The fees range from $11,000 all the way up to $120,000 equalling $18 million for repairs. The Pape family of Eugene owns about 35 percent of the inn's residential and commercial units and they're being accused by some owners of putting their financial interests above the home owners. Depending on the size of their holdings, the current assessment could cost each between $37,000 and more than $106,000, payable over three years.<BR/><BR/>The battle, in part, centers around the amount of money that may need to be paid to replace the iconic inn’s aging cedar siding and roofing.<BR/><BR/>To a greater extent, though, the controversy centers around who will pay how much of the bill, and when. And that question, in turn, centers around an agreement that was made four years ago when INNspired, the company that owns and manages the resort’s conference center and other common areas, signed its lease.<BR/><BR/>INNspired, which is controlled by Eugene-based Papé Properties Inc. and controls about 44 percent of the inn’s total square footage and condo association votes, sank a so-far unspecified amount of money into rebuilding and renovating the inn’s facilities in 2004.<BR/><BR/>The improvements included updating the conference center and restaurant, and renovating the swimming pool area and ice skating rink.<BR/><BR/>In exchange, the condo association agreed to give the company a 35 percent credit against any new repair assessments, as long as they were passed before Dec. 31 of this year. The company, though, has no plans to move, said CEO Joseph Bartels.<BR/><BR/>In March, the Malaysian government, which had majority ownership of Columbia Aircraft, reorganized the Bend facility to include members of a New York City-based restructuring company that would later move Columbia through bankruptcy.<BR/><BR/>“There were certainly periods of trepidation this year that came to the aviation/aerospace industry,” said Roger Lee, executive director of Economic Development for Central Oregon. “I felt happy about the conclusion.”<BR/><BR/>On Sept. 24, Columbia filed for Chapter 11 bankruptcy protection with the U.S. Bankruptcy Court in Portland. At a Nov. 27 bankruptcy court auction in Portland, the world’s largest general aviation company, Cessna Aircraft Co., purchased Columbia for $26.4 million, including certain liabilities.<BR/><BR/>Wichita, Kan.-based Cessna has promised to keep the Bend facility running, increasing production and employment. The company delivered its first Cessna-named single-piston aircraft Dec. 18.<BR/><BR/>Cessna’s financial stability will be a boon for Columbia, according to Cessna Chairman, President and CEO Jack Pelton. His company’s 2006 revenues totaled $4.2 billion and the company delivered more than 1,200 planes that year. Its revenues for the first half of 2007 were more than $2.1 billion.<BR/><BR/>Cessna’s parent company is Textron Inc., based in Providence, R.I. Textron produces Bell helicopters and has industrial and finance divisions.<BR/><BR/>It also makes E-Z-Go golf carts, Jacobsen lawn equipment and other specialty machine and engine parts, according to its Web site. Textron projects annual revenues of $13 billion for 2007, including Cessna. Textron operates in 32 countries with approximately 40,000 employees.<BR/><BR/>The aviation industry had another boost late this year — an East Indian billionaire invested nearly $200 million in Bend-based Epic Aircraft, whose parent company is Las Vegas-Based Aircraft Investor Resources LLC. Vijay Mallya, a flamboyant jet-setter with an estimated net worth of $1.5 billion, according to Forbes Magazine, formally announced his investment in Epic in late September.<BR/><BR/>Mallya is the chairman of Kingfisher Airlines in India and also has investments in the Indian beer and liquor industry and in real estate and pharmaceuticals.<BR/><BR/>With Mallya’s investment, Epic CEO Rick Schrameck said he will expand his production of experimental jets and turboprops in Bend, which could mean the addition of hundreds more workers.<BR/><BR/>The employment and production impacts from Cessna and Epic’s investment won’t be seen for another couple years, company officials have said.<BR/><BR/>From an economic development perspective, the movement in aviation is encouraging, EDCO’s Lee says.<BR/><BR/>“In light of how people look at the Central Oregon economy and say it’s really tourism and building houses here,” he said, “we have a lot more going on than those two things.”<BR/><BR/>Seaswirl<BR/><BR/>While aviation manufacturing had a boost this year, a major employer in Jefferson County left the region. After 35 years in Culver, Seaswirl Boats Inc. left for Little Falls, Minn., where its parent company, Genmar Holdings Inc., consolidated operations. The move meant a loss of roughly 200 jobs in Central Oregon.<BR/><BR/>Les Schwab<BR/><BR/>Les Schwab, founder of the nation’s third largest independent tire dealer, died at age 89 on May 18. In more than 50 years, Schwab built his small Prineville tire company from almost nothing into a family owned empire that posted $1.6 billion in sales in 2006 and has more than 7,000 employees — 1,500 of them in Central Oregon — and 400 locations throughout the West.<BR/><BR/>After Schwab’s death, the company named 17-year company veteran Dick Borgman as CEO. Borgman had been president of the Les Schwab Holding Company Division.<BR/><BR/>Retail<BR/><BR/>One year after a city planner said Trader Joe’s was planning to come to Bend’s Cascade Village Shopping Center, the popular California-based grocery store broke ground in 2007. The 13,000-square-foot neighborhood grocery store is located between Food 4 Less and U.S. Highway 97 in north Bend. The store, known for affordable gourmet fare, is expected to open sometime in the first quarter of 2008.<BR/><BR/>Bend saw a host of new restaurants and shops in other commercial areas. Downtown Bend added roughly two-dozen new restaurants and retailers in 2007, including Portland-based Thai restaurant Typhoon!. Others, including Kuishinbo Kitchen, moved out of downtown to make way for new retailers.<BR/><BR/>The Old Mill District also added more retailers as it continued to build out phase two of its development along the Deschutes River. The district added a dozen new restaurants and shops, including Ann Taylor Loft, White House Black Market and Greg’s Grill.<BR/><BR/>While Bend added dozens of new retailers and eateries, a large commercial development in Sunriver remained in the planning stage in 2007. Oregon investment group SilverStar Destinations LLC bought the aging Sunriver Village Mall in 2006 for an estimated $26 million, and has proposed to radically transform the mall into a thriving commercial and residential center.<BR/><BR/>Developers are proposing a mall with more than 150,000 square feet of commercial space, 583 residential units, buildings up to four stories tall, and underground and ground-level parking that would include a parking garage on the mall’s southeast corner. The mall currently has no housing.<BR/><BR/>Developers spent much of 2007 working with various Sunriver homeowners and business groups to gain support for the changes. Some residents, though, disapprove of adding housing and taller buildings.<BR/><BR/>Deschutes County planning commissioners will decide in January whether to approve a zone change for the mall area, which would allow housing. The City Commissioners are planning on a mixed use zoning and have already annexed 500 acres into the city limits. Most of this first phase will be light industrial (IL) zoning and research and Development. But the second phase will possibly have a new four year college campus, some commercial and residential.<BR/><BR/>This land is all owned by the city of Bend but there are several hundred acres of private property around the development that are for sale now or will be on the market shortly. These are the properties that a smart investor can make some money on.<BR/><BR/>Most of this land is small hobby farms from 3 to 20 acres. It is currently zoned for low density use. However, the city is in the process of rezoning most of this property and bringing it into the city limits. A new sewer main is proposed to border the south end of Juniper Ridge and run east to the sewer plant<BR/><BR/>The city is supposed to make their proposed changes public on March 26, 2007. This is two years later than what was initially planned. Delays in infrastructure engineering required by the state have been the cause. So this date is not etched in stone. However, it should be made public soon.<BR/><BR/>The smart investor could be buying some of the surrounding properties now and possibly doubling their money in a couple of years. Similar land has been selling in the last couple of years for $250,000 per acre and more. Investors should be tying up properties with contingencies prior to that time. There are sellers out there willing to sell their property with an extended closing date subject to rezoning<BR/><BR/>Development land currently inside the city limits (UGB) is listed for sale at $500,000 to $600,000 per acre. However it's not selling at this time. There is an over supply of available lots. But these lots should sell out this year. It's the authors' opinion that residential land inside the city limits will settle out around $450,000 an acre next year when the city moves the city limits.<BR/><BR/>Everyone seems to be waiting for the city to make a determination on where the new city limits will be and what the zoning will be. Several investors paid over $250,000 an acre on land outside the UGB thinking that it would be developable and buildable today. That has not happened. Once the boundary proposal is official you will see more activity in the market for development land.<BR/><BR/>Finished lots on Bends East side have been selling for around $160,000 each. They are around 8,000 square feet. Larger lots sell for more. The minimum lot size today is 4,000 square feet according to city building code. The trend is towards larger homes on smaller lots.<BR/><BR/>On site infrastructure has been running between $25,000 and $30,000 per lot. Large amounts of rock and or sewer pump stations can add to the costs. Off site costs can also add up quickly. Today's cost to bring in a sewer main is around $100 per foot.<BR/><BR/>As of the end of February 2007 there were 59 single family lots for sale in Bend with an average size of 5,183 square feet. The average asking price was $164,800. Past sales of bare land outside the city limits on the East side have been averaging $270,000 per acre. Properties with homes and other improvements have averaged $291,000 per acre.<BR/><BR/>Bends real estate market is cooling its jets for a while but rest assured it will heat up soon.<BR/>Bend is a great place to live and there will continue to be more and more people moving here. The development of Juniper Ridge by the city will add more jobs to the mix and the need for more housing.<BR/><BR/>Investments in land on the outskirts of Bend will pay huge dividends in the future. Much of the land will be zoned for residential. But there is some land that will become commercial or light industrial. An investor does not have to develop the land.
