic pheromone. The so-called inert ingredients are not being examined, although those ingredients are of great concern. Some inert ingredients have established carcinogenic, mutagenic, and reproductive toxicities, others are toxic to aquatic species.

Says Santa Cruz resident Paulina Borsook “This report persists CDFA’s disingenuous practice of looking at the most benign components of the spray only and then calling the whole product ‘safe’. The agency’s behavior is completely irresponsible. CDFA continues to put families, pets, wildlife and fragile ecosystems at risk, and insults those that already have been hurt.”

Quote: “The Check Mate products also contain several inert ingredients, but these were not monitored.” (p. 2)

2. While deficient in determining toxicity of the spray, the new study conducted by DPR, reveals evidence of further abuses of the law by CDFA. The report states that pesticide drift was measured as far as 3.3 miles outside of the spray zone. This is a clear violation of section 12972 in the California Agriculture Code: “The use of any pesticide by any person shall be in such a manner as to prevent substantial drift to nontarget areas.”

Quote: “Drift of the product was detected at considerable distance from the application boundary, 3.97 ug/ft2 (1.15 percent of the target application rate) at 17,400 feet in one instance.” ( p. 12)

Says Soquel resident Isabelle Jenniches “I live outside the spray zone, but we could feel and smell the spray. My husband and I had red eyes, dry mouths, and accelerated heart rates for days. My neighbor suffered a terrible asthma attack, the first in years. It is a well-known fact that airborne pesticides can drift for miles. This dangerous practice has to stop for good!”

During aerial spray operations last year, the pilots were to leave buffer zones around waterways and along the ocean. The now confirmed pesticide drift rendered these buffer zones meaningless. Storm run-off made things worse: after the spraying a thick yellow foam was observed in the water. Surfers reported the worst red tide in 40 years, which may have been fueled by phosphates and surfactants in the spray.

Says Frank Egger, president of the North Coast River Alliance “When I saw the photographs of thick yellow foam in the ocean after spraying, I knew that our waters had been contaminated. We now have proof of this. This is an outrageous violation of both state and federal laws and further puts endangered species such as steelhead trout and Coho salmon in jeopardy.”

3. The study also finds that pesticide capsules were not evenly distributed within the carrier substance (water), leading to inconsistent deposition rates of the spray. This may explain why some entire families became very ill when neighbors across the street did not. One property received a much larger exposure to chemicals than the other.

Quote: “The tank sample results showed a large amount of variability between samples for the same treatment and even within analysis of a single sample. […]The cause of the variability could be due to several factors. It was noticed that the microcapsules tend to separate out of the mixture quickly and require constant mixing.” (pp. 9 & 10)

A long-awaited review of a pesticide that was sprayed on 83,500 acres near Santa Cruz and Monterey last year to fight a pest moth concludes there is not enough information to tell if there is a link between the spray and health problems reported by residents.

The new review fulfills a request made by Gov. Arnold Schwarzenegger to conduct some basic tests on pesticides under consideration to fight the light brown apple moth, including Checkmate, the pheromone product used in the two counties.

The state halted spraying of urban areas, but left open the possibility of spraying elsewhere.

Health officials from the state Department of Pesticide Regulation and other agencies sent their findings to Linda Adams, chief of the California Environmental Protection Agency, and other top government officials. They concluded that the exposure to toxic properties was low to individuals who could have ingested it, breathed it or got the product on their skin. The set of tests on animals only assessed short-term effects.

"We find the results of the acute toxicity studies support our previous conclusion that we cannot definitively determine whether or not there is a link between the reported symptoms and the Checkmate applications and support our recommendation for enhancing the systems for symptoms reporting," the state health officials concluded.

But the health officials added that they couldn't dismiss "the possibility that in sensitive individuals, contact with the particles could cause allergic-type responses."

The six tests on four products - completed by one pesticide manufacturer and an independent toxicology laboratory - essentially evaluated toxicity through exposure via ingestion, skin and inhalation. Eye and skin irritation studies measured the presence, duration and severity of irritation following a single exposure of the eye or skin. A sixth skin sensitization study also determined if the material was capable of causing an allergic reaction. Also released Tuesday was a monitoring report of last year's spraying from planes flying 500 feet above ground. Revelations included information that drift moved more than 4 miles from the targeted sites, in some cases. The report also noted a varying amount and concentration of the pesticide sprayed over the different towns.

Effort to avoid drift

Michael Jarvis, a Cal/EPA spokesman, said the planes were required to fly 500 feet high to meet concerns over safety and clearance, making it harder to avoid drift. He couldn't comment on the variability in amounts and concentrations of the sprayed products.

Planes first sprayed Marina, Seaside, Monterey and Pacific Grove for four nights in September 2007. The next month planes resprayed that area with a different form of Checkmate; both pheromone pesticides are designed to disrupt moth mating.

On three nights last November, planes sprayed parts of Salinas, Prunedale, Santa Cruz, Live Oak, Scotts Valley, Soquel, Capitola and Aptos.

Residents reported more than 400 cases of labored breathing, headaches, coughing, nausea and menstrual irregularities, among other symptoms. But because no effective reporting system had been set up, residents sent reports of symptoms to physicians, hot lines and citizens groups.

In April, health officials said they couldn't try to link connections between the spray and ill health effects because of the inconsistency of reporting.

On Thursday, watchdog health groups reviewing the newly released documents said the animal studies didn't provide an adequate assessment because the lab tests didn't include long-term effects.
Long-lasting spray

Margaret Reeves, a senior scientist at Pesticide Action Network, said the spray is designed to last a long time in the environment.

"Potential exposure to individuals would also occur over an extended period of time, making it absolutely necessary that the evaluation of health effects must take into consideration chronic, or long-term, exposure," she said.

The aerial spray program was meant to eradicate the light brown apple moth, an insect feared as a crop devastator. The U.S. Department of Agriculture, with support from the state agriculture department, launched it after some moths were detected in the state. Because it was deemed an emergency, the Checkmate products did not have to undergo state scrutiny before they were used.

After residents and political leaders strongly objected to any more spraying, the departments announced in June that they would cancel summertime spraying in urban areas. Instead they would release sterile moths to reduce the population beginning next year.

The technique has been successful for more than 30 years, and was the alternative that ended California's use of Malathion spray against the Mediterranean fruit fly, said the director of the state agriculture department, A.G. Kawamura.

Agricultural officials said they might spray rural areas, but so far no plans have been made.

"There is no spraying being done anywhere by air, and there is none planned," said Larry Hawkins, a spokesman for the U.S. Department of Agriculture.

Environmental review

Only pesticide-saturated twist ties will be used statewide to fight the moth until the state agricultural department completes an environmental review. At that time, new decisions will be made about aerial and ground applications, but there would be no aerial spraying in urban areas, he said. The moth has been found in the nine Bay Area counties, plus Santa Cruz, Monterey, Santa Barbara and San Benito. In all counties but Santa Cruz and Monterey, the pheromone chemical, which disrupts moth mating, is being applied on twist-ties placed on plants.

There is a federal quarantine in place in the 13 counties, which means nurseries and farms have to get certification before certain plants and crops can be sold.

Some 54,930 traps statewide have captured 45,318 moths as of Oct. 31. The top three counties are Santa Cruz, San Francisco and Monterey.

In the meantime, Rep. Sam Farr, D-Carmel, sent to the U.S. Agriculture Department a petition prepared by Citizens for Health, a nonprofit advocacy group, asking that the pest status of the light brown apple moth be degraded. Its status as an "actionable" pest had a part in triggering the emergency campaign, and changing its status could lift the quarantine imposed on nurseries and farms.

The state now plans to stop the invasive pest from reproducing through releasing sterile moths that render the pest's eggs useless.

President-elect Barack Obama, practitioner of consensus and preacher of civility, made a singular statement by choosing Rep. Rahm Emanuel as his chief of staff, the first hire of the new administration.

"Brilliant, hardworking, in some ways he may be a good yin to Obama's yang. But I was very surprised because he has a very different personality type from those around Obama," longtime Chicago political consultant Kitty Kurth said by phone Thursday.

"I had first met Rahm after the '88 presidential campaign, on Mayor Daley's '89 mayoral race. He was always brilliant but a complete hardball player. The first six or seven times I met him, he never remembered who I was. . . . I never had anything he needed, so he didn't need to know who I was."

There are a million stories about the 49-year-old, profane, pirouetting, ballet-trained Emanuel.

Whether it's ripping up contributions of political donors who lacked the good survival sense to write a bigger check, or mailing a dead fish to express his extreme displeasure or repeatedly stabbing a steak knife into a table to punctuate a list of Democratic politicians he was putting on a "dead" list, Rahm Emanuel mastered hardball long before Chris Matthews peddled it on TV.

Would Emanuel be displeased by the above description?

Nope. He revels in the legend.

But he's nobody's caricature, either.

Friends from childhood include Wendy Cohen, a senior policy adviser for the Illinois attorney general, who remembers when the Emanuel clan bought the house across the street in the affluent suburb of Wilmette in the late 1960s.

"I have a memory of when they moved in, the dog ran away and the three boys" -- Rahm, Ari and Ezekiel -- fanned out like "roadrunners . . . feudal lords . . . they were loud and warm with hearts of gold," Cohen said.

That kind of affection may not be shared by members of Congress, Republican or Democrat, who have felt Emanuel's razor-sharp elbows in their ribs.

That kind of trust may not exist in the U.S. attorney's office in Chicago after they saw how Emanuel reacted to their indictment of Donald Tomczak, a boss hog of the city's Water Department. It was Tomczak, under orders from higher-ups in Mayor Daley's office, who dispatched an army of city patronage workers to guarantee Emanuel would win his first political race in 2002 for Congress. It was a close race and their help sealed the deal.

Emanuel, whose grasp of detail is second to none, condemned the corruption when the indictment was announced but improbably claimed to be clueless and even more improbably certified that Daley couldn't possibly have known, either.

As much as he understands the "old politics," Rahm Emanuel is a standard bearer of the "new." Responsible for engineering the current Democratic majority in Congress, Emanuel is so feared and respected that he amazingly was given a dispensation by his colleagues for "hiding under the desk" during the primary, endorsing neither of his friends, Hillary Clinton nor Barack Obama.

"That speaks volumes about his political skills," said Illinois state Sen. Jeffrey Schoenberg, who has known him for years.

But what does hiring Rahmbo now say about Obama?

I thought we paid JRP for that already, but what do I know?

The city is intent on getting the OK from ODOT to sell more parcels next spring. Their path to that isn't real clear to me...the biggest sticking point isn't the plan itself, but the idenitfiable sources of funding. The OTC didn't go for the "we'll guarantee putting in $50M" line without stating clearly where that $50M is coming from.

Book Report?

I'm always striving to read something interesting so I thought I'd act upon numerous recommendations for a book titled:

Think and Grow Rich! by Napoleon Hill

I bought this book based on numerous recommendations and the overwhelmingly rave reviews on Amazon. I fully expected this book to be in the class of other practical texts like: The Millionaire Next Door, The Richest Man in Babylon etc.

Their premises being, control your desire to spend, gain skills to earn a decent income, save and invest most of that income. Easy and simple enough.

This T.A.G.R. book appears on a first skimming to be utter and complete dog-shit. A bunch of self-suggestion, meditation, mind trick bullshit. Anyone else have the same visceral reaction as me?

I'm sending it back to Amazon (which is a rare event for me).

Quimby's bullshit detector is pegged on "11".

And Barack Obama has excited progressive Alaskans like no candidate before. He had five field offices, great ground organization, and inspired the biggest candidate rally in Alaska history. Voter turnout here was expected to be through the roof and breaking all records.

In 2004, 66% of registered voters turned out to vote in the presidential election between George Bush and John Kerry.

In 2008, including the votes still outstanding, only 54% of registered voters turned out.

And the strangest part of all? Voter turnout in the primaries, before Palin was even on the ticket, was up 12% from 2004. We also had more than 20,000 new registered voters.

Curious.

What I see from reading the BURA budget is that all sales reciepts are booked to the general fund as cash.

All BURA debt is spent as SDC ( consulting [kuratek] & excavating [knife-river] ). They balance the budget with the debt being offset by future land sale expectations.

They treat the SDC expense to date as an asset by called it a Deferred SDC, this lets them take money from the city, and replace it on the books as an asset on the city balance sheet.

The BURA debt is rising 240%/yr, but hell its an asset!!! An asset with no hope of ever being turned into cash.

The original justification for BURA & JR was that the city was going to make BILLIONS of dollars per year. Given that to date ALL permits, fees, costs, ... have been waived for all projects, a pattern has been set that what they should have said is that BURA will COST the city billions of dollars a year.

Central Oregon could not avoid the real estate tumble from its once-lofty heights - and now, a new sign that its job picture also will be struggling for some time to come, as Cessna Aircraft Co. confirmed Friday that job cuts are coming soon at its Bend plane factory.

"There was a meeting yesterday (Thursday in Bend) to tell employees we're cutting production due to slow sales - due to the global economic environment," Doug Oliver, Kansas-based Cessna's director of corporate communications, told NewsChannel 21 Friday. But workers won't learn the specifics until next week.

The meeting came two days after The Associated Press quoted Cessna President and CEO Jack Pelton, warning workers in a letter Tuesday that it will cut its workforce as the plane-maker adjusts its aircraft delivery plans for 2009.

Cessna has 478 employees at present at its plant by the Bend Municipal Airport, which it bought and brought out of bankruptcy from Columbia Aircraft for $26.7 million a year ago.

Company officials said this week they did not know how many jobs would be eliminated, and that the figures would be worked out over the next few days.

Oliver said the Bend workforce has been fairly steady in recent months, as the factory is on track to build about 150 of its high-performance composite aircraft in Bend this year.

He also told KBND radio that Cessna plans to offer a number of Bend workers voluntary separation packages next week - but that if the numbers don't meet goals, the firm may be forced into layoffs as well.

The company has said it still expects a slight increase in overall plane deliveries next year, but Oliver said that's due to the rising market for jets - single-engine piston planes are expected to see declining sales in the coming years.

Doug Meyer - who said he coincidentally left his Bend Cessna marketing post six weeks ago - told NewsChannel 21 Friday that Cessna is better prepared than many others to weather the economic storm.

"Cessna's in really good shape," he said from the Aircraft Owners and Pilots Association Expo 2008 under way in San Jose, Calif. "They have a multi-billion dollar backlog of orders. They don't have to panic. They can weather these things. If I were there, I would not be particularly worried."

Cessna is not the only plane-maker suffering in-flight turbulence from the struggling economy. This week, Hawker Beechcraft told workers it plans to cut 5 percent of its workers, almost 500 jobs, due to the global economic slowdown.

But Bombardier Aerospace said this week its plans for a new Learjet 85 assembly line in Wichita are still on track.

The slowing economy also is making itself felt at Roberts Field, which reported 18,728 October boardings on Friday, down 15 passengers from September and off 2,378 passengers, or about 11 percent, from the same month last year. It was the slowest October since 2005, despite the addition of Allegiant Air's twice-weekly non-stop flights to Phoenix-Mesa Airport in Arizona.

Central Oregon is really waking up to find out that there is just really no economic engine around here to speak of.

It's hard to think of a way that this area can end up bringing in more money than goes out without the RE boom unless something major changes (like infrastructure improvement). We live in the High Desert. Everything but alfalfa and mint needs to be trucked in on highways that are two-lane most of the way.

Manufacturing is going away because this area doesn't have a cost or infrastructure advantage over just about anywhere else.

Real estate has turned into a giant sucking sound. More money leaving in the form of interest payments than coming in in the form of purchases.

Okay, that was the doom & gloom. I think that on the positive side, this area should really get behind the development of geothermal energy and also take a hard look at how to bring back the agriculture- and resources-based economy.

The state and local governments should weigh the relative benefits of destination resort development, which I think are pretty low, versus the effect they have on tying up land that could be used for agriculture, mining or timber management. When a destination resort goes in, it not only ties up that land, but creates a residential area full of "amenity migrants" that will complain about any real economic activity taking place on neighboring parcels.

Oregon should lobby for federal funds to get hwy 97 and/or 20 turned into an Interstate. I think that the Obama administration will probably create an economic stimulus package that involves heavy federal funding of infrastructure, and CO should get a piece. Not only will this make the area more attractive for business and manufacturing, but if Central Oregon is serious about becoming a driving destination for Californians, they need to be able to drive 70 miles an hour nonstop from the 97 junction in Weed.

It's also unacceptable that it can take 8 hours to get over the pass in wintertime. One of the mountain passes needs to become four-lane and nonstop all the way.

I'm most familiar with the 1960's abridged reprint, like the below says finding the real FDR version is hard to find, that is probably what your missing, we need to find the original depression version, and that would explain how positive-thinking would help in an economy of NO FUCKING JOBS.

Bend trends.
This morning's paper pointed to a couple of long-term trends in this town.

The first story, about Jeld-Wen Foundations rethinking it's support of the Tradition golf tourney.

"We've run into a buzz saw with the economy," said Henry Hewitt, chairman of the Jeld-Wen Foundation board. "I think this is just a piece of that, and the economics of the tournament and our relationship with PJS. I think in addition to how the tournament is managed, we are probably going to try to find a lower-cost solution, because the economics weren't as good as we wanted them to be."

Trend #1: Overreach.

This is the trend of Bend having taken the BOOM of the last 5 to 10 years and thinking it was going to continue. I think the last five years were more or less an illusion, and any event or business who predicated their plans on those years had better wake up fast.

We in Bend have just elected a pro-growth and pro-builder slate of city councilors; and I think the city is almost guaranteed to go broke if they pursue support programs for builders, resorts and Juniper Ridge.

Our only chance of avoiding this is not only not continuing on this way, but to reverse course and start cutting everywhere we can. It was completely foolish to use General Funds to continue to support the BAT when there was little chance the public would support it, for instance. It doesn't matter if you are for or against the BAT, foolishness is foolishness.

Trend #2: Ignoring warnings. (Mostly in the blogosphere.)

There has been blogger on the BEBB who has been saying for over a year now, that Cessna was going to close, and let go all it's employees. He became the Boy Who Cried Wolf, because he kept being proved wrong.

There is another big warning out there about Suterra, who is the second tenant of Juniper Ridge. Now most of the warnings seem kind of loony to me, but there seems to be enough there that at least one of the news organizations in this town ought to investigate, if only to debunk.

But you wouldn't even know that that there was a big kurfluffle down in California about synthetic pheromone spraying.

I'd like to discount all this types of warnings as paranoid delusions, except they seem to come about a bit more often than pure chance would have it.

Sinking prices, tough choices
Local homebuilders are left with unattractive options


To use builder Greg MacDowall’s words, the current real estate market is “just goofy.”

“Our prices, they can’t be lower. I had one offer a week ago and I dropped my prices to right at or slightly below cost, and they offered me $20,000 lower,” MacDowall said.

Given the number of homes on the market in Bend — a 14-month supply, according to a report last week from Bratton Appraisal Group — and short sales that are driving down prices, builders such as MacDowall are faced with the prospect of selling their homes for a loss. An alternative is to wait for the market to rebound, but the debt service on the underlying property makes such a long-term solution unfeasible for most.

For builders and developers who bought property during the market’s rise but weren’t able to build houses and sell them before the market’s decline, the current state of real estate is making for some difficult choices.

MacDowall, who is a partner in the 35-lot South Briar development on Parrell Road in southeast Bend, could try to build his way out of his predicament, but for that to work, he said he’d have to sell his homes for cost. That’s hardly attractive, but it would free him of the project.

“If I sold a house at cost to compete with the short sales, so there was no profit to me and I could sell and recoup the money I have in the land, I could get the heck out of there,” MacDowall said.

So far, MacDowall has built two homes in South Briar and both are for sale. He said they are loaded with amenities, from knotty alder cabinets, granite countertops, stone fireplaces and finished garages.

“You are able to buy a house now with the amenities of a $600,000 home that is closer in price to $200,000,” he said.

But MacDowall is running into another problem, said Wendy Adkisson, principal broker at The Garner Group in Bend. Adkisson said buyers are leery of buying homes in developments with more dirt than houses.

“It makes people nervous,” Adkisson said. “They are afraid they are going to buy the one and only home and the development won’t be built out.”

When builders build several homes at once, it gives buyers confidence that the development will take shape as intended, she said. But funding the construction of homes that might sit for a while before selling is not an easy proposition either, given the tightening of credit. Furthermore, if the developer’s carrying costs for the land are too high and the homes aren’t priced right, the homes won’t sell, Adkisson said.

In such cases, Adkisson said, the best thing to do is leave the property to the bank.

“We have been advising our builders to walk away,” Adkisson said. “They can write off the loss and free up their borrowing power to buy more land at today’s prices, so that to me seems like the right thing, not to build something no one can afford because of the land.”

Developer Ken Powell of Cascade Capital Partners in Bend has a situation similar to MacDowall. Powell and his group purchased property in 2002 along Parrell Road south of South Briar. It took the company roughly five years to cut through the red tape holding up the development of what would eventually become the 42-lot Badger Forest subdivision, and by then, the market began to soften.

Two homes have been built.

“This is a subdivision that has gone through a tremendous amount of pain in the last two years,” Powell said,

Lot prices that were once valued at $130,000 are now closer to $30,000, he said. Because of planning and engineering delays, and pauses for winter and then the downturn in the real estate market, Powell said he’s faced with tremendous losses if he tries to build his way out. He has sold one of the two homes in Badger Forest, but it cost him.

“The net proceeds were $135,000 and it cost me $213,000 to build, so I lost $80,000,” Powell said.

Powell said short sales are driving down home prices in Bend because most banks are willing to accept 60 cents on the dollar for distressed properties. With that sort of downward pressure, it’s almost impossible to compete, he said.

Powell would like to build his way out of the problem and believes he can — but only if his bank agrees to “take a haircut” on its loan, he said. If that were to happen, and banks stopped accepting short sales, “buyers come in, and you start to get inventory going in and people start realizing, ‘This is a place I can live.’”

Mike Donaca, a commercial loan officer at Umpqua Bank who’s based in Bend, said the last thing banks want is to take back collateral. But every deal is different, he said, and when it comes to commercial projects, banks want to find ways to make them successful.

“The best solution typically is to find a way to get the project back on plan,” Donaca said. “The best thing to do is get the banker involved right off the bat because as time progresses, fewer options are available.”

The good news about price declines, Powell said, is that they will lure buyers, particularly young families and first-time buyers with good credit who are untainted by foreclosures.

Those who railed against skyrocketing home prices during the market’s run-up also should be pleased, he said.

“In the end, they got what they wanted: affordable housing in Bend,” Powell said.
