I think Bend reached a seminal point in it's collapse last week.

One of the Boss Hogg's of Bend, if not The Boss Hogg, declared Bend non-Exceptional.

In his Sunday column, Bulletin Editor John Costa talks to three of Bend’s biggest movers and shakers to find out why the Bend real estate market went belly-up and how to keep it from happening again. They offer a number of ideas. Some of them make sense; one is just crazy.

Developer Mike Hollern blames the Doctrine of Bend Exceptionalism – the peculiar notion that Bend is so special that it’s immune to outside economic forces. “We were overwhelmed by the amount of money pouring in,” Hollern told Costa. “We thought that we were different from the rest of the country. It turned out that we are not so much [different].”

This really is astounding. It's more or less a declaration that all we have done, all that we have thrown our energy, time, and vast, Vast quantities of money at all these years, is actually Harming Us.

The PR & Marketing Industrial Complex of Bend is Dead.

Now I don't want to say that I originated the idea that holding ourselves above all others was a bad Idea, but I'll admit that I mentioned it once or twice:

So, yes, I think I may have mentioned it once or twice, that the worst thing that could happen to this place was this carefully cultivated & continuously reinforced idea that Bend Is Better. I, and others on this blog, have repeatedly said that Bend Is Not Better.

Bend is Not A Flint, MI. It's Not Cleveland. But neither is it Aspen.

Bend is a regular place. With regular people. Regular, if not low-paying, jobs. Regular.

But we were fed the Kool-Aid, and were made to think we were God's Chosen People, and what applied elsewhere, did not apply here.

And the Boss Hogg's, like Hollern & Smith, as well as all of Bend media did all in their power to perpetuate this myth, that we are better, that we deserve The Best.

And they accomplished this to fantastic effect. The Kool-Aid was drunk far & wide, and almost no one is immune.

So why is Hollern turning on his own?

He's turning on the very PR/Marketing Industrial Complex that he & other God Fathers of Bend helped establish. Why is he turning on COVA, Costa, the Bend Visitors Bureau, EDCO, Roger Lee, Alana Audette, and the vast hordes of minions that run this factory, all to the assumed benefit of him & others like him? Why?

Because, as I suggested 2 years ago, it is Killing Bend. It's killing this town. It's killing Hollern. It's killing his business. It's killing everything.

The Doctrine of Bend Exceptionalism is the worst man-made disaster that will ever afflict this town.

And Hollern is 100% responsible.

Well, that's not true. Costa is also responsible. The Incredible Hulce is responsible.

No. That's not true. The Incredible Hulce is actually retarded, and cannot be held accountable for her actions.


No, the blame lies with the vast hordes of Realtors, Hometown Newspaper Editors, RE developers, contractors, builder associations, and everyone else who lied to line their own pockets. And in this place, 2-3 years ago, that was almost everyone.

But Hollern has seen the light. Maybe he's seen this blog, who knows. But Yarrow & Ironhorse have to be some pretty unmistakable thorns in his side, that Exceptionalism does Not Sell Houses. Not in a downturn. Exceptionalism actually grinds the gears of industry to a halt.

Look at all the listings in Bend: Most are still Wildly Overpriced. Nothing is moving when credit goes away, and you then have to rely on local incomes to actually move product. And Bend has lousy incomes.

Look at these 2 graphs of national housing stats, and you see that Bend is exceptional: We are still Wildly Overvalued.

Nationally, prices have fallen back to 120 months of rent. I know that most Eastside Bend STD's are still well above 200X rent!

Nationally, prices have fallen to 3.2X median incomes. Even after the incredible 40+% plunge in local medians, homes in Bend are still almost 4X median family incomes, a level that was just barely hit nationally at the absolute top of the housing bubble.

In Bend, we'll probably fall back to 80-100X rent for homes. That means medians on the Eastside may go below $100K.

If we go back to 2.4X median family income, and incomes remain constant (a fairly dubious assumption), then Bend medians will fall to around $140K.

The End of an Era. The End of Exceptionalism.

To that end, here are the hard numbers:

National recession takes its toll locally

Some parts of the regional economy are stabilizing; others are not

Central Oregon’s economy took a severe hit from the national economic collapse in the fourth quarter of 2008, and as it moves forward there is no single remedy for recovery, according to a University of Oregon economist who authors a quarterly business index for The Bulletin.

The national recession hit Central Oregon in the form of skyrocketing unemployment claims, continued weakness in housing and depressed visitor activity, said Timothy Duy, adjunct professor of economics who authors the Central Oregon Business Index.


The index provides a seasonally adjusted look at the region’s economy based on nine economic variables, including Deschutes County building permits and Central Oregon housing units sold, Bend lodging tax revenue and unemployment claims.

The index dropped to 145, down 1.8 percent from the previous quarter and 7.2 percent from the same quarter in 2007, according to the report. It is the fifth consecutive quarter the index has declined.


The trajectory of the index, rather than its numeric value, is more important for understanding the health of the economy, Duy said.

Already, the last five quarters are showing a steeper decline than the recession at the beginning of the decade, he said.

The index weighs data from Central Oregon’s economy dating back to 1997.
Some things are stabilizing because they couldn’t get any worse,” Duy said.

“But I don’t think the employment outlook is stabilizing. I don’t think the forces of the national picture are stabilizing. I don’t think foreclosures are stabilizing.”


Tourism and the region’s employment were especially hard hit in the fourth quarter, bringing home to Central Oregon a national economic crisis that froze credit and tightened consumer spending.


Lodging revenues, adjusted for inflation, contracted to levels last seen in 2004, Duy said.
Home sales appear to have stabilized at around the 200-homes-sold-per-month mark with 183 homes sold in Deschutes County on a monthly, seasonally adjusted basis during the quarter.

By comparison, there were roughly 250 monthly sales in the preboom era and a bubble high of 560 monthly sales in second and third quarter 2005, according to the report.
Building permits remained depressed.

A monthly average of 56 permits were issued during the quarter, according to the data.
If you are an economy that is geared to build 600 homes per month and you are only building 50, you are essentially at zero,” Duy said.

On a brighter note, median days on the market declined significantly, likely a result of falling housing prices, he said.


“There is some evidence that home sales have stabilized at relatively low levels,” he said. “This suggests the possibility that some bottoming is occurring.

However, the reason that home sales are stabilizing is that prices are coming down to realistic levels.”


Also clouding Central Oregon’s economy was an increasingly bleak jobs picture.

Deschutes, Crook and Jefferson counties posted monthly unemployment rates that were among the state’s highest in the fourth quarter.


Deschutes, Jefferson and Crook counties reported 11.3 percent, 13.3 percent and 14 percent unemployment, respectively, in December, according to the Oregon Employment Department.


Unemployment claims for Deschutes County shot up to a seasonally adjusted average of 4,133 per month in the fourth quarter from 3,032 in the third quarter, according to Duy’s data.


Nonfarm payrolls, meanwhile, remained steady, which is unlikely to continue in the first quarter of 2009 due to the high number of jobless claims, Duy said.


Duy’s report was completed before revised data was released earlier this month by the Oregon Employment Department that showed a much gloomier picture of job growth in the region.


In previous reports, Deschutes County’s employment picture remained soft, with 0.9 percent job growth in 2008. But the revised data posted Feb. 12 on the agency’s Web site, www.qualityinfo.org, showed a 3.9 percent job loss in the county and monthly job losses dating back to December 2007, said Stephen Williams, the region’s economist and a Salem-based usability analyst for the Employment Department.

December 2007 marked the official start of the recession, according to the National Bureau of Economic Research.


Almost every industry in the county lost jobs in 2008, Williams said.
“It shows the picture that people are feeling,” Williams said.

“This finally reflects the sense of what’s going on in the community.”


Construction was hardest hit in the county, losing 2,000 jobs in 2008.

The job losses brought the county’s construction employment down 25 percent, or down to 6,070 jobs, about equal with its 2004 numbers, Williams said.


Manufacturing lost 240, or 9.6 percent of its jobs, in 2008, while professional and business services lost 300 jobs, or 3.9 percent.


The only sectors to gain jobs were education and health services, leisure and hospitality, and government, Williams said.


The new data was “astonishing,” said Roger Lee, executive director of Economic Development for Central Oregon, which promotes business recruitment and retention.

He was skeptical about the state’s employment data, which changed from only one month of job declines in 2008 to every month showing job declines back to December 2007.


“When you go from modestly positive numbers to fairly severe ones, that’s a shock,” said Lee, who called the fourth-quarter economic collapse “historic” in its scope.


“It came down to the collapse of the credit markets, which trickled down locally to the aircraft industry,” he said, referring to layoffs locally at Cessna Aircraft Co. , which started to take effect in January.

“We had been projecting growth for 2009. But all of a sudden the credit crunch came along and Wall Street had its issues.

People did not feel nearly as wealthy as they once did.

Overall, the wealth of the nation has taken a … dive.”


Lee predicted a slow recovery, contingent upon a revival of the credit markets. “2009 is going to be largely a contractionary year,” he said. “But I think the region will start to emerge in 2010.”

Duy was not surprised by the revised data, saying job losses would be reflected in declining payrolls in the next index.


The region’s economy will stabilize with small increases of activity across multiple industries, he said. “There is no magic bullet for the region’s recovery.”


December was an “absolutely brutal month” for Central Oregon tourism, said Alana Audette, president and CEO of Central Oregon Visitors Association, which promotes tourism for the region.

Room-tax collections for the city of Bend and Deschutes County dropped 28.6 percent and 18.6 percent, respectively.


It was a wake-up call for the industry, which expected bad but got much worse, Audette said.


“We were doing OK and it’s not that we didn’t see it coming,” she said. “But December was the month where we learned that weather plays a tremendous role in our success as a visitor destination. The state was seeing a lot of layoffs, and combine that with brutal weather conditions … that made accessing our destination very difficult.”


Realtors are hopeful the region hit bottom in the fourth quarter.

2008 was a painful year for the region’s Realtors, builders and mortgage professionals and has resulted in a thinning of the ranks of real estate brokers, said Wendy Adkisson, principal broker with The Garner Group Realtors and Development LLC, in Bend.

Adkisson is on the Central Oregon Association of Realtors board.


The number of licensed Realtors in Central Oregon dropped from about 2,129 in January 2008 to 1,477 on Feb. 19, a 30.6 percent decline, according to Central Oregon Association of Realtors.


Those brokers who are still active are seeing sales pick up as prices decline.


The first quarter of 2009 is on pace to match the first quarter of 2008 in sales, Adkisson said. “We’re just excited to be even.”

Median sales prices, which were $396,000 in Bend in May 2007, have fallen to $227,500 in the first 1½ months of 2009, according to data from the Central Oregon Association of Realtors. That’s a decline of 42.5 percent.

“The truth is we have taken a huge hit from our highest price point,” she said. “I wouldn’t want to swear that we are at the bottom, but I think we’re at a trough.”


At least half the 2009 sales have either been short sales, in which a home is sold for less than the amount owed on it, or sales of bank-owned property, Adkisson said.

We’re down inventory-wise because for the most part we’ve got sellers who are realistic about where they need to be if they want to sell,” she said.

“You can buy a nice house for $150,000. That may be a blessing for all of us.”


After the downturn, Central Oregon — and the rest of the country — will emerge looking very different, Duy said.


“There is a tendency for people to think that their boom was somehow unique, but the growth that occurred the last five to six years was fueled by credit intertwined with an asset bubble,” Duy said.

“We’re moving to the other side of that. You have to think what the world’s going to look like in the absence of that credit growth. Even when you get to the other side of this, you won’t have the factors that were responsible for this surge in consumer spending.”

The End of an Era

Pretty bleak.

But what's funny, is you can still smell a whiff of hope there. A whiff of, "We'll be back to bubble times again, if we just believe!"

Of course that's ludicrous. And Duy, for once, hit's the nail on the head in his final sentence: We're in uncharted waters here. Bend has Never, in modern history, faced an economic climate like it does now.

You can see why Hollern sees Bend Exceptionalism as the New Enemy. Exceptionalism doesn't sell houses. Exceptionalism doesn't sell anything. We're looking at the complete destruction & meltdown of this place, and The Doctrine of Bend Exceptionalism (ie Drinking The Kool Aid, We Are God's Chosen People) is the root primary cause.

RIP: The Doctrine of Bend Exceptionalism.

OK, some final ideas. I find myself over at Jesse Felders My Back Pages blog fairly often, and I think it's fair to say that he is Up on the stock market.

And maybe for good reason. For the First Time In Modern History, the DJIA is DOWN over 50% from it's peak. We came close in the 70's. But I don't think we made it to -50%.

Even some unquestioned dogma is starting to look shaky:

A Bigger Bargain Than Buffett Bought


One of the complaints people made about Warren Buffett's investments in financial companies last year was that regular investors weren't able to secure similar terms for their own portfolios.

In 2008, Buffett invested in companies like Goldman Sachs and General Electric receiving preferred stock that pays a dividend of 10% and warrants to purchase common stock at a set price.
Well those people should take a second look. Right now, regular investors can secure terms even better than the Oracle of Omaha.

GE common stock currently trades at a 50% discount to the strike price on Buffett's warrants AND currently pays a dividend yield significantly greater than 10% (this may be reduced in the near future, however, to help maintain GE's AAA credit rating).


People are starting to question Buffett and whether he's lost his touch.

People are starting to question "Buy & Hold" as a philosophy.

This only happens after severe losses. And it has ALWAYS been a Great Harbinger of a Time To Buy.

And I largely agree with Jesse on a lot of points, and I actually do think that stocks can & will represent value someday.

But I'm starting to wonder just how long that will be. I think I'm a lot like Felder, in that I and much of the Vast Contrarian Stock Buying Contingent in this country, people that think they're smarter than the herd, just may have it wrong. Terribly Wrong.

I know I have. My IRA is a shriveling prune of investment crap at this point. And I bought well off the highs.

I think we're looking at our Black Swan moment. The time when we say It's Different, and unlike the past 20X when the herd all said this, this time it actually IS DIFFERENT.

Look at Japan. After topping out near 40K, the Nikkei today sits near 7,400, or down 81%.

Sometimes IT IS DIFFERENT. Sometimes Buy On The Dip is a TERRIBLE IDEA. Even when it's a historic dip. Even when it's a down 50% dip. Buying the Nikkei at 20K, 50% off the top, would have been buying a historic dip... and a TERRIBLE IDEA.

I'm wondering if my own predilection to buy in the DJIA 5,000's will be usher in yet another round of punishment. Because I agree with Felder: When compared to historical markers of value, the US Stock Market is plumbing historic lows.

But that's exactly the nature of Black Swan events: They blow away historic expectation. They're something you've never seen before.

And I've said it before: This will end worse than anyone thought possible, even me.

Are housing consumers suffering from some form of “market psychosis”?

During the recent boom years in 2003-2005, sellers were calling the shots – dictating prices and terms to multiple bidders who were knocking down their doors in many markets.

Today, with the real estate market slowing in many parts of the country, all the market fundamentals show that buyers are now in the driver’s seat. Consider the facts: prices are competitive, interest rates are very affordable, there are plenty of homes in all price ranges to choose from and sellers are ready to bargain.

So why are many prospective home buyers having second thoughts?
It appears they are letting emotions overtake common sense. For instance, many home owners who are looking to sell and trade up to a better house are hesitating because they have seen the value of their current home drop from peak levels.

“If my neighbor sold his house for $250,000 six months ago, why should I have to settle for $225,000 today?” But waiting out the market to recoup a $25,000 “loss” could prove to be a poor decision.

While the value of the buyer’s house may have fallen, that so-called loss has probably already been more than offset by a reduction in the price of the home he is thinking about buying. Furthermore, if he waits too long, he may lose out on the price advantage that currently exists.

First-time home buyers who are choosing to “play it safe” and keep renting are essentially postponing the opportunity to build household wealth. Also, in the current marketplace, with rental vacancy rates tightening, they can probably expect to see a healthy increase in the rent they pay. No one can accurately predict the peaks and valleys of the housing market. If you sit on the fence and wait for the absolute best deal, you could end up literally waiting for years, and in the meantime miss out on the opportunity to become a homeowner while prices are moderating.

Not to be overlooked are the tremendous tax benefits received by homeowners as they accumulate equity in their homes. History shows that buying a home is one of the very best financial investments available to a typical household, and a relatively small downpayment enables the buyer to see appreciation on the entire value of the property.

Though local housing markets periodically adjust according to overall economic conditions, over the long term real estate has consistently appreciated. On a national level, home appreciation has historically risen 5-6 percent annually. At that rate the value of a home doubles every 13 years. Not only is homeownership a stepping stone to a future of financial security, it provides a permanent place to call home and enormous personal satisfaction.

In today’s housing market, the real risk is in waiting to buy a home. We know that interest rates are low today. We know that home prices are leveling off and even declining in some markets. We know that there are plenty of homes on the market to choose from. We know that sellers are willing to bargain. And we know that builders are willing to offer attractive incentives to get your business.

Any or all of these favorable variables could change for the worse six months from today.

DEJU-VU time, and FOR the RECORD it was 'NEVER' buster that suggest that UMPQUA had anything to do with 'ordering mob hits', what BUSTER said was that back in 1987 'hit-orders' were commonly placed on people who had lost a lot of RE POOL MONEY.

What is interesting to NOTE is that we now KNOW that UPQUA is the OWNER of our new city-hall, thus its now important to revisit WHY the MOB must run the town from ROSEBERG, they got LOT's of MOB MONEY at stake, ... MAJOR fucking stake-holder.

A more interesting thing would be the insurance angle, especially in these cases of accidental death. Quite often on these BIG RE-POOL deals the mob takes out insurance policy's, in event of loss of money, your-out, and they collect. It's always been the honorable thing to do. It would be interesting if we could find out if DR. SHIRE who accidentally took a swim down Benham Falls, had lots of insurance by third partys??

McDonald and his wife, Jan, had taken full ownership of the project in May with the hope they could sell it, Jan McDonald said Wednesday.

Jan McDonald is trying to sell the 14 developed lots, one house and additional land before the 6-acre property goes to public auction in December, she said.

The family owes Umpqua Bank $3.4 million on the project, according to the default notice.

The notice also names Meyers as a guarantor.

But Buster raises an interesting alternative: These are bank ordered mob hits.

There are people in the World who DO think that when you owe them money, and you don't pay, that your life is forfeit. And it'd be easy to do & get away with:

"Listen, you either pay up, or I will kill your wife, your kids, and everyone you know. And if you say one word, I kill 'em all. Now, you get me that money, or that's it. You either do the right thing, or we will. You savvy?"

I don't know. That sounds Real Strange. First, jumping off a waterfall is not a guaranteed suicide. A lot of times it's just a severe "hobbling".

And read the article: Doctor's body found below Benham Falls. Look for the word "died". Not there. Look for "suicide". Not there. "Killed", ditto. "Jumped", ditto. "Drown", same.

There's no mention of any sort of CAUSE OF DEATH. He was just FOUND. How was he found, in what state? Well, search for the word "dead", and of course you can't find it. But certainly, he "died", right? Well, you won't find that word in the piece, so possibly he survived.
His body was just FOUND, and there is no mention of him being "dead", or having "died", or having "drown", or having "jumped", or anything else. Fuck, maybe he jumped from an airplane, and his chute didn't open. Hard to say, cuz the Bulletin MAKES NO MENTION OF ANY FACT WITH RESPECT TO THIS MANS DEATH. None whatever. What do they say?

There's a LOT of money being lost, and it would not surprise me in the least that deluded RE speculators would approach some seedier types to do a refi, to bridge the financing gap & keep a project alive.

People have started dying over RE in Bend, and you shouldn't just accept the word of the local media, who essentially won't even acknowledge that a death has even occurred.

According to Mr. Reinhart, the Bend Bulletin did get paid for the ad. Therefore, this transaction (491087) cannot be an in-kind contribution from the Bend Bulletin.

It was probably a 'slip of the wrist', somebody wanted it both ways, the $4k, and the $100k, fairly good chunk of money, so they wanted to 'write it off' as an advertising, having it both ways, covering bases with elections and a tidy ad cost write off deduction on cost-of-goods-sold.

A racket only a tax consultant would love.

Odd? Twain says truth is always stranger than fiction, fiction has to make sense.

What's even odder to me is 1) it is by far the biggest chunk of funding received by BB PAC, almost equal to the sum of all other funding, and Troy Reinhart, who filed the paperwork, does not remember the details, and 2) the BB PAC does not list giving the ad to the four candidates in their filings.

I'll try to get a copy of the ad at the library later today. Seems like a good update to bendgazette.com, along with anything I get from Nancy over at the SoS office.

Prices fall 14.8% in past year as foreclosures flood market

WASHINGTON (MarketWatch) - Sales of pre-owned homes dropped 5.3% to a seasonally adjusted annual rate of 4.49 million in January, the lowest sales pace in 12 years, the National Association of Realtors reported Wednesday.
Sales are down 8.6% in the past year, the industry trade group reported.

Sales were lower than the 4.80 million pace expected by economists surveyed by MarketWatch. Lawrence Yun, the chief economist for the real estate group, said some potential buyers held back in January out of uncertainty about what incentives might be included in the Obama administration's stimulus plan.
Yun said the $8,000 first-time home buyer tax credit and other measures to stabilize mortgage rates would probably boost sales by about 900,000 this year.
About 45% of sales in January involved so-called distressed sales of homes in foreclosure or short-sales by homeowners who sell for less than what they owe, Yun said.
Buyers are flocking to the distressed properties for deeper price discounts, he said.

The median sales price fell to $170,300, the lowest in nearly six years and down 14.8% compared with a year ago. That's the second largest year-over-year price decline on record.
The inventory of unsold homes fell 2.7% in January to 3.6 million, representing a 9.6-month supply at the January sales pace. Inventories generally rise in January; the inventory data are not seasonally adjusted. About a quarter of homes on the market (about 900,000) are distressed properties, Yun said.
The realtors track only homes offered through the multiple listing service. Many foreclosures are handled through auctions or are being held off the market until prices improve.

Sales of single-family homes dropped 4.7% to a 4.05 million annual rate. Sales of condos fell 10.2% to a 440,000 pace. Sales of single-family homes are down 7.1% in the past year, while sales of condos are down 20.3%.
Sales fell in three of four regions and were unchanged in the West.

CACB is seeing huge volume selling this AM. Last time there was this much, was the Unusual Case of last September.

In a 2 day period last Sept, CACB spiked from $8 to around $19 on huge volume. It then began a massive implosion, that basically continues to this day.

In the last 13 months, the number of unemployed people living in rural America has increased by 297,000. All but 15,000 of those jobs were lost in one month, December 2008.

The recession came to rural America in December and by the time the month ended more than 282,000 jobs were gone.

The jobs lost in rural counties in December 2008 dwarfed the losses of the previous year. During the first 12 months of the current recession — from December 2007 through November 2008 — rural counties lost just under 15,000 jobs.

In December 2008 alone, however, the nation’s 2,048 rural counties lost 282,000 jobs, according to figures from the federal Bureau of Labor Statistics.

More than nine out of ten of the jobs lost in rural America since the beginning of the recession disappeared in one month — December 2008.

Jobs losses were enormous in all parts of the country in December. Urban counties lost 858,000 jobs in December and exurban counties lost 119,000 jobs in December 2008. Half of all jobs lost in the United States over the last 13 months vanished in December.

The job losses were distributed across the rural U.S. The map above shows one month increases in unemployed workers in rural and exurban counties. (Urban counties are in white.) The darker the brown, the higher the percentage increase in unemployed between November and December 2008. Green counties reported a decrease in unemployed workers in December.

The greatest increase in the number of unemployed in December was in Shelby County, Missouri (in red on the map). The county had 173 unemployed residents at the beginning of December and 322 at the end of the month — an increase of 86 percent.

The largest percentage increases in the number of unemployed workers can be found in counties in the Great Plains. Large sections of rural Texas, Kansas and Illinois showed decreases in unemployment in December.

Texas was the only state in the country to have an increase of jobs in its rural and exurban counties — and that was a miniscule 131 jobs.

(For this study, the Yonder used the Bureau of Labor Statistics “local area unemployment statistics.” This data includes information from household surveys as well as reports from employers. National unemployment figures are typically based only on reports from employers. For an explanation of how the data sets differ, go here.)

Looking only at rural and exurban counties, Michigan had the highest unemployment rate of any state in the country, at 11.5%. (See chart below for all the states.) Rural and exurban counties in Michigan lost more than 25,000 jobs in December, the most of any state.

Oregon, South Carolina and California also had double-digit unemployment rates in their rural and exurban counties in December. Twenty-two states had unemployment rates in their rural and exurban areas that were higher than the total U.S. average of 7.4% in December.

The lowest unemployment rates in rural America could be found in Wyoming, North Dakota, Nebraska, South Dakota and New Hampshire.

The December unemployment report hints of troubles ahead for states that currently have relatively low numbers of jobless. The number of unemployed jumped over 21% in Iowa, a state with only a 5.3% unemployment rate in its rural and exurban counties. North Dakota has the second lowest rural unemployment rate in the country — but the number of jobless increased by 20% in December.

The highest unemployment rates in rural America were concentrated in Michigan. Twenty of the 50 rural counties with the highest unemployment rates were in Michigan. See chart below for the 50 rural counties with the worst unemployment rates for December 2008, and what their unemployment rate was a year earlier.

Reasons for the spike in unemployment varied from region to region. Northeast Indiana, for example, is home to a cluster of recreational vehicle makers. As fuel prices soared, credit disappeared and the recession took hold, RV makers began laying off workers or shutting down business entirely.

Rural Lagrange County, Indiana, near the center of the RV manufacturing cluster, had only a 5% unemployment rate a year ago. In December of 2008, however, its unemployment rate had soared to over 15%. And the job losses continued in the region as more layoffs were announced in early February.

Similarly, houseboat makers have clustered on the lakes in southern Kentucky and east Tennessee. These manufacturers. who make boats that can cost up to $500,000, have seen their business plummet. The companies have laid off workers, according to Bill Estep of the Lexington (Ky.) Herald-Leader, or closed entirely.

Exurban counties have been hard-hit, too. Below is the list of the 50 exurban counties with the highest unemployment rates in December 2008. (Exurban counties are within metropolitan areas but still have a high proportion of residents who live in rural settings.)

Lost backpack leads to heroin bust

BEND, Ore. – A backpack containing syringes, balloons and cotton swabs left at a local bank last December led to a two-month investigation into the owner’s possible involvement with dealing drugs, and culminated this week with the arrest of a 25-year old man after undercover officers purchased $3,400 worth of heroin from him and raided his northeast Bend residence, detectives reported.

According to a news release prepared by Bend Police Lt. John Gautney, working with the Central Oregon Drug Enforcement (CODE) team, undercover officers allegedly purchased heroin on several occasions from Brian Chapman Bushnell, 25, after his backpack – which also contained a paycheck stub -- was found at a Washington Mutual branch on NW Franklin Avenue.

Detectives earlier this month executed a search warrant at Bushnell’s residence at 63833 Hunters Circle and he was later arrested, Gautney said. Packaging material, weight scales and a small amount of cash was discovered.

More than 13 grams of heroin were “removed off the streets of Bend”, the lieutenant said. The estimated street value of the illegal substance was estimated at $3,400.

Bushnell was lodged in the Deschutes County Jail on Monday and was charged with unlawful delivery of heroin.

The investigation is continuing and more arrests are anticipated, Gautney said.

The sad thing is Bolger probably worked hard building his biz (F&M), and probably thought that CACB would hold (>$10/share), ... How would he have known he would lose 90% of his life capital in a few years? Who could have guessed?

But Idaho was all on Bend Kool-Aide, and thus everybody's a loser.

Hi Bruce,

Good detective work. However, quite ironically, right after I contacted you yesterday, Jennifer High called me. She had just received my email. Iverson Group paid for the Bend Bulletin ad. So actually, the only thing wrong is that the committee showed the wrong contributor. They did report the transaction showing Iverson Group as the agent, but Iverson Group is actually the contributor and the agent. Jennifer assured me that they were not trying to hide anything, they just didn't understand how to report it.

So what happens now is that Jennifer will amend this transaction to show the correct contributor. When a transaction is amended, it gets a totally new transaction ID number so you will not be able to access it by the old ID number once it is fixed. She will also have to do two other transactions - One with the subtype "Expenditure Made by an Agent" to show how much the Iverson Group paid the Bend Bulletin, then another transaction showing the amount of Management fees. The management fees are either in-kinded or part of the expenditure made by agent if the full $4,000 was not paid to the Bend Bulletin.

At some point, the committee will get a proposed penalty notice from us because whenever you change the amount of a transaction or the name of the contributor/payee after the due date, the transaction is then subject to late fees. We have not yet penalized for anything in Orestar - we are still working on a system for that so it could be next year.

Also, just a note: Jennifer is also the one who enters transactions for the other two committees you inquired about - Central Oregon Association of Realtors PAC and Central Oregonians for Affordable Housing. She assured me that she has very detailed records of all contributors and that no one in the miscellaneous category has gone over $100 in a calendar year. She would even welcome an audit. However, we do not do that without just cause, which means someone has to file a complaint with some kind of evidence.

Something still smells...I'll follow up more later. One question is who paid the Iverson Group so they could pay for the as? BB PAC simply didn't have the cash. And the Iverson Group isn't known to make contributions in any case I've seen.

Yep, that's what Nancy said--the candidate filings got it right. The BB PAC filings were mistaken or incomplete or something.

Check those lists of candidates--anything that says expenditure is the candidate giving money to the BULL, Iverson, or whatever. If it says contribution, then the money is going TO the candidate or PAC.

Now when you look again, do you see the Iverson Group make any CONTRIBUTION of any kind?

I don't. Yet that is what Ms. High is claiming they did for BB PAC--contributed $4000 and bought a full page ad with it.

HB couldn't find that ad either? I just went through every issue of the BULL from the first Saturday in Oct. 2008 to election day and couldn't find it either.

The $625 contributions are fully accounted for by both BB PAC and the candidates. BB PAC paid Flexforce $2500 for people to take around flyers and hang them on doors, etc. and then made an in-kind donation of those employees time equally to the Chosen Four.

It's the BULL ad that is murky. The Chosen Four all show an in-kind contribution of $1000, for a total of $4000 which was for a full page BULL ad according to the amended filing from BB PAC. This ad was listed as an in-kind contribution from the BULL in transaction #491087.

Now Ms. High claims that the filing should have stated that the Iverson Group actually purchased the ad space and donated it to BB PAC, which then donated it to the Chosen Four. This would then be amended to show the Iverson Group as both agent and contributor.

It seems that the BB PAC simply didn't have the resources to buy that ad, so someone paid for or donated it. And trying to find a copy of the ad is proving troublesome.

However, quite ironically, right after I contacted you yesterday, Jennifer High called me. She had just received my email. Iverson Group paid for the Bend Bulletin ad. So actually, the only thing wrong is that the committee showed the wrong contributor. They did report the transaction showing Iverson Group as the agent, but Iverson Group is actually the contributor and the agent. Jennifer assured me that they were not trying to hide anything, they just didn't understand how to report it.

Uh-huh. And I am the missing Princess Anastasia.

Six candidates are vying for three Prineville City Council positions this November. Incumbents Gordon Gillespie, Steve Ilk and Betty Roppe are all seeking re-election, while newcomers Kendal Huestis, Bryan Iverson and James MacDonald are hoping to get a chance to lead the city. The top three vote-getters win. All candidates have cited the economic downturn as a major concern. In Prineville, city councilors serve four-year terms and are not paid. Incumbent Mayor Mike Wendel, who is unopposed, said he’s running again in hopes of seeing several projects that he worked on during his first two-year term come to fruition.

With the Les Schwab headquarters leaving Prineville and the city manager let go and suing, the new Prineville City Council will have some old problems to deal with. Prineville needs sharp leadership and steadiness as it faces the jolts to its economic base and city government.

Six candidates are running for the three open seats this election. We believe the best for the job are Kendall Huestis, an electronics technician; Steve Ilk, a retired Port Angeles, Wash., police chief; and Bryan Iverson, who owns a marketing and development firm in Prineville.

They mirror each other in their commitment to keeping a close watch on the city’s budget and ensuring the city focuses first on providing essential services.

Huestis is a Navy veteran and has demonstrated his commitment to serving Prineville. He’s been on the city and school district’s budget committee, learning the finances. He is worried that the current City Council lost credibility with the community over the firing of the city manager. He puts a strong emphasis on restoring it by making it clear to the public why each council decision is made.

Ilk has been serving on the City Council since last year and had been on the city’s budget committee before that. From his experience as a police chief in small-town government, he will be a valuable asset as the City Council must make decisions about public safety and other challenges.

Iverson has less experience in actual government but has served as an advisory board member to Economic Development for Central Oregon and has been active in the Crook County Chamber — he currently is the president-elect. He can be counted on to push the City Council to find ways to encourage more businesses to locate in town and ensure city government is not putting unnecessary burdens on existing businesses.

The other three candidates all have notable strengths. They simply didn’t do as good a job of giving us reasons to endorse them. We recommend Huestis, Ilk and Iverson.

NEW EDCO LEGISLATIVE COMMITTEE TO TAKE UP STATE & REGIONAL ISSUES IMPACTING BUSINESSES & ECONOMIC DEVELOPMENT
A newly formed Legislative Committee has been assembled by EDCO to focus on some strategic policy and political issues which could have a direct impact on businesses and economic development in the tri-county area. Those serving on the committee are Angela Jacobson, Pacific Power; Bryan Iverson, The Iverson Group; Darrel Deglow; Compass Commercial; Matt McCoy, COCC; and David Schlatter, Menefee & Associates. The committee is also seeking a member or members from the traded sector (manufacturing & technology) to provide some perspective on legislative and other policy issue impact on their business. The group will be seeking to coordinate whenever possible with other legislative efforts with the area Chambers of Commerce, Central Oregon Cities Organization, (COCO), higher education and other groups which already have action groups working on issues. Key topics that have come up thus far include the importance of expanding UGBs for all development uses. No, just realize we have different income tools. I'm not dependent on Bend for 90% of our income.

You are the one who stated that spending a few hours listening about how our city plans to spend several million dollars, and then 15 minutes looking through a stack of newspapers is the curse of someone with a little too much time on my hands.

My position is that I actually understand finance and systems--i.e. Sonia was explaining very coherently the process of look-back and projections concerning overhead costs on JR today, and someone said "this is when we stop asking questions..."--and everyone laughed, but it's just really not that fucking hard. Pay attention. Build the model in your head. Simple.

You ride me about crap like that, and I'll bully you into the ground. So you better have a good reason, not just a BS comment.

Swaps Need Regulation After Bank Losses, Gensler Says (Update1)

By Ian Katz and Tina Seeley

Feb. 25 (Bloomberg) -- Gary Gensler, the nominee to head the Commodity Futures Trading Commission, is dogged by a decade- old debate with former Chairman Brooksley Born over whether to regulate private derivative contracts blamed in part for $1 trillion in global bank losses.

The Baltimore native, then working for Treasury Secretary Robert Rubin, was on the side that opposed oversight by the CFTC, the watchdog for $5 trillion in commodity and financial futures.
Since President Barack Obama nominated him Dec. 18, Gensler has been working to convince members of Congress that he is now ready to expand the agency’s regulatory authority to include $28 trillion in credit-default swaps and other derivatives.

“The stakes are very high,” said Andrew Lowenthal, a lobbyist with Porterfield & Lowenthal LLC in Washington and former CFTC chief of staff. Lawmakers “want to understand where Gary is going to come from. There are a lot of tricky issues.”

At his confirmation hearing today, Gensler, 51, told the Senate Agriculture Committee that “we must urgently develop a broad regulatory regime for over-the-counter derivatives markets.” Credit-default swaps “will also require further regulation,” Gensler said.

Before today’s session, Committee Chairman Tom Harkin, a Democrat from Iowa, wanted to ask the nominee about why he hadn’t supported oversight in the past and why the Treasury didn’t heed Born’s cautions that unregulated derivatives posed a danger to the economy, Harkin spokeswoman Kate Cyrul said. Harkin said in an interview with Bloomberg Television today that he has “lingering questions.”

Higher Stature

If approved, Gensler would run the agency most likely to regulate the swaps and other derivatives he helped exempt in 2000 commodity futures legislation, according to Peter Wallison, a former Treasury Department general counsel who is now a senior fellow at the Washington-based American Enterprise Institute. That new assignment would raise the stature of a commission little-known outside Washington, he said.

A bill that taps the CFTC to regulate these complex contracts was approved by the House Agriculture Committee this month.

Gensler declined to comment for this article because of his confirmation hearing.

As chairman, Gensler also would serve on the President’s Working Group on Financial Markets, along with Federal Reserve Chairman Ben S. Bernanke, Treasury Secretary Timothy Geithner and Securities and Exchange Commission Chairman Mary Schapiro. The committee makes recommendations on how to keep markets functioning and will be the administration’s forum to debate new regulatory architecture, according to James Cox, a law professor at Duke University in Durham, North Carolina.

Regulation Forum

Because of the government’s expanding role in the economy, the group “is going to be even more important than it has been,” Cox said. “Financial planning is at its zenith. The knitting of the sweater that emerges will be done at the President’s Working Group.”

First, Gensler must convince Congress that his attitude toward regulation is closer to his work on the 2002 Sarbanes- Oxley Act toughening corporate governance rules than the 2000 Commodity Futures Modernization Act, which he also helped shape.

“That bill is, rightly or wrongly, perceived as being a contributor to the current financial crisis,” said Craig Pirrong, a finance professor at the University of Houston, referring to the CFMA. “In this environment, that’s not the most favorable association.”

In recent weeks, Gensler has been trying to convince members of Congress and critics he’s ready to tackle regulation of futures markets convulsed for the past year by increased speculation, volatility and record high prices.

Meetings With Born

Gensler met with Born a couple of times and spoke with her on the phone to discuss the job and get advice, people familiar with the matter said. The meetings don’t mean Born supports Gensler’s nomination, they said, although one noted that it appeared he had “evolved” his views on regulation.

Born declined to comment on the nominee’s chances for confirmation or whether she supports him.

In the weeks since his nomination, Gensler has answered pages of questions from Democratic senators on the CFMA legislation, the role of speculators pushing up commodity prices and whether he supports a merger of the CFTC and SEC.

Among those who questioned Gensler is Senator Maria Cantwell, Democrat from Washington. She blocked Walter Lukken, President George W. Bush’s choice to head the CFTC, from ever being named anything more than “acting” chairman. Unlike Lukken, Gensler agrees with Cantwell that speculators contributed to the run-up in commodity prices.

‘Excessive Speculation’

“I believe that excessive speculation in commodity futures can cause sudden or unreasonable fluctuation or unwarranted changes in commodity prices,” Gensler said in responses to questions from Senator Carl Levin, a Democrat from Michigan.

The stance helped Gensler with the Petroleum Marketers Association of America, a federation representing 8,000 companies that sell home heating oil, gasoline and other petroleum products. The group has complained to Congress about “excessive speculation” that it claims drove up energy prices.

“We certainly had questions, unanswered questions, about where Gensler would fall regarding the desperate need to reform the commodities market,” said Sherri Cabrera, PMAA vice president. “Gensler suggested that he does support far more regulation now than he used to, that anyone who has lived the last five years has to see the need for that.”

Gensler also discussed the issue with Michael Masters, a hedge fund manager who has criticized the role of speculation in last year’s commodity price rises.

Reaching Out

“The CFTC in the past has said speculation did not cause price movements, which is quite frankly laughable,” said the president of Masters Capital Management in Atlanta. Masters met with Gensler earlier this month at the Hotel George in Washington after the nominee “reached out” to him.

“That he acknowledged what speculation did publicly is quite important,” said Masters, who isn’t ready to back him yet. “It’s a good start.”

Gensler managed to convert House Agriculture Committee Chairman Collin Peterson. The Minnesota Democrat threatened to “take his head off” until White House Chief of Staff Rahm Emanuel made a personal plea for restraint, Peterson said.

After several meetings with Gensler, Peterson is ready to endorse the nominee.

“I am very comfortable with him at this point, and think he should be confirmed,” he said. Peterson didn’t say what in particular Gensler said that swayed him, and didn’t respond to requests for comment this week.

SEC-CFTC Merger

Senators also submitted questions to Gensler on whether he supports the notion of merging the CFTC and SEC -- an idea championed by Treasury Secretary Henry Paulson under President George W. Bush’s administration. Gensler has responded that he wouldn’t support a merger if it would impair the CFTC’s ability to regulate.

Gensler has been working in and around Democratic politics since 1997, when he quit Goldman Sachs Group Inc. to join the Treasury under Rubin, the investment bank’s former co-chief executive officer. Gensler stayed on as undersecretary to Rubin’s successor, Lawrence Summers, who was in place when the CFMA was passed and is now Obama’s National Economic Council director.

After Enron Corp.’s massive accounting fraud surfaced in 2001, Gensler volunteered to serve as a senior adviser to Senator Paul Sarbanes. He eventually worked on the Sarbanes- Oxley Act, one of the most sweeping corporate oversight laws passed since the SEC was formed in 1934.

Wall Street Savvy

Gensler is a “tremendous problem solver” and has “very good political antennae,” Sarbanes, 76, said in an interview. “His experience in New York has given him an expertise, an understanding of complex financial matters, which is extremely helpful when it comes to asking, ‘How do you regulate these activities?’”

Sarbanes-Oxley defines Gensler more than the 2000 commodity futures act, said Bart Chilton, a Democrat currently serving as one of five commissioners at the CFTC.

“If you just take one bill in isolation, it’s really a disservice to his portfolio of accomplishments,” he said in an interview.

A father of three daughters, Gensler lost his wife to breast cancer in 2006. The Wharton School MBA has run marathons and a 50-mile ultra-marathon race, according to race results posted online. At 30, he became one of the youngest partners at Goldman Sachs.

Clinton Adviser

Gensler, one of Hillary Clinton’s senior advisers during the presidential primaries, was snapped up by the Obama campaign after she conceded. Two weeks after the election, he was working on the 10th floor of the SEC building as the president’s point man to evaluate the agency.

In 2002 he co-wrote “The Great Mutual Fund Trap: An Investment Recovery Plan,” examining the “failings” of the mutual fund system. The book, written out of frustration at low government-pension returns, recommends index-fund investing to avoid the “perfectly understandable mistake of trusting experts” who try to outperform the market.

Gensler had at least $15.5 million last year in investments and assets, mainly in bonds and stock and index funds, according to financial disclosure forms filed with the U.S. Office of Government Ethics. His total includes $100,001 to $250,000 in restricted stock he is to receive from Strayer Education Inc. for his work as a board member.

Strayer Board

Strayer is a holding company for a university with the same name that offers working adults undergraduate and graduate degrees via the Internet or in facilities in the eastern U.S. The Arlington, Virginia-based company also paid Gensler $89,660 for serving on the board and as chairman of the audit committee. He resigned from Strayer on Feb. 2.

“He’s a good Democrat and wants to engage in these issues,” said Phil Singer, who was a spokesman for the Clinton campaign. “He could be doing a lot of things instead of taking on what will be presumably a stressful and difficult job given the gravity of the issues the country is facing.”

FBI saw mortgage fraud early

We knew that the mortgage-brokerage industry was corrupt," the first of the retired FBI officials told the Seattle P-I. "Where we would have gotten a sense of what was really going on was the point where the mortgage was sold knowing that it was a piece of dung and it would be turned into a security. But the agents with the expertise had been diverted to counterterrorism."...And Falvey said that financial executives who deliberately chose not to learn the facts about dicey mortgage-lending practices in their companies -- who chose to be "willfully blind" to such practices and the subsequent securitization of those mortgages -- could be vulnerable to prosecution for securities fraud.

Both retired FBI officials asserted that the Bush administration was thoroughly briefed on the mortgage fraud crisis and its potential to cascade out of control with devastating financial consequences, but made the decision not to give back to the FBI the agents it needed to address the problem. After the terrorist attacks of 2001, about 2,400 agents were reassigned to counterterrorism duties....Further complicating efforts to detect and prosecute mortgage fraud, banks and other mortgage lenders were making so much money from the constant churn of transactions and the continually escalating price of homes that the fraud that did arise simply didn't cost the industry enough money to raise their concerns.

"You had victim banks that would not acknowledge that they were victims," said the first retired FBI official. " 'We're not out any money,' they would say. Nothing has been foreclosed. The banks weren't reporting, the regulators weren't regulating and the FBI was concentrating on external mortgage fraud as opposed to the underlying internal problem."..."Based on various industry reports and FBI analysis, mortgage fraud is pervasive and growing," Chris Swecker, then assistant director of the criminal investigation division, said in October 2004 before the House subcommittee on housing and community opportunity.

Then Swecker made a chillingly accurate prediction of the coming mortgage meltdown and financial collapse:

"The potential impact of mortgage fraud on financial institutions in the stock market is clear. If fraudulent practices become systemic within the mortgage industry and mortgage fraud is allowed to become unrestrained, it will ultimately place financial institutions at risk and have adverse effects on the stock market."

Swecker went on to describe the scenario that ultimately wrecked financial havoc around the world: "Often mortgage loans sold in secondary markets are used by financial institutions as collateral for other investments. ... When loans sold in the secondary market default and have fraudulent or material misrepresentation ... these loans become a nonperforming asset, and in extreme fraud cases, the mortgage-backed security is worthless. Mortgage fraud losses adversely affect loan-loss reserves, profits, liquidity levels and capitalization ratios, ultimately affecting the soundness of the financial institution itself."...

Groups Try To Stop Metolius Destination Resorts

Farmers, developers and environmentalists will meet in Madras Thursday evening to discuss the hot-button topic of destination resorts.

At last count there were more than a dozen built or on the drawing board.

But as Central Oregon correspondent Ethan Lindsey reports, putting one near the Metolius River is another story.


Jefferson County residents say they feel like the forgotten step-child of central Oregon.

This rural county in Mount Hood's shadow has historically seen high unemployment and low revenues, says County Commissioner Mike Ahern.

Mike Ahern: “Jefferson County is a beautiful county of about 20,000 people. The eastern 1/3 of our county is most of the private property, and there’s a grand total of about 50 people living there, and one paved road that’s falling apart.”

To help rural Oregon develop economic strength Salem designated land in the 1980s for “destination resorts.”

Deschutes County now collects 26-(m)million-dollars in property taxes from resorts like Sunriver.

Jefferson County has no destination resorts.

But now developers have come calling.

The Metolius River rushes full-speed out of a mountainside.

It’s unique -- one of the areas mentioned by name when the state drew up its pioneering land use system back in the 1970s.

That charm is one reason investors want developments near Sisters.

Portland developer Jim Kean says the two resorts could double the county’s tax base.

His development is a self-styled ‘eco-resort’.

Jim Kean: “They thought we were these crazy greens doing this thing that wasn’t going to work. But we showed them the economic numbers on outdoor recreation and all that, and said, look you can really position your county as the outdoor recreation resort.”

In this economy, money is a siren song that’s hard to resist.

County commissioners say it’s an opportunity to create jobs and grow the property tax base.

But not everyone shares his excitement.

Eric Kancler: “The term destination resort is kind of a misnomer that gives people an incorrect impression about what’s actually being built.”

Eric Kancler is the executive director of the group Central Oregon LandWatch.

Eric Kancler: “For the most part, what’s actually being built are often-gated golf course subdivisions.”

Kancler says after the homes are built the only new jobs are low-paid seasonal help.

And the costs may outweigh the benefits.

Powell Butte is a small farming community halfway between Bend and Prineville.

Nancy Knocci: “My mother’s always said, in Powell Butte, if you can get water to it, you can raise anything here.”

Fourth generation rancher Nancy Knocci - and other landowners - are in the middle of a fight to stop a destination resort called Crossing Trails proposed for Crook County -- a place where Knocci sometimes herds her cattle down the middle of the road.

Nancy Knocci: “I’ve even had motorists come up behind me, while I was horseback, moving cattle, bumping my horses hocks, trying to get me out of the way.”

Right now Powell Butte residents are in the middle of what may be a last-ditch challenge at the state Land Use Board of Appeals.

The lesson of Crook County is not lost on environmentalists worried about the future of the Metolius.

In their corner is Democratic Governor Ted Kulongoski, who's taken steps to protect the Metolius as a ‘Area of Statewide Critical Concern.’

Richard Whitman is the director of the department of Land Conservation and Development.

Richard Whitman: “In general, our state land use programs works through local governments, but it was recognized at the outset that there might be instances that there might be threats to unique areas in the state. And so, the state looked at protecting the Columbia River gorge throughthis tool, and another area that was looked in the 1970s, was the Metolius.”

This week, the state signaled it would work with the developers to move their resorts further away from the Metolius headwaters.

There’s one problem with that plan – Jefferson County. The County has gone to court to change the zoning on the land from timber harvesting to allow destination resorts.

Jennifer High claims Iverson paid for the ad with their own money and that she is going to amend the filing that currently shows the BULL paying for the ad themselves, i.e. an in-kind contribution like the candidates filings show. Ms. High said it was REALLY an in-kind contribution from Iverson Group.

I just got another email from the SoS but haven't read it yet.

A quick bit of addition last night showed that Iverson Group made over $50K from Eckman, Green, and Eager. Some of that was passed on to the BULL with Iverson as the buying agent.

I also am rather dismayed that the SOS apparently is going to take her word for it that this was an honest mistake and not investigate further. But I guess they consider Bend politics pretty small potatoes.

Well its cuz you boyz approach it the wrong way, once you have a smoking gun, then you send the complaint to 'audit' to the Governors office, and that will get SOS off their ass, they get tons of these letters, and they're not going to work unless the governor tells them to work.

I don't personally think this is a smoking gun, if you do believe so then send a format complain and request to 'audit' to the governor, who will FORCE SOS to do their fucking job.

Anybody bother to watch Bobby Jindal's rebuttal to Obama's address to Congress? I hear he bombed big-time, although Flush Rimbowl liked it because he parroted all the stale old GOP bromides.

The poor Republicans -- once the party of Goldwater and Reagan; now the party of Jindal and Palin.

It seemed appealing and cute with the hobbit holes and Old World design touches, until prospective owners realized the prices were going to be well over $500,000 and that the fake charm would bring in not warm characters from the fictitious towns of the novel but prideful siliconed Californicators flush with bubble money and that the shops in The Shire, if ever gotten around to being built, would be run by divorced wife boutique shop owners selling $300 custom beaded T-shirts.

The recent deaths of at least three developers facing significant financial setbacks from central Oregon’s wilting housing market were investigated by police as suicides.

One of the most talked about is of Lynn McDonald, a 58-year-old former emergency room doctor who was found July 7 in the Deschutes River. In addition to grief, his wife also has to cope with the December auction of The Shire, a southeast Bend residential development designed with a Hobbit theme.

While bloggers and cocktail conversationalists are picking apart the details of these deaths trying to figure out who’s to blame, the bigger issue is being lost:

Suicide isn’t just a teen phenomenon. Depressed baby boomers facing money problems, mental illness, substance abuse, unemployment or failed romances are ending their lives in record numbers.

Among 45- to 54-year-olds, the suicide rate has increased nearly 20 percent — 31 percent for women in that age group — according to a recent five-year analysis by the federal Centers for Disease Control and Prevention.

“When we talk about a declining economy, we also need to think of it in terms of what are the health implications,” says Mark Kaplan, a Portland State University professor and a well-respected national expert on suicide. “Men are more prone to engage in self-destructive behaviors when faced with these really dire financial situations.” (oregonlive.com)

Have you ever thought that they assumed nobody would notice? That Iverson was just another agent?

Look at the money IVERSON took in, over $4k, YOU MUST SPEND the money on a campaign, perhaps he didn't perhaps he just moved the money over to the BULL. WHY BB-PAC??

Given that COAR, COBA, COAH, ... everything in BEND is all ran by the same people, BB-PAC was just another 'layer' of obfuscation.

It's clear that most 'legitimate ads' through the BULL were paid to Western-Comm (MOSS). Very few were paid to the BULL, perhaps the BULL payments are ALL 'funny'??

It's pretty clear that when you BUY an ad from the BULL, you get a bill from Western-Comm that does all their accounting. Given that why would any billing be done by the BULL? Or perhaps this wasn't billing, these were direct 'checks' written to the BULL in hard times??

The $625 contributions are fully accounted for by both BB PAC and the candidates. BB PAC paid Flexforce $2500 for people to take around flyers and hang them on doors, etc. and then made an in-kind donation of those employees time equally to the Chosen Four.

It's the BULL ad that is murky. The Chosen Four all show an in-kind contribution of $1000, for a total of $4000 which was for a full page BULL ad according to the amended filing from BB PAC. This ad was listed as an in-kind contribution from the BULL in transaction #491087.

How is it supposed to work?? You collect money in a campaign, and don't spend it? Carry over, ... but you have to account for the money.

It's not here like the person stepped down from a campaign and tossed his hat & money to his competition, as we're talking another county, albeit all BIZ is ran out of BEND.

May the 'BULL' was brought in just to make it appear the money was spent on AD's, when in fact BB-PAC was a middle-man that forwarded the money to BEND Pol's?

You know, given what I study, I should have something intelligent to say about plushies (furries, fursuits) or, for that matter, medieval bestiality: but I don't. Although I did just run across this Parisian penitential:

2) If you live in the quasi-meadhall depicted in this post, must all of your drinking vessels be horns and claw-footed beakers to go with your Viking range?
3) Do the suits of armor depicted in many of the show homes come with them, and may they be put to appropriate use when trying to annex your neighbor's land?

I believe that medievalism is just another thing to buy.

$800k is more than my professorial salary can bear, and I do wonder why we cannot resist to poke fun at someone for buying The 'Bend Shire' Swordsman. I for one don't think we--that is, we medievalists--gain anything by trivializing serfs and medieval warfare just to crack a few flat jokes.

But wait a minute – we are talking about something based on the Lord of the Rings here.

So in fact the dream has nothing to do with any real past – with any reality – but with an entirely fictional world. The website for SoB entirely conflates the two – the fictional and the supposedly real past of my country, the UK. That I begin to find worrying, even offensive – not as an academic medievalist – but as a modern British person. It is wrong for any state to create a world view – a sense of current affairs, possible futures and the best place of that state in the world – based on a fictionalised idea of what other states were and should be like. If kids growing up in the middle of Oregon are given entirely fictional views of world history like this they are being disserved in exactly the same way as if they were taught about creation but not evolution.

I have travelled in rural/suburban US – and I found the lack of knowledge of the outside world among some communities frankly disturbing – in the richest and most powerful country on the earth. Anonymous’s notion that this is all OK – that it is just a form of consumerism and no more significant than that is also disturbing. In all kinds of way consumerism can be a powerful good, but if the consumer is also an unregulated king it can also be a very powerful bad.

The Shire development is Oregon is wierd, not *just* because, as you point out, the so-called past history it points to is not "medieval," per se, but more "Lord of the Rings," which is, already, a fictional "medievalism." But did you note, when perusing website, that the developers write that the time period they are aiming for is "18th Century"? Turns out they're not really "thinking medieval" at all.

I don't in any way feel "superior" to those who either designed The Shire or who might want to live there, nor, if I *were* feeling superior to them, would my superiority be based on the fact that I am a poor academic who only has her intellect to use as a billy club against those who are more wealthy, and perhaps more conservative, than me. I, in fact, grew up on trust funds, and was also raised by a father who worked for Robert Kennedy. It's not because I can't afford to live in The Shire that I think it's an odd development, nor does my economic background predetermine my politics and ideological viewpoints. And I never, ever go around, just because I am a professor, acting as if I "know everything." I think part of the humor [or humorous barbs] pointed at The Shire development mainly just stemmed from our recognition of the sometimes absurd manner in which emblems, sites, and history of the past are appropriated in contemporary culture, sometimes with unintended moments of historical dissonance. I would rather be amused than full of vituperative, academic scorn over the matter. Anyone who knows JJC's work, in fact, is always struck by the sheer joy he seems to take in any and all subjects, past and present, and in the wierd assemblages that sometimes result in the margins between older and newer worlds, bodies, text, etc.

My only real problem with The Shire development [and if this makes me "superior," so be it] is the brand of escapism it promotes and sells; more and more, I am struck by all the ways in which, especially in America, contemporary consumer culture [whether involving fashion, architecture, eating out, cars, etc.] is predicated upon all manner of sleek [yet ultimately very thin] fantastical surfaces. I can hardly tell what counts any more as an authentic experience [sex in an alley?--haha--you would have had to have read a very vicious essay by Anthony Burgess castigating the work of Virginia Woolf for its sophisticated and ultimately empty qualities that was published umpteen years ago to get this joke--he suggested her writing would have been better if she had been raped in an alley-ouch!].

Given the horrors that daily visit those living in poverty, in prisons, etc., a development like The Shire strikes me as yet another example of our consumerist excesses gone awry. And because it very obviously and purposefully gestures toward a pseudo-medieval [albeit, also "18th-century"] past, it is of interest to those of us here at In The Middle as an example of medievalism, and as a site through which we might possibly explore what it is people find so comforting about a supposedly agrarian, rural, "peaceful" past that did not really exist the way the developers imagine it did.

I especially like her characterization of The Shire as "consumerist excesses gone awry," though so much has gone awry with respect to consumerist excess that The Shire is, well, as Karl said, "sad." There is something pitiful here, though I am aware that if I pity I install myself in a position of superiority. Perhaps such pity may be strategic more than anything. The Shire affords us the opportunity to look at the present to see how the past is being rewritten. This, now that I think of it, reminds me of Strupp's view of psychoanalysis.

At any rate, the Shire's not as bad as all that. While I might make it seem like a varient of some neo-medieval "blood and land" politics, I think that'd probably be unfair. At least it's trying. The houses might be a bit silly, but the technology they're shooting at--or at least invoking--is Green, and, in comparison to the condos where I had dinner yesterday, they're not utterly hideous. So long as they're understood as imagination, reinvention, and fun rather than, well, the nostalgia I loathe, what's not to like, a bit? I mean, apart from their (apparently) total contempt for the urban communities I love so much and the enroofment (er) of all that I so much desire in my better moments.

I have absolutely no problem laughing at The Shire. It's funny and it's sad. I mock it happily. Sue me. It has nothing to do with my political beliefs, BTW -- my guesses are that people who live there will have similar political beliefs to my own. It has little to do with the architecture -- I kind of like the Rohirrim-y house, even if it's way too big (none of these houses is all that green with that kind of square footage and open floorplans ...).

Here's why I laugh and cry:

It's Tolkein and Kinkade, represented as medieval. The developers clearly don't know when the Middle Ages were, and have mixed up all kinds of real and fictional times. Or maybe they do, and it's a joke being perpetrated on the buyers.

What they are selling, if one reads the website, is an idea of community -- of Little England. But it's not England (and did Little England ever really exist?), it's Oregon. To me, it is funny and sad that people might buy into the idea that they can get community via the trappings of (several) other cultures.

Me, I'd be perfectly happy if this were simply marketed as "hyper-expensive houses for Tolkein fans with too much money". That would be more truthful. Because there won't be the community as advertised -- there can't be. The kind of community advertised is generational and requires lots of different kinds of people in different jobs and of different social and economic classes.

For what it's worth,I also think n50 is absolutely right in the problems of remembering a created past, rather than learning about the real one. I'd take it further. Despite anonymous' objections, although I don't see myself as owning the past, I do think that, as a professional historian, I have an obligation to point out when the past is being bastardized for someone else's use. What people do with that knowledge is entirely up to them. Knowing how bad the latest King Arthur film is did not keep me from enjoying it, after all.

hb, you will love this. Just went over to the BULL (one hell of a building for the paper for a 75,000 pop town, BTW) to check out their own archives.

The last page of the local section from Oct. 28 was torn out and missing.

And, as I left, Costa left right beside me. I asked who he was, and told him who I was.

"Oh, good." or something like that. I was kind of star-studded at the moment. We discussed pictures from 12 years ago versus new pics, and what he should use.

Costa was on the 5 PM and out schedule, so he might be getting sick of this as well.

Still, when I went through that issue and pulled back the page that showed the missing, it was really weird.

The state Employment Department released the January figures Thursday. It says the unemployment rate hasn't been so high since January 1984, when it hit 10%.

The state agency says Oregon's unemployment rate has long been higher than the national average but now is surpassing it at a faster rate.

The total number of jobs fell by 14,600 - about 200 more than were lost in the previous month, when the unemployment rate jumped a full percentage point, to 9%.

One other note I remembered when I was thinking about this thing of trying to get a copy from the BULL itself: when I originally called asking for a copy of Oct. 28th, it was like "no problem-we have back copies of all issues and you can just come buy one. Let me go grab it for you."

And then the receptionist comes back and says "We don't have that one. It must have had something really popular, because we have all the issues around it. But that one is gone..."

So I asked if they had an archive of all issues I could come and look at, and they did. So I came right over, from Westside Safeway. And found the back page of the Oct. 28th local section torn off and gone.

It's just getting a bit weird at this point.

Tourism officials worried about state Senate bill

A bill in the Oregon Senate could undo a 2003 law that was passed to promote tourism across the state.

Senate Bill 440 is in its infancy and being reviewed by the Senate’s Committee on Finance and Revenue. If passed, it will do away with a law that said 70 percent of any new room taxes implemented after 2003 must be used for the promotion of tourism or tourism-related facilities, opening the door for cities and counties to divert as much room-tax money as they want to other uses.

Many tourism agencies across the state, including the Central Oregon Visitors Association, have criticized the proposal as unfair to tourism.

But the committee’s chairwoman, Sen. Ginny Burdick, D-Portland, says that the committee is a long way away from making a decision on SB 440.

“We’re not going to do anything on this issue right away,” Burdick said by phone Thursday. “But I wanted to give it a hearing.”

Both Burdick and the Oregon Association of Convention & Visitors Bureaus agree that the money generated from the 2003 law has been productive.

Visitor spending in Oregon increased to $8.3 billion in 2008, up 28 percent since the 2003 Tourism Investment Program was adopted, according to the OACVB.

Alana Audette, president and CEO of COVA, is in no rush to see a reduction in future revenue during a time of recession.

“Destinations across the country are looking to tourism to help bring them out of this (economic downturn),” Audette said. “It is absolutely the worst possible time for us to be reducing our investment in marketing because the market is more competitive than ever.”

If you're looking for work, you may have more competition to get back on the payroll than you realized. Oregon's unemployment rate has risen nearly another percentage point, to 9.9 percent.

The state Employment Department released the January figures Thursday. It says the unemployment rate hasn't been so high since January 1984, when it was 10 percent and the state was emerging from a recession that saw rates well into the double digits.

Oregon's unemployment rate has long been higher than the national average, but now is surpassing it at a faster rate.

The hardest hit industries include manufacturing, construction and logging. That's no surprise to Benjamin Barron, the general manager at WoodGrain Mill Works in Prineville.

"The industry is the worst we've seen it," he said."We've never seen anything like this before. It's been devastating to our business."

NewsChannel 21 learned Thursday WoodGrain was forced to lay off 20 employees, due to fewer orders. It's the second round of layoffs for the Prineville manufacturer this year, putting the total number of people let go to 52.

"The first round of layoffs were difficult, but as you get deeper into the organization, you have to start cutting very valuable people that have great skills, that have been with the company a long time," Barron said with a sigh. "None of the cuts are easy."

But cuts are nothing new. Over the past year, WoodGrain laid off roughly one-third of its workforce.

Across the state, it's the same picture. The total number of jobs fell by 14,600 - about 200 more than were lost in the previous month, when the unemployment rate jumped a full percentage point, to 9 percent.

Thursday afternoon, the Bend employment office was packed with job hunters.

Jan Swander of WorkSource Bend says over the past month, more people have been asking for help.

"This month, we have seen 768 new folks coming in to register for our services," she said.

Staff at WoodGrain are certain things will get better, but it may take awhile.

"We expect to start turning around in the spring of 2010, when we really start to see things trend up," Barron said.

WASHINGTON (AP) -- The economy's downhill slide at the end of last year was likely much steeper than the government initially thought and it is probably doing just as poorly now -- if not worse -- as a relentless slew of negative forces feed on each other, pushing the country deeper into recession.

American consumers -- spooked by vanishing jobs, sinking home values and shrinking investment portfolios have cut back. In turn, companies are slashing production and payrolls. Rising foreclosures are aggravating the already stricken housing market, hard-to-get credit has stymied business investment and is crimping the ability of some consumers to make big-ticket purchases.

It's creating a self-perpetuating vicious cycle that is causing the economy to deteriorate at a rapid pace. The country is suffering through the worst housing, credit and financial crises since the 1930s.

The Commerce Department is set to release a report Friday expected to show the economy contracted at a pace of 5.4 percent in the October-to-December quarter. If economists are correct, the updated reading on gross domestic product, or GDP, would show the economy sinking faster than the 3.8 percent annualized decline the government first estimated a month ago. GDP measures the value of all goods and services produced within the United States and is best barometer of the country's economic health.

"The economy kind of fell off a cliff and unleashed all of these negative downward spirals that are feeding on each other and still are," said Bill Cheney, chief economist at John Hancock Financial Services.

The new projected GDP figure -- like the old one -- would mark the weakest quarterly showing since an annualized drop of 6.4 percent in the first quarter of 1982, when the country was suffering through an intense recession.

Looking ahead to the current January-to-March quarter, economists believe it is also shaping up to be quite weak, with many projecting an annualized drop of 5 percent. Given the dismal state of the jobs market, some economists believe an even sharper decline in first-quarter GDP is possible.

"It doesn't appear as if the free-fall in the economy has slowed down at all," said Stuart Hoffman, chief economist at PNC Financial Services Group. "So far, there is no net."

Many predict the economy will continue to shrink in the April-to-June quarter -- though not as deeply -- by around a 1.7 percent pace.

To jolt life back into the economy, President Barack Obama recently signed a $787 billion recovery package of increased government spending and tax cuts. The president also unveiled a $75 billion plan to stem home foreclosures and Treasury Secretary Timothy Geithner said as much as $2 trillion could be plowed into the financial system to jump-start lending.

A massive pullback by consumers is playing a prominent role in the economy's worsening backslide. Businesses are retrenching, too.

That's left companies with bloated inventories of unsold goods, which actually adds to GDP. Some economists think those backlogs weren't as big as the government initially thought in the fourth quarter, which factors into economists' forecasts for a lower GDP reading. Even deeper cutbacks in construction and by businesses in other areas also are expected to play a role weaker forecast.

Federal Reserve Chairman Ben Bernanke told Congress earlier this week that the economy is suffering a "severe contraction" and is likely to keep shrinking in the fix six months of this year. But he planted a seed of hope that the recession might end his year if the government managed to prop up the shaky banking system.

Even in the best-case scenario that the recession ends this year and an economic recovery happens next year, unemployment is likely to keep rising.

In part, that's because many analysts think don't think the early stages of any recovery will be vigorous and also because companies won't be inclined to ramp up hiring until they feel confident that any economic rebound will have staying power.

The nation's unemployment rate is now at 7.6 percent, the highest in more than 16 years. The Fed expects the jobless rate to rise to close to 9 percent this year, and probably remain above normal levels of around 5 percent into 2011.

The last month OR had double-digit unemployment was Feb 1986, 10.0%.

This was the tail end of the incredibly brutal early-mid 1980's. First breached double digits in jan 1981, and it basically stayed there until 1986.

Lots of people think THAT can't happen again (OR Depression), but take a look: The stats don't lie. OR could easily see unemployment in the teens.

Yeah, CACB is down 10% today on decent volume.

If I was holding it here, I'm not sure I'd even sell. Anything that's around a buck will just get swallowed up in broker fees, unless you got many thousands of shares. Otherwise it's just worth holding as a lottery ticket.

It ain't Buy & Hold at this point, it's Hold & Forget. It's almost certainly going away, but on the slim chance it doesn't, it might hit $5 in 10yrs. And that's not bad.

Federal, local agencies target child sex trafficking in Oregon

by Bend Weekly News Sources

A coalition of federal and local law enforcement agencies in Oregon targeted those who sexually exploit children through human trafficking as part of a nationwide crackdown this past weekend. During an overnight sting operation Thursday, February 19, 2009, dozens of agents, officers and deputies worked to rescue child victims of sex crimes while identifying the adults involved in the trafficking. Both enforcement actions are aimed at disrupting the cycle of victimization by getting the children off the streets and at developing sufficient evidence to bring charges against the adults who are profiting from the sale of children this way.

All totaled, the law enforcement partners picked up seven underage girls and six adult “pimps” at four sites throughout the metro area. The location of the sites will not be disclosed due to on-going investigative efforts. The Oregon Department of Human Services started protective service assessments and is working to provide each child with necessary services. Officers and deputies from various local agencies took custody of the pimps, charging them with a variety of crimes. They also cited 14 adult female prostitutes and arrested three “johns” or other adult associates caught in the sting.

“It is difficult to imagine a crime more depraved than selling our children on the street for sex,” said David Ian Miller, Special Agent in Charge of the FBI in Oregon. “By working together with other law enforcement and social service agencies throughout the region, we have a chance to make a difference in these girls’ lives and in the quality of the community in which we live.”

This enforcement action was coordinated with other such efforts at FBI offices throughout the United States as part of Operation Cross Country III starting on Thursday and going through the weekend. Operation Cross Country I and II, both of which happened in 2008, led to hundreds of arrests and the rescue of dozens of children throughout the nation. This is the first time that the Portland-metropolitan area has taken part in an Operation Cross Country initiative.

As in the previous cases, these operations were the result of work by the Innocence Lost Initiative, a program now located in more than 30 FBI offices nationwide. The Portland FBI just received its approval to join the Innocence Lost National Initiative. The Innocence Lost Initiative is designed to target criminal enterprises involved in the domestic sex trafficking of children. This program brings state and federal law enforcement agencies, prosecutors and social services providers together with the National Center for Missing and Exploited Children to address the problem.

Law enforcement agencies taking part in Operation Cross Country III in the Portland-metro area include: the FBI, Portland Division; Portland Police Bureau; Hillsboro Police Department; Beaverton Police Department; Tualatin Police Department; Tigard Police Department; Eugene Police Department; Corvallis Police Department; the Washington County Sheriff’s Office; the Clackamas County Sheriff’s Office; the Lane County Parole and Probation Office; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and U.S. Immigration and Customs Enforcement.

Victim assistance professionals, therapists, and/or child protective service caseworkers from the following agencies provided services to the children: FBI; Portland Police Bureau; Clackamas County District Attorney’s Office; the Multnomah County District Attorney’s Office; the Sexual Assault Resource Center; Washington, Multnomah and Clackamas Counties; Lifeworks Northwest; Multnomah County Department of Community Justice (Juvenile Services Division); and Janus Youth Programs. This effort was coordinated with the U.S. Attorney’s Office in conjunction with the Oregon Human Trafficking Task Force.

Terms of the agreement call for Cascade to pay $22.5 million in cash and issue 5,325,000 shares of common stock. Based on Cascades Friday, December 23, 2005 closing price of $23.39, the value of the stock consideration is approximately $124.6 million and the aggregate transaction value is approximately $147.1 million. Based on F&M's November 30, 2005 financials, the aggregate transaction value represents 349% of book value and tangible book value and 22.0x trailing 12 month earnings. The transaction is expected to be 2.8% accretive to Cascades' 2006 earnings.

The parties intend that the transaction will qualify as a tax-free reorganization under the Internal Revenue Code. Cascade will fund the cash component with cash generated from the placement of trust preferred securities. The acquisition is subject to approval of Cascade shareholders and banking regulators and is expected to close early in the second quarter of 2006.

The seller is David F. Bolger, president of Bolger & Co., Inc. of Ridgewood, N.J., and an affiliated entity of Mr. Bolger. Upon the consummation of the transaction, and as principal shareholder of F&M Holding Company, Mr. Bolger will be named to the position of Director Emeritus of Cascade. In addition, two individuals, Clarence Jones, Farmers & Merchants State Bank chairman and former CEO, and Thomas M.
